香港政府宣布了一項加強對上市公司審計機構(gòu)進行監(jiān)管的法案。去年,香港發(fā)生了一連串事件,有些公司的股價在單個交易日內(nèi)暴跌了94%之多。
Secretary for financial services James Lau said in a statement that the bill would make Hong Kong’s Financial Reporting Council independent from the audit profession to provide better protection to investors.
香港財經(jīng)事務(wù)及庫務(wù)局局長劉怡翔在一份聲明中表示,該法案將讓香港的財務(wù)匯報局(FRC)從審計行業(yè)中獨立出來,為投資人提供更好的保護。
“This is crucial to strengthening Hong Kong’s status as an international financial centre and capital market,” Mr Lau said, adding that the reforms would bring Hong Kong in line with international standards and practices and make it eligible to join the International Forum of Independent Audit Regulators.
劉怡翔說,“這對于加強香港的國際金融中心和資本市場地位而言是至關(guān)重要的。”他接著說,這項改革將使香港向國際標準和慣例看齊,讓香港符合獨立審計監(jiān)管機構(gòu)國際論壇(IFIAR)的成員資格。
If the bill is passed the FRC will gain the power to inspect, investigate and discipline auditors of listed companies.
如果該法案獲通過,財務(wù)匯報局將取得對上市公司審計機構(gòu)進行檢查、調(diào)查和處罰的權(quán)力。
Those new powers would follow a year that saw multiple stock price collapses in Hong Kong, including those among a group of 50 companies in the so-called Enigma network. Almost half of said group of small-cap companies with cross shareholdings in each other saw their share prices plunge on one day in June, wiping out $6bn in market capitalisation.

Hong Kong authorities arrested senior executives at three listed companies in December, two of which belonged to the Enigma network.
