中共十八屆七中全會(huì)公報(bào)要點(diǎn)

中國(guó)共產(chǎn)黨第十八屆中央委員會(huì)第七次全體會(huì)議,于2017年10月11日至14日在北京舉行。全會(huì)聽取和討論了習(xí)近平受中央政治局委托作的工作報(bào)告。

The four-day Seventh Plenary Session of the 18th Central Committee of the Communist Party of China concluded on Saturday in Beijing with a statement issued about the meeting.

為期四天的中國(guó)共產(chǎn)黨第十八屆中央委員會(huì)第七次全體會(huì)議于10月14日在北京閉幕，會(huì)議發(fā)布了公報(bào)。

A report to be made by the 18th CPC Central Committee to the 19th CPC National Congress; a work report of the CPC Central Commission for Discipline Inspection to the congress; and an amendment to the CPC Constitution also were discussed and approved.

會(huì)議討論并通過了黨的十八屆中央委員會(huì)向中國(guó)共產(chǎn)黨第十九次全國(guó)代表大會(huì)的報(bào)告,討論并通過了黨的十八屆中央紀(jì)律檢查委員會(huì)向中國(guó)共產(chǎn)黨第十九次全國(guó)代表大會(huì)的工作報(bào)告,討論并通過了《中國(guó)共產(chǎn)黨章程(修正案)》。

It was decided that the three documents will be submitted to the upcoming congress for examination and deliberation.

全會(huì)決定將這3份文件提請(qǐng)中國(guó)共產(chǎn)黨第十九次全國(guó)代表大會(huì)審查和審議。

知識(shí)點(diǎn)：

“審查”(examination)和“審議”(deliberation)雖都有審核的意思，但“審查”重在“查”，即檢查、核對(duì)是否正確、妥當(dāng)，對(duì)錯(cuò)誤和不當(dāng)之處必須指出和糾正，不能“查而不定”;而“審議”重在“議”，就是議論、討論、分析、說明，可以“議而不決”。

出席全會(huì)的有中央委員191人(191 members of the CPC Central Committee),候補(bǔ)中央委員141人(141 alternate members of the CPC Central Committee)。中央紀(jì)律檢查委員會(huì)委員和有關(guān)負(fù)責(zé)同志列席會(huì)議(present as nonvoting delegates)。

全會(huì)公報(bào)要點(diǎn)：

全會(huì)決定遞補(bǔ)11名中央委員(11 new full members were admitted to the Central Committee)，確認(rèn)中央政治局之前作出的針對(duì)15人的黨紀(jì)處分(decisions of disciplinary punishment made by the Political Bureau of the CPC Central Committee were endorsed)。

全會(huì)充分肯定黨的十八屆六中全會(huì)以來中央政治局的工作(the plenum fully affirmed the work of the Political Bureau of the CPC Central Committee since the Sixth Plenary Session of the 18th CPC Central Committee)。

全會(huì)認(rèn)為，中央政治局堅(jiān)持以馬克思列寧主義、毛澤東思想、鄧小平理論、“三個(gè)代表”重要思想、科學(xué)發(fā)展觀為指導(dǎo)(the Political Bureau has followed the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important Thought of Three Represents and the Scientific Outlook on Development),貫徹落實(shí)習(xí)近平總書記系列重要講話精神和治國(guó)理政新理念新思想新戰(zhàn)略(thoroughly carried out the essence of Xi's series of important remarks and new governance concepts, thoughts and strategies)。

全會(huì)總結(jié)了黨的十八大以來5年的工作。一致認(rèn)為,這5年是黨和國(guó)家發(fā)展進(jìn)程中極不平凡的5年(the past five years were an extraordinary period),改革開放和社會(huì)主義現(xiàn)代化建設(shè)取得了歷史性成就(China has made historic achievements in reform and opening-up, as well as socialist modernization)。5年來的成就是全方位的、開創(chuàng)性的(these achievements are comprehensive and groundbreaking),5年來的變革是深層次的、根本性的(changes during the past five years were profound and fundamental)。

全會(huì)總結(jié)了黨的十八屆中央紀(jì)律檢查委員會(huì)的工作，認(rèn)為反腐敗斗爭(zhēng)壓倒性態(tài)勢(shì)已經(jīng)形成并鞏固發(fā)展(China has gained and consolidated crushing momentum in its fight against corruption)。

全會(huì)強(qiáng)調(diào),我們黨是一個(gè)有著8900多萬名黨員的大黨,是一個(gè)領(lǐng)導(dǎo)著13億多人民進(jìn)行改革開放和社會(huì)主義現(xiàn)代化建設(shè)的執(zhí)政黨(the ruling Party leading more than 1.3 billion people in the drive for reform and modernization),如果沒有黨中央權(quán)威和集中統(tǒng)一領(lǐng)導(dǎo)(without the authority and centralized leadership of the CPC Central Committee)、沒有嚴(yán)格的政治紀(jì)律和政治規(guī)矩、沒有風(fēng)清氣正的良好政治生態(tài)(without strict political disciplines, rules and a clean political environment),就會(huì)喪失創(chuàng)造力、凝聚力、戰(zhàn)斗力(the CPC would compromise its creativity, cohesion and effectiveness),就會(huì)喪失執(zhí)政基礎(chǔ)和執(zhí)政能力(weaken the foundation and ability of its governance),就會(huì)嚴(yán)重脫離人民(detach from the people),就不可能擔(dān)負(fù)起領(lǐng)導(dǎo)人民進(jìn)行改革開放和社會(huì)主義現(xiàn)代化建設(shè)的歷史重任。

全會(huì)全面分析了當(dāng)前形勢(shì)和任務(wù),深入討論了新形勢(shì)下進(jìn)行具有許多新的歷史特點(diǎn)的偉大斗爭(zhēng)(engaging in the great battle with many new historical features)、建設(shè)黨的建設(shè)新的偉大工程(embarking on the new great project in Party building)、推進(jìn)中國(guó)特色社會(huì)主義偉大事業(yè)(advancing the great cause of socialism with Chinese characteristics)、實(shí)現(xiàn)民族復(fù)興偉大夢(mèng)想(realizing the great dream of revival of the Chinese nation)的若干重大問題,為召開黨的第十九次全國(guó)代表大會(huì)作了充分準(zhǔn)備。
