兩部門發(fā)布狂犬病疫苗續(xù)種補種方案

國家衛(wèi)生健康委員會、國家藥品監(jiān)督管理局7日聯(lián)合印發(fā)《接種長春長生公司狂犬病疫苗續(xù)種補種方案》。

According to the plan, those who have received the vaccines but have not gone through the entire inoculation procedure can continue to receive valid vaccines from other companies for free at vaccination institutions to complete the procedure.

方案指出，接種過長春長生狂犬病疫苗且尚未完成接種程序者，接種單位免費續(xù)種其他公司合格疫苗。

Those who have completed the procedure with the vaccines in question and still want reinoculation can get it for free after being informed by vaccination institutions about prevention and control, the functions of the vaccines and post-inoculation tips.

已完成接種程序者，如受種者有補種意愿，接種單位在告知防控知識、疫苗的保護作用、接種后注意事項等內(nèi)容后，可免費補種。

這里的inoculation就是“接種”，而“續(xù)種”可以用follow-up inoculation表示，“補種”則用reinoculation表達。

方案指出，根據(jù)世界衛(wèi)生組織2018年4月的有關(guān)報告，狂犬病潛伏期(the incubation period of rabies)通常為1-3個月，罕有超過1年。為保障受種者健康，對接種時間不滿1年的受種者，接種單位提供跟蹤觀察和咨詢服務(wù)(tracking, observation and advisory services)。接種時間1年以上的，如發(fā)生異常情況(abnormalities)，衛(wèi)生健康部門繼續(xù)受理。

方案明確，接種單位設(shè)置醒目標(biāo)識，安排有經(jīng)驗的醫(yī)務(wù)人員提供服務(wù)，向社會公開聯(lián)系方式(make contact information public)?？h級以上地方衛(wèi)生健康部門要各確定1家醫(yī)療機構(gòu)，作為轄區(qū)內(nèi)進一步臨床觀察的定點醫(yī)療機構(gòu)(designated medical institution)。國家級、省級和地市級組建專家組(teams of experts)，包括臨床(clinical studies)、疾病預(yù)防控制(disease prevention and control)以及管理領(lǐng)域等專家，指導(dǎo)做好相關(guān)服務(wù)。
