十款網(wǎng)絡(luò)產(chǎn)品隱私條款接受評審

由中央網(wǎng)信辦、工信部、公安部、國家標(biāo)準(zhǔn)委指導(dǎo)開展的隱私條款專項工作24日在京公布對首批十款網(wǎng)絡(luò)產(chǎn)品和服務(wù)評審結(jié)果,督促企業(yè)整改違法違規(guī)行為,讓用戶擁有對自己個人信息的知情權(quán)和控制權(quán)。

Starting Sunday, users of Chinese online services including WeChat, Taobao and Alipay will be able to delete their accounts whenever they like.

從9月24日起，微信、淘寶、支付寶等網(wǎng)絡(luò)產(chǎn)品用戶將可隨時隨地注銷賬戶。

The policy change came after the Cyberspace Administration of China's recent inspection of the privacy settings of online services and mobile apps.

該政策調(diào)整是網(wǎng)信辦近期對網(wǎng)絡(luò)服務(wù)和應(yīng)用程序隱私條款的評審結(jié)束后推出的。

隱私條款(privacy policy)是企業(yè)收集、使用、披露以及管理用戶個人信息的公開聲明(a statement that discloses some or all of the ways a party gathers, uses, discloses, and manages a customer or client's data)。這里的用戶個人信息(personal information)包括但不限于姓名、地址、婚姻狀況、聯(lián)系方式、身份證號、醫(yī)療記錄、消費記錄、出行記錄等。

長期以來，網(wǎng)絡(luò)運營者在提供產(chǎn)品和服務(wù)時,普遍存在隱私條款籠統(tǒng)不清(applying vague or esoteric language in privacy settings),不主動向用戶展示隱私條款、展示的內(nèi)容晦澀冗長,征求用戶授權(quán)同意時存在“一攬子”打包授權(quán)(bundling various policies into one agreement)等,擅自擴(kuò)大范圍收集、使用個人信息,私自共享、轉(zhuǎn)讓個人信息(collecting, utilizing, sharing and even transferring users' personal information without consent)等問題。

此次評審首批選取了微信、新浪微博、淘寶網(wǎng)、京東商城、支付寶、高德地圖、百度地圖、滴滴出行、航旅縱橫、攜程網(wǎng)十款用戶數(shù)量大(with large number of users)、與民眾生活密切相關(guān)(closely linked to daily life)、社會關(guān)注度高(popular in the country)的產(chǎn)品和服務(wù)作為評審對象,由四部門推薦的法律、標(biāo)準(zhǔn)、技術(shù)專家和企業(yè)代表共同組成專家組進(jìn)行評審。

評審結(jié)束后，十款產(chǎn)品和服務(wù)在隱私政策方面均有不同程度提升,均做到明示其收集、使用個人信息的規(guī)則(make the rules of collecting and using user's personal information transparent),并征求用戶的明確授權(quán)。其中微信、淘寶網(wǎng)、支付寶、滴滴出行、京東商城、航旅縱橫、百度地圖、高德地圖八款產(chǎn)品和服務(wù)做到了向用戶主動提示、并提供更多選擇權(quán)(extend user rights in personal information management)。

在滿足以上功能的基礎(chǔ)上,微信、淘寶網(wǎng)、支付寶、滴滴出行、京東商城五款產(chǎn)品和服務(wù)還提供更便利的在線“一站式”撤回和關(guān)閉授權(quán),在線訪問、更正、更新及刪除其個人信息,在線注銷賬戶等功能(customers are now allowed to review, edit, update and delete personal information, and to cancel their accounts anytime, from the services' websites)。
