國(guó)務(wù)院發(fā)文打造“雙創(chuàng)”升級(jí)版

9月27日，國(guó)務(wù)院發(fā)布了《關(guān)于推動(dòng)創(chuàng)新創(chuàng)業(yè)高質(zhì)量發(fā)展打造“雙創(chuàng)”升級(jí)版的意見(jiàn)》(下稱《意見(jiàn)》)。

The State Council, China's Cabinet, recently issued a document on promoting high-quality and upgraded mass entrepreneurship and innovation. The move is aimed at further optimizing the business environment, lowering the cost of entrepreneurship and innovation, enhancing the leading role of technology and innovation in the economy, and improving the service capacity of supporting platforms.

國(guó)務(wù)院近日發(fā)布關(guān)于推動(dòng)創(chuàng)新創(chuàng)業(yè)高質(zhì)量發(fā)展打造“雙創(chuàng)”升級(jí)版的意見(jiàn)，進(jìn)一步優(yōu)化創(chuàng)新創(chuàng)業(yè)環(huán)境，大幅降低創(chuàng)新創(chuàng)業(yè)成本，增強(qiáng)科技創(chuàng)新引領(lǐng)作用，提升支撐平臺(tái)服務(wù)能力。

《意見(jiàn)》提出“雙創(chuàng)”升級(jí)版的六大目標(biāo)：

1、創(chuàng)新創(chuàng)業(yè)服務(wù)全面升級(jí)(upgrade service capacity in mass entrepreneurship and innovation)。

2、創(chuàng)業(yè)帶動(dòng)就業(yè)能力明顯提升(mass entrepreneurship will be upgraded to drive up employment)。

3、科技成果轉(zhuǎn)化應(yīng)用能力顯著增強(qiáng)(enhance transformation of scientific achievements)。

4、高質(zhì)量創(chuàng)新創(chuàng)業(yè)集聚區(qū)不斷涌現(xiàn)(build more high-quality innovation clusters)。

5、大中小企業(yè)創(chuàng)新創(chuàng)業(yè)價(jià)值鏈有機(jī)融合(promote integration of large, medium, and small enterprises in the value chain of entrepreneurship and innovation)。

6、國(guó)際國(guó)內(nèi)創(chuàng)新創(chuàng)業(yè)資源深度融匯(integrate domestic and international innovation resources)。

圍繞上述目標(biāo)，《意見(jiàn)》提出一系列“升級(jí)”舉措：

簡(jiǎn)政放權(quán)釋放創(chuàng)新創(chuàng)業(yè)活力

administration will be further streamlined and more power will be delegated to lower level departments in order to inject vitality into innovation and entrepreneurship

放管結(jié)合營(yíng)造公平市場(chǎng)環(huán)境

keep a right balance between delegation and the exercise of control to build a fair market environment

優(yōu)化服務(wù)便利創(chuàng)新創(chuàng)業(yè)

upgrade service to facilitate innovation and entrepreneurship

加大財(cái)稅政策支持力度

supportive fiscal policy will be strengthened

建立完善知識(shí)產(chǎn)權(quán)管理服務(wù)體系

improve management and service system of intellectual property rights

在全國(guó)高校推廣創(chuàng)業(yè)導(dǎo)師制，強(qiáng)化大學(xué)生創(chuàng)新創(chuàng)業(yè)教育培訓(xùn)

a tutorial system will be rolled out to include innovation education and training in universities

鼓勵(lì)和支持科研人員積極投身科技創(chuàng)業(yè)

those involved in research in the field of science will be encouraged to build technology-based businesses

提升孵化機(jī)構(gòu)和眾創(chuàng)空間服務(wù)水平

improve the "incubators" for innovation and entrepreneurship and service space for innovators

完善“互聯(lián)網(wǎng)+”創(chuàng)新創(chuàng)業(yè)服務(wù)體系

further promote Internet Plus innovation and the entrepreneurship service system
