變革中的中國(guó)：苗寨人的小康夢(mèng)

Whilst China’s intense urbanisation led to the rapid, seemingly exponential growth of cities, development in the country’s rural areas remained stagnant, increasing the economic gap and creating a wider societal divide.

中國(guó)高速的城市化進(jìn)程在帶動(dòng)了城市發(fā)展的同時(shí)，也進(jìn)一步加劇了城鄉(xiāng)之間的經(jīng)濟(jì)差距和社會(huì)發(fā)展不平衡現(xiàn)象。

Mutual responsibility is the underlying essence of a fully sustainable and prosperous society. Thus China’s poverty alleviation strategies have been centred around the idea of shared development, whereby the benefits of modern progress can, should and will be felt by all. These strategies are twofold - on a local level, urban areas are refocusing initiatives towards helping rural areas; on a national level, entire regions are cooperating, guiding and supporting one another.

若想實(shí)現(xiàn)社會(huì)的長(zhǎng)期穩(wěn)定、可持續(xù)發(fā)展，勢(shì)必需要實(shí)現(xiàn)共同繁榮。正因如此，中國(guó)的扶貧政策旨在共享發(fā)展的指引下，讓發(fā)展的成果惠及全民。此戰(zhàn)略有雙重的意義：從地方一級(jí)的角度來說，城市應(yīng)對(duì)鄉(xiāng)村地區(qū)進(jìn)行幫扶。而從國(guó)家層面而言，所有的地區(qū)之間都應(yīng)該相互扶持，實(shí)現(xiàn)共同富裕。

Hunan is as diverse a region as any other, but it is home to several prefectures and villages that are shining examples of the potential outcomes from ‘shared’ thinking.

湖南與中國(guó)其他省份一樣，也囊括著不同發(fā)展程度的城市與鄉(xiāng)村。而中國(guó)共享發(fā)展的思想，已經(jīng)在這里的一些自治州和村莊得到了運(yùn)用，并讓當(dāng)?shù)卮迕裣硎艿搅税l(fā)展的碩果。

The combination of government support, independent organisations and volunteer schemes have established the foundations of prosperity for many of Hunan’s villages. But mutuality is a crucial concept in these strategies, transcending beyond the passive acceptance and expectation of help into a driven taking of responsibility by each individual within their own community.

政府的支持、社會(huì)組織和志愿者的幫扶，共同為湖南很多鄉(xiāng)村的發(fā)展奠定了良好的基礎(chǔ)。而在扶貧策略中，自我意識(shí)的轉(zhuǎn)變相比被動(dòng)接受幫扶而言，有著更重要的地位。它需要每一位村民都意識(shí)到，自己也應(yīng)該主動(dòng)去為實(shí)現(xiàn)脫貧致富盡一份力。

Maximising each area’s unique resources supports the capacity for a stable industry, creating new jobs for villagers and their families, and, in turn, generating local income.

與此同時(shí)，也需要最大限度的利用每個(gè)地區(qū)所特有的資源，來為其產(chǎn)業(yè)發(fā)展提供源源不斷的動(dòng)力，為村民們提供新的就業(yè)機(jī)會(huì)，并由此來提升當(dāng)?shù)氐恼w收入。

A cyclical system of ‘reaping what you sow’ leads to a sustainable environment for further growth, in which communities continue the opportunities introduced and supported by organisations with their own hands.

這樣循環(huán)發(fā)展的自種自收體制，也促進(jìn)了一個(gè)穩(wěn)定的經(jīng)濟(jì)環(huán)境的形成。村民們通過自己的雙手，結(jié)合相關(guān)政府和組織的幫扶，來實(shí)現(xiàn)真正的脫貧致富和共享發(fā)展。
