我國(guó)已全面建立河長(zhǎng)制 省級(jí)河長(zhǎng)402人

The river chief system has been established in all 31 provincial regions on the Chinese mainland half a year earlier than planned, with 300,000 officials appointed as chiefs to protect water bodies, said EJingping, minister of water resources, at a news conference last Tuesday.

上周二，水利部部長(zhǎng)鄂竟平在新聞發(fā)布會(huì)上表示，內(nèi)地31個(gè)省級(jí)地區(qū)提前半年全面建立河長(zhǎng)制，共明確省、市、縣、鄉(xiāng)四級(jí)河長(zhǎng)30萬(wàn)名，以推動(dòng)水體保護(hù)。

He also said 402 of the river chiefs are provincial level officials and 59 of them are heads of their provinces.

他還指出，其中省級(jí)領(lǐng)導(dǎo)擔(dān)任河長(zhǎng)的有402人，59人是省區(qū)市的黨政主要負(fù)責(zé)人。

All but two of the provincial regions have also appointed 760,000 river chiefs at the village level.

除了兩個(gè)省區(qū)市，其余各省區(qū)市還設(shè)立了超過(guò)76萬(wàn)名的村級(jí)河長(zhǎng)。

 

China first appointed local government officials as river chiefs in 2007 to address the pollution woes of a blue algae outbreak in Taihu Lake, Jiangsu province.

2007年，江蘇太湖為解決藍(lán)藻大規(guī)模爆發(fā)引發(fā)的污染難題，任命當(dāng)?shù)卣賳T為河長(zhǎng)，在全國(guó)首創(chuàng)河長(zhǎng)制。

The practice was later adopted in several regions with rich water resources to ensure strong enforcement of environmental policies and enhanced coordination of different government bodies.

In December 2016, the central government released a document ordering the system, which is linked to the performance evaluations of top officials, to be established nationwide by the end of 2018.

2016年12月，中央政府發(fā)布了一份文件，要求在2018年底前，在全國(guó)范圍內(nèi)建立起與政府高層官員的績(jī)效評(píng)估有關(guān)的系統(tǒng)。

While government officials will be hired as river chiefs at provincial, prefecture, county and township levels, heads of provincial regions will be general chiefs that are responsible for all rivers and lakes in their region, according to the document.

該文件指出，盡管有被任命為省、區(qū)、縣和鄉(xiāng)級(jí)的河長(zhǎng)的政府官員，但各省的主要負(fù)責(zé)人將擔(dān)任本地區(qū)所有河流和湖泊的總河長(zhǎng)。
