為了不斷解放和發(fā)展社會生產力，推動高質量發(fā)展，國務院于10月23日公布《優(yōu)化營商環(huán)境條例》。《條例》對標國際先進水平，為各類市場主體投資興業(yè)營造穩(wěn)定、公平、透明、可預期的良好環(huán)境。

The State Council on Wednesday made public a regulation on optimizing the business environment in the latest step to unleash and develop productive forces and advance high-quality development. Aligning with advanced international levels, the regulation specifies the principles and directions for fostering a stable, fair, transparent and predictable business environment.

黨中央、國務院高度重視優(yōu)化營商環(huán)境工作。近年來，各地區(qū)、各部門按照黨中央、國務院部署，順應社會期盼，持續(xù)推進“放管服”等改革，我國營商環(huán)境明顯改善。為了持續(xù)優(yōu)化營商環(huán)境，不斷解放和發(fā)展社會生產力，加快建設現(xiàn)代化經濟體系，推動高質量發(fā)展，有必要制定專門行政法規(guī)，從制度層面為優(yōu)化營商環(huán)境提供更為有力的保障和支撐。

《優(yōu)化營商環(huán)境條例》認真總結近年來我國優(yōu)化營商環(huán)境的經驗和做法，將實踐證明行之有效、人民群眾滿意、市場主體支持的改革舉措用法規(guī)制度固化下來，重點針對我國營商環(huán)境的突出短板和市場主體反映強烈的痛點難點堵點問題，對標國際先進水平，從完善體制機制的層面作出相應規(guī)定。一是明確優(yōu)化營商環(huán)境的原則和方向。二是加強市場主體保護。三是優(yōu)化市場環(huán)境。四是提升政務服務能力和水平。五是規(guī)范和創(chuàng)新監(jiān)管執(zhí)法。六是加強法治保障。

【重要講話】

營商環(huán)境只有更好，沒有最好。各國都應該努力改進自己的營商環(huán)境，解決自身存在的問題，不能總是粉飾自己、指責他人，不能像手電筒那樣只照他人、不照自己。

Improvement of the business environment is an on-going process, and there is always room for things to become better. Countries need to improve their business environment by addressing their problems. They should not just point fingers at others to gloss over their own problems. They should not hold a “flashlight” in hand doing nothing but to check out on the weakness of others and not on their own.
