問(wèn)：據(jù)報(bào)道，針對(duì)臺(tái)灣方面誣稱多米尼加系因巨額金援而與臺(tái)“斷交”，多米尼加總統(tǒng)梅迪納表示，與中國(guó)建交沒(méi)有任何附加條件。我們要做的是跟上歷史的潮流。多米尼加不可能始終不與世界第二大經(jīng)濟(jì)體建立外交關(guān)系，這樣的關(guān)系必須在歷史的某個(gè)時(shí)間點(diǎn)建立起來(lái)。另外，多米尼加兩大主要反對(duì)黨也都公開(kāi)支持中多建交，表示多方不可能繼續(xù)回避中國(guó)發(fā)展崛起的現(xiàn)實(shí)，遲早要同中國(guó)建交。中方對(duì)多方有關(guān)表態(tài)有何評(píng)價(jià)？

Q: In response to Taiwan’s accusation that the Dominican Republic cut off their “diplomatic ties” in exchange for vast cash assistance, President Danilo Medina of the Dominican Republic said that China established diplomatic relations with his country with no strings attached. They were following the trend of the history. The Dominican Republic cannot be expected to forever stay out of a diplomatic relationship with the world’s second largest economy. Such a relationship must come into being at one historical point. Besides, the two major opposition parties in the Dominican Republic also publicly voiced their support to the establishment of diplomatic ties between China and their country. They said that the Dominican Republic cannot avoid any longer the reality of China’s rise. It is only a matter of time. What is your comment on these statements?

答：我們注意到梅迪納總統(tǒng)有關(guān)積極表態(tài)。多米尼加朝野和社會(huì)各界一致支持中多建交，中方表示高度贊賞。

A: We have noted these positive statements made by President Medina. China highly commends the unanimous support of the Dominican Republic’s governing and opposition parties and all walks of life to the establishment of diplomatic ties between China and that country.

 

世界上只有一個(gè)中國(guó)，中華人民共和國(guó)政府是代表全中國(guó)的唯一合法政府，臺(tái)灣是中國(guó)領(lǐng)土不可分割的一部分。一個(gè)中國(guó)原則早在47年前就寫(xiě)入了聯(lián)合國(guó)大會(huì)2758號(hào)決議，已經(jīng)成為公認(rèn)的國(guó)際關(guān)系準(zhǔn)則和國(guó)際社會(huì)普遍共識(shí)。中多建交再次印證了堅(jiān)持一個(gè)中國(guó)原則是人心所向，大勢(shì)所趨。螳臂當(dāng)車，擋不住滾滾向前的歷史潮流。

There is only one China in the world. The Government of the People’s Republic of China is the only legal government representing the whole of China, and Taiwan is an inalienable part of China’s territory. Forty-seven years ago, the one-China principle was incorporated by the UN General Assembly Resolution 2758. Today, it has become a well-recognized principle for international relations and a universal consensus of the international community. The establishment of diplomatic ties between China and the Dominican Republic is another testament to the fact that the one-China principle is the aspiration of the people and the trend of the times. No efforts will succeed in trying to stop the rolling wheels of history.

我們相信，隨著中多建交，雙方合作潛力將不斷釋放，這將為多米尼加自身發(fā)展帶來(lái)前所未有的巨大機(jī)遇，為中多兩國(guó)人民帶來(lái)實(shí)實(shí)在在的利益和福祉。

We believe that after the establishment of diplomatic ties, more bilateral cooperation potential will be unleashed, which will bring unprecedented opportunities to the development of the Dominican Republic and tangible interests and benefits to the two peoples.

問(wèn)：王毅國(guó)務(wù)委員兼外長(zhǎng)訪問(wèn)朝鮮是否將與金正恩委員長(zhǎng)會(huì)晤？如果會(huì)晤，將討論什么議題？請(qǐng)介紹此次訪問(wèn)成果。

Q: Will State Councilor and Foreign Minister Wang Yi meet with Chairman Kim Jong-un during this visit? If yes, what topics will come up? Could you please talk about the outcomes of this visit?

答：這兩天，王毅國(guó)務(wù)委員兼外長(zhǎng)正在朝鮮訪問(wèn)。昨天，王毅國(guó)委在平壤同朝鮮勞動(dòng)黨中央政治局委員、外務(wù)相李勇浩舉行了會(huì)談，有關(guān)消息已經(jīng)發(fā)布。

A: State Councilor and Foreign Minister Wang Yi is visiting the DPRK these two days. Yesterday, he held a talk with DPRK Foregin Minister and member of the Political Bureau of the Central Committee of the Workers' Party of Korea Ri Yong Ho. The relevant information has been released.

關(guān)于金正恩委員長(zhǎng)會(huì)見(jiàn)王毅國(guó)務(wù)委員兼外長(zhǎng)的情況，我們會(huì)及時(shí)發(fā)布。

Q: We noticed that the New Zealand China Council published a special report on the Belt and Road Initiative on May 1, describing the initiative as a “project of the century” with great inclusiveness and large coverage that presents enormous opportunities. The bilateral trade and investment between New Zealand and China are of vital importance to New Zealand’s lasting prosperity. New Zealand will miss the boat if it does not engage in the Belt and Road cooperation. What is China’s comment?　　

 

答：我也注意到了你提到的有關(guān)報(bào)道。“一帶一路”倡議提出5年多來(lái)，從理念轉(zhuǎn)化為行動(dòng)，從愿景轉(zhuǎn)化為現(xiàn)實(shí)，取得了豐碩成果，越來(lái)越多的國(guó)家和地區(qū)正在從中受益。已經(jīng)有80多個(gè)國(guó)家和國(guó)際組織同中國(guó)簽署了合作協(xié)議。根據(jù)中方有關(guān)部門統(tǒng)計(jì)，中國(guó)目前已在沿線國(guó)家建設(shè)了75個(gè)境外經(jīng)貿(mào)合作區(qū)。從2013年至2017年，中國(guó)與“一帶一路”沿線國(guó)家的進(jìn)出口總值達(dá)到了33.2萬(wàn)億元人民幣，年均增長(zhǎng)4%，高于同期中國(guó)外貿(mào)的年均增速。今年一季度，中國(guó)與“一帶一路”沿線國(guó)家進(jìn)出口增長(zhǎng)12.9%，其中出口增長(zhǎng)10.8%，進(jìn)口增長(zhǎng)15.7%。

A: We have noted the relevant report you mentioned. Since its inception five years ago, the idea and vision of the Belt and Road Initiative have been translated into action and reality, yielding fruitful outcomes and benefiting more and more countries and regions. Up to now over 80 countries and international organizations have inked cooperation agreements with China. According to the data of the relevant Chinese authorities, China has set up 75 overseas trade and economic cooperation zones with countries along the route. From 2013 to 2017, the total imports and exports between China and countries along the route hit 33.2 trillion RMB, registering an annual average growth of 4%, which is higher than the average growth of China’s foreign trade over the same period. In the first quarter of this year, the total imports and exports between China and countries along the route grew by 12.9%, with 10.8% growth of exports and 15.7% growth of imports.

這些事實(shí)都說(shuō)明，共建“一帶一路”倡議源于中國(guó)，但機(jī)會(huì)和成果屬于世界。我們歡迎各國(guó)搭載“一帶一路”的高速列車，一起駛向共同發(fā)展繁榮的未來(lái)。

All this sheds light on the fact that though the Belt and Road Initiative was proposed by China, the opportunities and outcomes it offers are shared by the world. 問(wèn)：近日，美國(guó)國(guó)際宗教自由委員會(huì)發(fā)表2018年度報(bào)告，批評(píng)指責(zé)中國(guó)宗教自由狀況。你對(duì)此有何評(píng)論？

Q: The United States Commission on International Religious Freedom (USCIRF) issued its 2018 report, criticizing China’s status of religious freedom. What’s your comment?

答：中國(guó)政府依法保護(hù)公民的宗教信仰自由。中國(guó)各族人民依法享有充分的宗教自由。這一事實(shí)有目共睹。

A: The Chinese government protects its citizens’ freedom of religious belief in accordance with the law. The Chinese people of all ethnic groups are entitled to full religious freedom under the law. This fact is there for all to see.

你所提到的這個(gè)美國(guó)的所謂委員會(huì)對(duì)中國(guó)一貫充滿了政治偏見(jiàn)，罔顧中國(guó)在宗教領(lǐng)域取得的進(jìn)展，年復(fù)一年發(fā)表報(bào)告來(lái)詆毀中國(guó)的宗教政策和狀況其謬論不值一駁。我們奉勸這些人正視和尊重基本事實(shí)，摒棄偏見(jiàn)，停止發(fā)表有關(guān)報(bào)告，停止利用宗教問(wèn)題干涉中國(guó)內(nèi)政。

The so-called commission you mentioned has been politically biased against China all along in disregard of China’s progress in the religious field and kept issuing the report to smear China’s religious policy and status. Such untrue accusation is not even worth refuting. We advise them to look squarely into and respect the fact, abandon biases and stop issuing such report and using religious issues to interfere in China's internal affairs.

問(wèn)：王毅國(guó)務(wù)委員是否今晚抵達(dá)北京？如果他今晚不回來(lái)，就等于在朝鮮訪問(wèn)了三天，這算是比較長(zhǎng)的了。

Q: Do you expect State Councilor Wang Yi back to Beijing by this evening? If he is not back by this evening, that will be three days in the DPRK, which will make it a very long visit.

 

答：王毅國(guó)務(wù)委員現(xiàn)在正在朝鮮進(jìn)行訪問(wèn)。我們發(fā)布的消息是他昨天和今天訪問(wèn)朝鮮。

A: State Councilor Wang Yi is now in the DPRK for the visit. We have released the information that he was in the DPRK yesterday and is there today.  　　

問(wèn)：據(jù)美國(guó)媒體報(bào)道，中國(guó)首次在南沙群島部署了導(dǎo)彈系統(tǒng)。你能否證實(shí)？

Q: According to the US media, China for the first time deployed missile system in the Nansha Islands. Can you confirm that?

答：中國(guó)對(duì)南沙群島及其附近海域擁有無(wú)可爭(zhēng)辯的主權(quán)。中國(guó)在南沙群島上開(kāi)展和平建設(shè)活動(dòng)，包括部署必要的國(guó)土防御設(shè)施，是維護(hù)中國(guó)主權(quán)和安全的需要，也是主權(quán)國(guó)家享有的當(dāng)然權(quán)利。有關(guān)部署不針對(duì)任何國(guó)家。無(wú)心侵犯者無(wú)需擔(dān)憂害怕。希望有關(guān)方面客觀、冷靜看待。需要強(qiáng)調(diào)的是，中國(guó)是貿(mào)易大國(guó)，也是地區(qū)和平穩(wěn)定的堅(jiān)定維護(hù)者。中國(guó)將繼續(xù)同各國(guó)通力合作，維護(hù)好南海地區(qū)的和平穩(wěn)定。

A: China has indisputable sovereignty over the Nansha Islands and the adjacent waters. Our peaceful construction activities on the Nansha Islands, including the deployment of necessary national defense facilities, are meant to safeguard China’s sovereignty and security, which is also the rights a sovereign state is entitled to. The relevant deployment targets no one. Anyone with no invasive intention will find no reason to worry about this. We hope that the relevant party could view this matter in an objective and calm way. I must stress that China is a big country in terms of trade, and also a staunch champion of regional peace and stability. We will continue to work with all countries to maintain peace and stability in the South China Sea.

問(wèn)：從今天起，美國(guó)高級(jí)貿(mào)易代表團(tuán)訪問(wèn)中國(guó)，是否有關(guān)于此次磋商的最新消息？中方對(duì)此次磋商成果有何期待？

Q: The US high-level trade delegation starts its visit to China today. Do you have any update on the talks? What is your expectation for the outcome of the negotiations?

答：我們已經(jīng)說(shuō)過(guò)，中方歡迎美國(guó)總統(tǒng)特使、財(cái)政部長(zhǎng)姆努欽率團(tuán)來(lái)華就中美經(jīng)貿(mào)問(wèn)題進(jìn)行磋商。我沒(méi)有最新情況向你介紹。

A: We have said that China welcomes the visit by the US delegation headed by the US President’s special envoy and Treasury Secretary Steven Mnuchin to discuss trade issue between the two sides. I have no update for you.

至于中方對(duì)此次磋商成果的期待，昨天我已經(jīng)應(yīng)詢作了簡(jiǎn)要回答。談，我們是歡迎的，但這必須是基于平等和相互尊重基礎(chǔ)上的磋商，結(jié)果應(yīng)該是互利共贏的。讓我們等等看。

As for our expectations, I gave a brief answer yesterday. We welcome talks as long as they are based on equality and mutual respect, the result of which shall be mutually beneficial. Let us all wait and see.
