Pressure grew on President Gloria Macapagal Arroyo on Wednesday to bring to justice the perpetrators of a massacre in the southern Philippines as investigators raised the death toll to 57 people.

Mrs. Arroyo promised a comprehensive search for the killers, but analysts said it could take much longer to tackle the culture of violence endemic in the south of the country. Among the challenges: Curbing the power of politically connected clan leaders whom successive governments have deputized to constrain Muslim and communist insurgencies there, but who investigators say they believe instigated Monday's slaughter.

No suspects have been arrested in connection with the abduction and killing of a local politician's supporters and media entourage. The group was traveling to register the politician, Vice Mayor Ismael Mangudadatu, as a candidate for governor of Maguindanao province in May's election.

Investigators say they are questioning witnesses and searching for members of local militias and a rival clan to the Mangudadatu family in connection with the deaths, which have raised widespread concern about the security of next year's national and local polls.

United Nations Secretary-General Ban Ki-moon and a number of human-rights groups urged Mrs. Arroyo to swiftly bring the attackers to justice. Mr. Ban condemned the 'heinous crime' and said he hoped 'no effort will be spared to bring justice and to hold the perpetrators accountable.'

Mrs. Arroyo declared Wednesday a national day of mourning for the victims. 'This is a supreme act of inhumanity that is a blight on our nation,' she said. 'The perpetrators will not escape justice. The law will haunt them until they are caught.'

Local officials in Maguindanao recovered 11 more bodies from shallow graves on Wednesday, bringing the total found to 57. Regional police commander Josefino Cataluna said investigators found a car and van buried in one of the graves, the Associated Press reported. They had been crushed by a backhoe that apparently was used to hide evidence of the massacre.
