Fosun, the owner of assets including Cirque du Soleil, Clud Med and Portugal’s largest bank, sold its stake in a property fund for A$150m ($115m) to its partner Propertylink, the Australian company said in a statement on Monday.

The Chinese group invested A$117m in a Propertylink office property fund in 2014, according to a prospectus from Propertylink. The fund was set up to invest in one B-grade office tower in North Sydney’s business district.

The news comes after China’s state planning agency announced on Monday that it had sent to private companies new guidelines for offshore investment – to combat what one official described as “vicious competition” and “blind decision-making”.

Chinese groups such as Dalian Wanda and HNA have sold down or announced they are preparing to divest from some foreign assets they snapped up over the past three years in order to better fall in line with government rules on cross-border investments.

Guo Guangchang, Fosun’s chairman, has sought to bring down the company’s debt level this year. Its ratio of net debt to equity fell from 60.3 per cent at the end of last year to 47.4 per cent at the end of June, according to its half-year earnings report. During the same period, profit attributable to shareholders climbed 33.6 per cent to Rmb5.86bn.

A spokeswoman at the National Development and Reform Commission said at a press conference on Monday that private companies’ expansion into foreign markets during recent years was not without merit but added, “at the same time, some enterprises’ offshore investments have also fostered problems including regulatory violations, blind decision-making, vicious competition and disregard for quality and safety management.”

The new rules issued by NDRC were intended to help ensure private companies “carry out relevant procedures both on and offshore, develop healthy competition and operate with integrity”.
