1　　問(wèn)：據(jù)報(bào)道，美國(guó)國(guó)防部近日發(fā)表了《2018國(guó)防戰(zhàn)略報(bào)告》，該報(bào)告涉華部分對(duì)中國(guó)進(jìn)行多方指責(zé)，認(rèn)為中方未來(lái)的戰(zhàn)略意圖是想取代美國(guó)的全球主導(dǎo)地位。中方對(duì)此有何評(píng)論?

Q: According to reports, the US Department of Defense published the 2018 National Defense Strategy Summary recently, which made much criticism on China and said that China's strategic intention in the future is to seek displacement of the United States to achieve global preeminence in the future. What's your comment?

答：關(guān)于美方這份報(bào)告，中國(guó)國(guó)防部發(fā)言人1月20日已闡明了中方的嚴(yán)正立場(chǎng)，相信大家已經(jīng)了解。

A: The Spokesperson of China's Defense Ministry already stated China's solemn position on this US report on January 20. I believe you are all aware of that.

美方上述報(bào)告充滿冷戰(zhàn)思維和“零和”博弈過(guò)時(shí)觀念，蓄意歪曲中國(guó)外交和國(guó)防政策，渲染大國(guó)戰(zhàn)略競(jìng)爭(zhēng)，犯了根本性的錯(cuò)誤。

This above-mentioned report is full of the outdated cold-war mentality and zero-sum game mindset, which intentionally distorts China's foreign and national defense policies and plays up strategic competition between major countries. This is fundamentally wrong.

中國(guó)始終不渝走和平發(fā)展道路，始終奉行防御性的國(guó)防政策，始終是世界和平的建設(shè)者、全球發(fā)展的貢獻(xiàn)者、國(guó)際秩序的維護(hù)者，這是國(guó)際社會(huì)有目共睹的。

Unswervingly sticking to the path of peaceful development and following a national defense policy that is defensive in nature, China has always been the builder of world peace, contributor to global development and defender of international order, which is there for all to see.

到底是誰(shuí)對(duì)國(guó)際規(guī)則合則用、不合則棄?是誰(shuí)動(dòng)輒干涉別國(guó)內(nèi)政、甚至以武力相威脅?相信世界各國(guó)人民對(duì)此看得很清楚，自有公論。

Who is really applying international rules in a selective way? Who is wantonly interfering in other countries' internal affairs and even resorting to the threat of force? I believe people around the world can see that clearly and have their fair judgment.

我們希望美方摒棄冷戰(zhàn)思維，正確看待當(dāng)今世界和中美關(guān)系，停止歪曲中方戰(zhàn)略意圖，而應(yīng)同中方相向而行，相互尊重，聚焦合作，管控分歧，維護(hù)中美關(guān)系長(zhǎng)期健康穩(wěn)定發(fā)展，這才是符合中美兩國(guó)和世界各國(guó)利益的正確選擇。

We hope the US will discard the cold-war mentality, put the world today and China-US relations in perspective, stop distorting China's strategic intention, and work for the shared goal with China. We need to respect each other, focus on cooperation and manage differences in an effort to uphold the long-term sound and steady development of China-US relations. This is truly the right choice that serves the interests of both China and the US and the world at large.

2　　問(wèn)：據(jù)報(bào)道，美國(guó)政府官員周五稱，美國(guó)當(dāng)年支持中國(guó)加入世貿(mào)組織是錯(cuò)誤的，因?yàn)檫@并沒(méi)有使中國(guó)經(jīng)濟(jì)更開(kāi)放。中方對(duì)此有何評(píng)論?

Q: According to reports, an US government official said on Friday that the US mistakenly supported China's membership to the WTO, which has failed to open China's economy. What is your comment?

答：中國(guó)自從加入世貿(mào)組織以來(lái)，嚴(yán)格遵守規(guī)則，認(rèn)真履行義務(wù)，為多邊貿(mào)易體制的有效運(yùn)轉(zhuǎn)和發(fā)展作出了重要貢獻(xiàn)，各國(guó)也從同中國(guó)的貿(mào)易中獲益。同時(shí)，中國(guó)始終堅(jiān)持走改革開(kāi)放道路，堅(jiān)定支持開(kāi)放型世界經(jīng)濟(jì)，不斷完善營(yíng)商環(huán)境，是多邊貿(mào)易體制的維護(hù)者、建設(shè)者、貢獻(xiàn)者。事實(shí)上，世貿(mào)組織成員普遍對(duì)中國(guó)堅(jiān)持多邊貿(mào)易體制表示肯定，并期待中國(guó)在多邊貿(mào)易體制中發(fā)揮更大作用。

A: Since its accession into the WTO, China has strictly observed the organization's rules, faithfully fulfilled its obligations and made important contributions to the effective functioning and development of the multilateral trading system. Moreover, other countries have benefited from their trade with China. China has always been committed to the path of reform and opening-up, firmly supporting an open world economy, continuously improving business environment as well as upholding, building and contributing to the multilateral trading system. In fact, there is wide approval among the WTO members of China's commitment to the multilateral trading system and they look forward to a bigger role played by China in the system.

與此同時(shí)，大家都看到了，恰恰是美國(guó)采取的單邊主義做法、發(fā)出的單邊主義聲音，是對(duì)多邊貿(mào)易體制前所未有的挑戰(zhàn)。許多世貿(mào)組織成員已對(duì)此表達(dá)了擔(dān)憂。我們希望美方正確看待中國(guó)，同時(shí)以自身實(shí)際行動(dòng)切實(shí)維護(hù)多邊貿(mào)易體制。

At the same time, as we all can see, it is exactly the US that acts and speaks in a unilateral manner and poses an unprecedented challenge to the multilateral trading system, over which many WTO members have expressed their concern. We hope the US can look at China correctly and take concrete actions to uphold the multilateral trading system.

我們已經(jīng)多次說(shuō)過(guò)，中美經(jīng)貿(mào)關(guān)系本質(zhì)上是互利共贏的。作為世貿(mào)組織的重要成員，中美雙方都應(yīng)維護(hù)世貿(mào)組織規(guī)則的權(quán)威性，共同完善以世貿(mào)組織為核心、以規(guī)則為基礎(chǔ)、公平開(kāi)放的多邊貿(mào)易體制。

As we said many times, the trade between China and the US is mutually beneficial and win-win in essence. As important members of the WTO, both China and the US should jointly uphold the authority of the WTO rules and improve the fair, open and rules-based multilateral trading system with the WTO at its core.

3　　問(wèn)：據(jù)報(bào)道，印尼防長(zhǎng)里亞米扎爾德日前在“瑞希納對(duì)話會(huì)”上表示，南海局勢(shì)得以降溫，我們必須以有利方式保持這一勢(shì)頭，以維護(hù)共同利益。我們必須感謝中國(guó)更加開(kāi)放的善意及合作維護(hù)亞洲區(qū)域安全架構(gòu)的意愿。中方對(duì)此有何評(píng)論?

Q: According to reports, Indonesian Defense Minister Ryamizard Ryacudu said at the Raisina Dialogue recently that the situation in the South China Sea has eased, and the momentum needs to be maintained in a favorable way for the sake of common interests. He also added that we need to appreciate China's goodwill in opening itself and readiness to work together in strengthening the regional security architecture in Asia. What's your comment?

答：中方對(duì)印尼防長(zhǎng)的有關(guān)表態(tài)表示贊賞。中國(guó)有句古話講：“以誠(chéng)感人者，人亦誠(chéng)而應(yīng)”。這體現(xiàn)了中國(guó)和東盟國(guó)家共同維護(hù)南海和平穩(wěn)定的堅(jiān)定、積極和真誠(chéng)的意愿。

A: China appreciates relevant remarks by the Indonesian Defense Minister. As a Chinese saying goes, "treat others with sincerity and you will be treated the same way in return". This fully testifies to the willingness of China and ASEAN countries to jointly uphold peace and stability in the South China Sea.

中國(guó)同東盟國(guó)家建立的信任是彌足珍貴的，穩(wěn)定南海局勢(shì)的成果是來(lái)之不易的。中方愿繼續(xù)與有關(guān)各方一道，以全面、有效落實(shí)《南海各方行為宣言》精神為指引，積極推進(jìn)“南海行為準(zhǔn)則”磋商和海上務(wù)實(shí)合作，共同致力于維護(hù)南海地區(qū)和平穩(wěn)定與繁榮發(fā)展。

The trust between China and ASEAN countries is so precious and the stability in the South China Sea is a hard-won outcome. Guided by the principle of comprehensive and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC), China stands ready to continue to work with relevant parties to vigorously advance the consultation on the Code of Conduct in the South China Sea (COC) and maritime practical cooperation and commit ourselves to upholding peace, stability, prosperity and development in the South China Sea.

4　　問(wèn)：我們注意到，日本NHK電視臺(tái)昨晚播出731部隊(duì)紀(jì)錄片，詳細(xì)揭露了日本731部隊(duì)在中國(guó)東北地區(qū)秘密進(jìn)行人體實(shí)驗(yàn)，研發(fā)細(xì)菌武器的丑陋罪行。中方對(duì)此有何評(píng)論?

Q: We have noted that the Japanese TV station NHK broadcast a documentary on Unit 731, which revealed its hideous crimes of secretly conducting living-body experiments and developing bacteriological weapons in the Northeast of China. What's your comment on this?

答：第二次世界大戰(zhàn)期間，侵華日軍對(duì)中國(guó)人民發(fā)動(dòng)了令人發(fā)指的細(xì)菌戰(zhàn)。有關(guān)史實(shí)鐵證如山，不容否認(rèn)。我們贊賞日本國(guó)內(nèi)有識(shí)之士揭露和直面歷史真相的勇氣，希望日方認(rèn)真傾聽(tīng)國(guó)內(nèi)外的正義呼聲，正確認(rèn)識(shí)和深刻反省日本軍國(guó)主義侵略歷史，切實(shí)尊重中國(guó)和其他亞洲受害國(guó)人民的感情。

A: During World War II, the invading Japanese troops waged a heinous germ warfare against the Chinese people. The relevant evidence is ironclad and undeniable. We appreciate the courage of those insightful Japanese people to reveal the historical truth and hope the Japanese side can carefully listen to the call for justice at home and abroad, correctly understand and deeply reflect upon the history of aggression by the Japanese militarism, and earnestly respect the feelings of the Chinese people and people of other victimized Asian countries.
