在上面的報道中,customs checkpoint就是指"海關(guān)檢查站"。除"海關(guān)"外,customs還可以用來表示"關(guān)稅",不過在WTO文件中多用tariff來表示。締約國可以互相給以reciprocal tariff(互惠關(guān)稅),或組建customs union(關(guān)稅同盟),或征收regional tariff(地區(qū)性關(guān)稅)。但有貿(mào)易爭端的國家常向?qū)Ψ秸魇誶etaliatory tariff(報復性關(guān)稅),或者punitive import tariff 。
Heavy debtors(背負重債的人)或者是bad debtor(呆帳債務(wù)人)等有關(guān)monitored names(被監(jiān)控對象)在customs checkpoint出境時會受到警方阻攔,并可以扣押其travel document(旅行證件)。廣東省是bad-debtor blackspot(呆賬債務(wù)人的聚集之地),因此這對law-abiding business people(守法商人)來說是個好消息。
