The State Council yesterday published a document on the regulation of the social security fund.

國務院28日發(fā)布了關于社會保障基金管理條例。

社會保障基金(social security fund)，又稱全國社會保障金，是國家社會保障儲備基金，由全國社會保障基金理事會(National Council for Social Security Fund)管理運營，由中央財政預算撥款(central budget)、國有資本劃轉、基金投資收益和以國務院批準的其他方式籌集的資金構成，用于人口老齡化高峰時期的養(yǎng)老保險等社會保障支出的補充、調劑(supplement and regulate social security expenditure including pensions)。

《全國社會保障基金條例》規(guī)定了社會保障基金運作和管理風險的預防和控制措施(stipulate multiple risk prevention and control measures for the fund’s operation and management)，并明確了基金的投資范圍、內部控制制度(internal control systems)和基金的管理和運營?！稐l例》指出，全國社會保障基金采取市場化的投資方式，投資范圍包括境內外的存款、股票、證券投資基金(security investment fund)等。

全國社會保障基金與社?；穑簿褪巧鐣ｋU基金不同。

社保基金(social insurance funds)是為了保障公民在年老、疾病、工傷、失業(yè)、生育等情況下獲得物質幫助而建立的，主要由用人單位和個人繳費構成，包括基本養(yǎng)老保險基金(endowment insurance fund)、基本醫(yī)療保險基金(medical insurance fund)、工傷保險基金(employment injury insurance fund)、失業(yè)保險基金(unemployment insurance fund)和生育保險基金(maternity insurance fund)，用于公民養(yǎng)老、醫(yī)療、工傷、失業(yè)、生育等各項社會保險待遇的當期發(fā)放。

從投資方面看，全國社會保障基金運營堅持安全性、收益性及長期性，更適宜開展中長期投資(medium and long-term investments)。而社會保險基金目前是當期發(fā)放，尚未入市。
