習(xí)近平會(huì)見(jiàn)國(guó)際足聯(lián)主席 談足球運(yùn)動(dòng)的真諦

國(guó)家主席習(xí)近平6月14日在人民大會(huì)堂會(huì)見(jiàn)國(guó)際足聯(lián)主席因凡蒂諾。習(xí)近平指出，建設(shè)體育大國(guó)和體育強(qiáng)國(guó)，是中國(guó)人民實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo)的重要組成部分。

Chinese President Xi Jinping met with FIFA president Gianni Infantino on Wednesday at the Great Hall of the People in Beijing.

國(guó)家主席習(xí)近平6月14日在人民大會(huì)堂會(huì)見(jiàn)國(guó)際足聯(lián)主席因凡蒂諾。

Xi noted that the Chinese government attached great significance to the development of soccer and provided strong and consistent support for the sport.

習(xí)近平指出，中國(guó)政府高度重視發(fā)展足球運(yùn)動(dòng)，給予有力的、持續(xù)性的支持。

在會(huì)見(jiàn)中，習(xí)近平表示，足球運(yùn)動(dòng)的真諦不僅在于競(jìng)技，更在于增強(qiáng)人民體質(zhì)，培養(yǎng)人們愛(ài)國(guó)主義、集體主義、頑強(qiáng)拼搏的精神(the essence of soccer lies not only in competition, but, more importantly, in enhancing people's health and cultivating people's patriotism, collectivism and the spirit of indomitable struggle)。

習(xí)近平指出，近年來(lái)，我們集中力量制定足球改革和發(fā)展總體方案，堅(jiān)定推進(jìn)改革。我們正在培養(yǎng)全社會(huì)足球文化(promoting the philosophy of soccer among the whole society)，深化足球管理體制改革，建立符合世界足球發(fā)展規(guī)律和中國(guó)國(guó)情、專業(yè)高效的組織管理體系(establishing a professional and effective management system in accordance with the rules of the sport's global development and China's national situation)，大力發(fā)展青少年足球，完善足球場(chǎng)地等基礎(chǔ)設(shè)施，加強(qiáng)國(guó)際交流借鑒(enhancing international exchanges)，通過(guò)扎扎實(shí)實(shí)的努力，久久為功，逐步提高中國(guó)足球水平(gradually raising the level of China's soccer sport through solid and continuous work over a long time)，讓積極向上的足球文化成為中國(guó)人民實(shí)現(xiàn)中國(guó)夢(mèng)的正能量。

習(xí)近平贊賞因凡蒂諾就任國(guó)際足聯(lián)主席后致力于足球事業(yè)發(fā)展、關(guān)注中國(guó)足球事業(yè)(Xi thanked Infantino for having provided great support to the development and reform of soccer as a sport in China)，強(qiáng)調(diào)中方將積極支持國(guó)際足聯(lián)工作，愿為推動(dòng)世界足球運(yùn)動(dòng)發(fā)展做出應(yīng)有貢獻(xiàn)。中國(guó)同國(guó)際足聯(lián)合作前景廣闊(China-FIFA cooperation has a good future)。

【足改方案回顧】

2015年3月，國(guó)務(wù)院辦公廳印發(fā)了《中國(guó)足球改革發(fā)展總體方案》(overall reform plan to boost the development of soccer in China)，要求半行政化的中國(guó)足協(xié)(semi-administrative Chinese Football Association)與國(guó)家體育總局(General Administration of Sport of China)分離，使足協(xié)成為一個(gè)成熟的非政府組織(a full-fledged nongovernmental organization)。體育彩票(sports lottery)將用來(lái)增加投資促進(jìn)足球業(yè)發(fā)展，增設(shè)兩個(gè)國(guó)家級(jí)足球訓(xùn)練中心(soccer training centers)。

2016年4月11日，國(guó)家發(fā)改委、國(guó)家體育總局等部門聯(lián)合發(fā)布了《中國(guó)足球中長(zhǎng)期規(guī)劃(2016-2050年)》(The Mid- and Long-Term Development Plan for Chinese Soccer)，表示將建設(shè)足球一流強(qiáng)國(guó)(world-leading soccer power/world soccer superpower)。

《規(guī)劃》包括近期、中期和長(zhǎng)期三個(gè)時(shí)間段，內(nèi)容涉及足球體制改革(soccer reform)、校園足球普及(popularization of campus soccer)、人才培養(yǎng)(talents training)、場(chǎng)地建設(shè)等多個(gè)方面。

近期目標(biāo)(short-term goals，2016—2020年)主要是發(fā)展校園足球、社會(huì)足球，以及建立體制機(jī)制和政策法規(guī)。

至2020年，全國(guó)特色足球?qū)W校達(dá)到2萬(wàn)所(the number of schools with a specialty in soccer will reach 20,000);

中小學(xué)生經(jīng)常參加足球運(yùn)動(dòng)人數(shù)超過(guò)3000萬(wàn)人(there will be over 30 million primary and middle school students who often play soccer);

全國(guó)足球場(chǎng)地?cái)?shù)量超過(guò)7萬(wàn)塊(there will be over 70,000 soccer pitches around the country)，使每萬(wàn)人擁有0.5-0.7塊足球場(chǎng)地。

中期目標(biāo)(mid-term goals，2021—2030年)，要求國(guó)家男足躋身亞洲前列，女足重返世界一流強(qiáng)隊(duì)行列(national men's team stand out in Asia and women's team return to the leading powers in the world)。

遠(yuǎn)期目標(biāo)(long-term goals，2013-2050年)，要求達(dá)到足球一流強(qiáng)國(guó)的目標(biāo)，中國(guó)足球?qū)崿F(xiàn)全面發(fā)展(realize the goals of being the top class soccer nation and all-round development of Chinese soccer)。
