《地下水管理?xiàng)l例》公布

Chinese Premier Li Keqiang has signed a State Council decree unveiling a regulation on the management of groundwater. The new regulation, which will take effect on Dec 1, sets out specific rules for groundwater in the areas of survey and planning, conservation and protection, over-exploitation treatment, pollution control, and supervision and management.

國(guó)務(wù)院總理李克強(qiáng)日前簽署國(guó)務(wù)院令，公布《地下水管理?xiàng)l例》，自2021年12月1日起施行?！稐l例》從調(diào)查與規(guī)劃、節(jié)約與保護(hù)、超采治理、污染防治、監(jiān)督管理等方面作出規(guī)定。

To enhance groundwater conservation and protection, the total amount of groundwater extracted as well as groundwater levels will be placed under control.

《條例》規(guī)定，為加強(qiáng)地下水節(jié)約和保護(hù)，實(shí)行地下水取水總量控制和水位控制制度。

Except under special circumstances, groundwater that is not replenished easily should not be exploited.

除特殊情形外，禁止開(kāi)采難以更新的地下水。

It said work should be done to strengthen the control of activities polluting groundwater and the rules that prevent groundwater pollution caused by soil pollution, production and construction activities should be refined.

強(qiáng)化對(duì)污染地下水行為的管控，細(xì)化防止生產(chǎn)建設(shè)活動(dòng)污染地下水的制度。細(xì)化防止土壤污染導(dǎo)致地下水污染的制度。
