Q: The leaders of the DPRK and the ROK today inked the Pyongyang Joint Declaration of September, which states their will on achieving the denuclearization of the Korean Peninsula, improving their relations and easing military tensions. In response to this declaration, US President Trump said that Chairman Kim Jong Un has agreed to inspection and verification of the nuclear facilities in the DPRK. What is your comment?

 

答：我們注意到有關(guān)報(bào)道。朝韓領(lǐng)導(dǎo)人在平壤再次會(huì)晤，簽署《9月平壤共同宣言》，就改善發(fā)展相互關(guān)系、緩和地區(qū)軍事緊張、推動(dòng)半島無核化與和談進(jìn)程達(dá)成新的重要共識(shí)。我們對(duì)此表示歡迎，對(duì)雙方所作積極努力表示贊賞。

A: We have noted relevant reports. The leaders of the DPRK and the ROK held another summit in Pyongyang, during which the two sides signed the Pyongyang Joint Declaration of September and reached new important consensus on improving and developing their relations, easing military tensions of the region and moving forward the denuclearization and peace talks process of the Korean Peninsula. We welcome this and commend the positive efforts made by the two sides.

 

和平與繁榮、和解與合作是半島和本地區(qū)人民的共同夙愿。作為半島近鄰，中方一貫支持半島北南雙方通過對(duì)話協(xié)商改善相互關(guān)系，推進(jìn)和解合作。希望朝韓雙方繼續(xù)落實(shí)好有關(guān)宣言共識(shí)，不斷努力推動(dòng)北南互動(dòng)合作，為政治解決半島問題、實(shí)現(xiàn)地區(qū)持久和平發(fā)揮積極作用。

Peace and prosperity as well as reconciliation and cooperation represent the shared aspirations of the people on the Korean Peninsula and in the region. As a close neighbor to the Korean Peninsula, China always supports the DPRK and ROK in improving their relations through dialogue and consultation and promoting reconciliation and cooperation. We hope that the DPRK and the ROK can continue to implement the consensus in relevant declarations, strive to promote their interactions and cooperation and play a positive role in politically resolving the Korean Peninsula issue and achieving the long-standing peace of the region.

Q: With regard to the China-US trade disputes, can you confirm whether or not a Chinese delegation will be going to the US for trade talks this or next week? If so, who will lead that delegation?

 

答：對(duì)你所問的這一具體問題，目前我沒有可以提供的情況。

A: I have no information to offer for this question.

 

昨天，我說過，中方始終主張，只有在平等、誠(chéng)信和相互尊重的基礎(chǔ)上進(jìn)行對(duì)話協(xié)商，才是解決中美經(jīng)貿(mào)問題的唯一正確途徑。但目前，美方的所作所為并沒有體現(xiàn)出善意與誠(chéng)意。

Like I said yesterday, the Chinese side maintains that dialogue and consultation on the basis of equality, good faith and mutual respect make the only viable way out for the China-US trade issues. However, everything the US does for now gives no impression of sincerity or goodwill.

 

問：有媒體報(bào)道，美國(guó)政府要求有關(guān)中國(guó)媒體在美機(jī)構(gòu)以“外國(guó)代理人”名義進(jìn)行登記。請(qǐng)問中方對(duì)此有何評(píng)論？

Q: Some media report that the US government asked relevant Chinese media agencies in the US to register as “foreign agents”. What’s your comment?

 

答：媒體是各國(guó)人民之間加強(qiáng)溝通、增進(jìn)理解的重要橋梁和紐帶。各國(guó)都應(yīng)該本著開放包容的精神看待媒體在促進(jìn)國(guó)際交流與合作中的作用，為媒體正常開展工作提供便利，而不應(yīng)該設(shè)置障礙，更不應(yīng)該將有關(guān)問題政治化。

A: Media serve as an import bridge and bond to enhance communications and understandings between people of different countries. Countries should perceive media’s role in promoting international exchange and cooperation in an open and inclusive spirit. They need to facilitate rather than obstruct media’s normal work, still less politicalizing the relevant issue.

 

問：根據(jù)福克斯新聞報(bào)道，美國(guó)五角大樓周二公布了該部門首份網(wǎng)絡(luò)安全戰(zhàn)略報(bào)告，稱美國(guó)同俄羅斯和中國(guó)進(jìn)行長(zhǎng)期戰(zhàn)略競(jìng)爭(zhēng)，中國(guó)尋求從美政府和私營(yíng)機(jī)構(gòu)“竊取”敏感信息。你對(duì)此有何評(píng)論？

Q: FOX News reported that Pentagon on Tuesday unveiled its first cyber security strategy report, saying that the US has been engaged in long-term strategic competition with Russia and China. It also said that China has sought to “steal” sensitive information from the American government and private-sector institutions. Do you have any comment?

 

答：我還沒有看到你提到的這篇新聞報(bào)道，也沒有看到五角大樓方面公布的報(bào)告，需要去了解一下。

A: I haven’t yet seen this news report you mentioned or the report released by the Pentagon and I need to check on that.

 

對(duì)于美方指責(zé)中方通過網(wǎng)絡(luò)“竊取”敏感信息，中方此前多次闡明過立場(chǎng)，在這里我就不重復(fù)了。

Regarding the US accusations of China “stealing” sensitive information via the Internet, we have made clear our position many times and I won’t repeat that.

 

作為原則回應(yīng)，我們希望美方有關(guān)機(jī)構(gòu)摒棄冷戰(zhàn)思維和零和博弈理念，正確看待中美關(guān)系。我們一再說，中美關(guān)系保持健康穩(wěn)定發(fā)展不僅符合兩國(guó)利益，也是國(guó)際社會(huì)的普遍期待。希望美方同中方一道為此作出努力。

As a principle, we hope the US side will discard the cold-war and zero-sum mindset and put the China-US relations in perspective. As we have been stressing, the sound and steady development of China-US relations not only serve the interests of both countries, but also meet the shared aspiration of the international community. We hope the US will work with China to this end.

 

我還要強(qiáng)調(diào)，中方致力于同國(guó)際社會(huì)一道推動(dòng)構(gòu)建相互尊重、公平正義、合作共贏的新型國(guó)際關(guān)系，推動(dòng)構(gòu)建人類命運(yùn)共同體，我們?cè)竿矸?，也愿同美方一道為此作出努力?/p>

I would also like to stress that China commits itself to working with other members of the international community to build a new type of international relations featuring mutual respect, fairness and justice and win-win cooperation and a community with a shared future for mankind. 問：關(guān)于美方要求將有關(guān)中國(guó)媒體在美機(jī)構(gòu)注冊(cè)為“外國(guó)代理人”，中方是否考慮采取對(duì)等措施？是否已就此同美方進(jìn)行交涉？

Q: As to the US demand that relevant Chinese media outlets in the US be registered as “foreign agents”, will China consider some reciprocal response on the US media agencies? Has the Chinese government made any official representation to the US government regarding this?

 

答：中方歡迎外國(guó)媒體對(duì)中國(guó)進(jìn)行客觀公正報(bào)道，也愿意為外國(guó)媒體在華開展正常報(bào)道工作提供支持和便利。這一立場(chǎng)是明確的。

A: The Chinese side welcomes objective and unbiased coverage of China by foreign media and stands ready to support and facilitate their normal reporting in China. This position is clear.

 

追問：中方是否與美方進(jìn)行過交涉？

Follow-up: So has there been any official representation to the US government on this matter?

 

答：據(jù)我了解，中美雙方就這個(gè)問題有過溝通，美方了解中方態(tài)度。

A: As far as I know, China and the US have had communications on this issue, and the US side is aware of China’s stance.

 

正如我剛才說的，我們希望有關(guān)方面為媒體正常開展工作提供便利、創(chuàng)造條件，而不是設(shè)置障礙。中方一直為外國(guó)媒體在華開展正常報(bào)道工作提供支持和便利，也希望外國(guó)駐華媒體能夠遵守中國(guó)法律法規(guī)，客觀公正報(bào)道中國(guó)。

Like I just said, we hope relevant side will facilitate and create enabling conditions for normal work of media rather than obstructing them. China has been supporting and facilitating foreign media’s normal reporting in China. We also hope foreign media in China will abide by Chinese laws and regulations and cover China in a objective and unbiased manner.

 

問：關(guān)于中美貿(mào)易爭(zhēng)端，美方昨天表示將對(duì)中國(guó)商品加征新一輪關(guān)稅，并且可能對(duì)額外價(jià)值2670億美元中國(guó)商品加征關(guān)稅。我是否可以認(rèn)為，就目前情況來看，中方已經(jīng)排除同美方進(jìn)行經(jīng)貿(mào)磋商的可能？

Q: As to China-US trade disputes, the US yesterday said that they are going to go ahead and probably announce tariffs on another $267 billions worth of Chinese goods. Should we presume that for the time being, you are ruling out talks between China and the US?

 

答：我剛才已經(jīng)說過，在平等、誠(chéng)信和相互尊重的基礎(chǔ)上進(jìn)行對(duì)話協(xié)商，是解決中美經(jīng)貿(mào)問題的唯一正確途徑。但目前，美方的所作所為并沒有體現(xiàn)出善意和誠(chéng)意。

A: Like I said, dialogue and consultation on the basis of equality, good faith and mutual respect make the only viable way out for the China-US trade issues. However, everything the US does for now gives no impression of sincerity or goodwill.

Q: This week, the Indian government reportedly banned ZTE and Huawei from the 5G network trial in the country. Do you have any comment? Is the Chinese side in touch with the Indian government on this?

 

答：我們注意到了有關(guān)報(bào)道。中國(guó)政府一貫鼓勵(lì)中國(guó)企業(yè)在遵守國(guó)際規(guī)則和當(dāng)?shù)胤傻幕A(chǔ)上開展對(duì)外經(jīng)貿(mào)合作，也希望有關(guān)國(guó)家能為中國(guó)企業(yè)在當(dāng)?shù)赝顿Y運(yùn)營(yíng)提供公平、公正、透明的環(huán)境。中印之間經(jīng)貿(mào)合作的本質(zhì)是互利共贏的，目前總體進(jìn)展是順利的。

A: We have noted the relevant report. The Chinese government always encourages Chinese enterprises to carry out economic and trade cooperation on the basis of observing international rules and local laws. We also hope that the relevant country can provide a fair, just and transparent environment for Chinese businesses to operate there. The China-India economic cooperation and trade are mutually beneficial in nature and now they are going smoothly on the whole.

 

問：18日，美方宣布將對(duì)2000億美元中國(guó)輸美產(chǎn)品加征關(guān)稅，美國(guó)商務(wù)部長(zhǎng)羅斯接受采訪稱，美方的意圖是同中方進(jìn)行建設(shè)性談判，解決根本問題。至于是否及何時(shí)開展磋商，“球在中方一邊”。中方對(duì)此有何回應(yīng)？

Q: On September 18, the US side announced that it would impose additional tariffs on $200 billion worth of imported Chinese goods. US Secretary of Commerce Wilbur Ross said in an interview that the US intends to conduct constructive talks with China to address the fundamental issues. He added that as to when the talks would start, “the ball is in China’s court”. What is your response to that?

 

答：美方說“球在中方一邊”已經(jīng)不是第一次了。我愿花點(diǎn)時(shí)間幫大家還原一下事實(shí)真相。

A: It is not the first time for the US side to say that “the ball is in China’s court”. I would like to take some time to help you restore the truth.

 

6月2日至3日，美國(guó)商務(wù)部長(zhǎng)羅斯在北京同中方舉行中美經(jīng)貿(mào)問題磋商。在磋商的前兩天，也就是5月29日，美方宣布將對(duì)價(jià)值500億美元的中國(guó)商品加征關(guān)稅。

US Secretary of Commerce Wilbur Ross held trade talks with the Chinese side in Beijing from June 2 to 3. A few fays before the trade talks, that was on May 29, the US announced the imposition of additional tariffs on $50 billion worth of Chinese goods.

 

8月22日至23日，中美在華盛頓舉行經(jīng)貿(mào)問題副部長(zhǎng)級(jí)磋商。磋商結(jié)束當(dāng)天，也就是8月23日，美方開始實(shí)施對(duì)自中國(guó)進(jìn)口的160億美元產(chǎn)品加征關(guān)稅。

From August 22 to 23, China and the United States held trade talks at the vice-ministerial level in Washington D.C. On the day when the talks ended, that was on August 23, the US slapped tariffs on additional $16 billion worth of imported Chinese goods.

 

不久前，中方收到美方關(guān)于舉行新一輪中美經(jīng)貿(mào)磋商的邀請(qǐng)，雙方也就有關(guān)細(xì)節(jié)保持著溝通。但就在昨天，美方卻又宣布即將對(duì)價(jià)值2000億美元的中國(guó)輸美產(chǎn)品加征關(guān)稅，進(jìn)而還要采取其他關(guān)稅升級(jí)措施。
