問(wèn)：據(jù)報(bào)道，美方4日表示，如俄羅斯不遵守《中導(dǎo)條約》，美將在60天內(nèi)暫停履行條約義務(wù)。中方對(duì)此有何評(píng)論？美方并稱(chēng)，曾多次要求中國(guó)加入《中導(dǎo)條約》，均遭到中方拒絕。中方對(duì)此有何評(píng)論？

Q: According to reports, the US side warned on December 4 that Russia has 60 days to become compliant with the Intermediate-range Nuclear Forces (INF) Treaty or the US would also cease obeying it. What is your comment? The US side also said that it has asked China many times to join the INF Treaty but was turned down every time. What is your response?

 

答：關(guān)于第一個(gè)問(wèn)題，《中導(dǎo)條約》對(duì)于緩和國(guó)際關(guān)系、推進(jìn)核裁軍進(jìn)程，乃至維護(hù)全球戰(zhàn)略平衡與穩(wěn)定均發(fā)揮了重要作用，在今天仍具有十分重要的意義。單方面退約將造成多方面消極影響。

A: On your first question, the INF Treaty has played an important role in easing international relations, advancing nuclear disarmament process and maintaining global strategic balance and stability. It is still highly relevant today. A unilateral withdrawal from it will cause negative impacts on many fronts.

 

關(guān)于第二個(gè)問(wèn)題，《中導(dǎo)條約》是美蘇之間達(dá)成的條約，是雙邊性質(zhì)的條約。中方反對(duì)《中導(dǎo)條約》多邊化。同時(shí)，中國(guó)奉行防御性國(guó)防政策，在軍事力量發(fā)展方面一貫采取極為克制的態(tài)度，無(wú)意也不會(huì)對(duì)其他任何國(guó)家構(gòu)成威脅。

On your second question, the INF Treaty is a bilateral one reached between the US and the former USSR. China opposes its multilateralization. Meanwhile, China’s national defense policy is defensive in its nature, and we have been adopting a highly restrained attitude when it comes to developing our military forces. We have no intention to and will not threaten any other countries.

Q: I am just wondering whether the Foreign Ministry has anything to add to the statement made by the Commerce Ministry on the China-US trade issues, including the comment on Trump saying on Twitter that he is a “tariff man”?

 

答：大家應(yīng)該都看到了商務(wù)部新聞發(fā)言人今天上午就中美經(jīng)貿(mào)問(wèn)題作出的正式表態(tài)。大家關(guān)心的很多具體細(xì)節(jié)問(wèn)題，還是建議大家向商務(wù)部詢(xún)問(wèn)。

A: You may all have noted that this morning the spokesperson of the Commerce Ministry made an official statement on the China-US trade issues. As to the specifics you are interested in, I would still refer you to the Commerce Ministry.

 

我這里能說(shuō)的是，我們希望中美雙方工作團(tuán)隊(duì)按照兩國(guó)元首達(dá)成的共識(shí)，加緊磋商，早日達(dá)成互利雙贏的協(xié)議。

What I can say here is that we hope that the working teams from China and the US could follow the consensus reached by the two heads of state to step up consultations and reach a mutually beneficial agreement at an early date.

On your second question, you may all have noted that 38 Chinese agencies including the National Development and Reform Commission, the People’s Bank of China and the National Intellectual Property Administration signed the Memorandum of Cooperation for Joint Efforts to Strengthen Punishment for Intellectual Property Infringements. It is the latest step by China in strengthening the protection of intellectual property rights and cracking down on the relevant unlawful activities.

As for the discussions between China and the US on the intellectual property rights, these discussions have been going on continuously. Follow-up: That memorandum is dated November 21, but was not released until yesterday. Does this timing have anything to do with the China-US leaders’ meeting?

A: I am not aware of the specifics. You may ask the competent department. There can be a lag between when a document is issued and when it goes public. There is nothing special about that.

 

問(wèn)：據(jù)報(bào)道，4日，美國(guó)國(guó)務(wù)卿蓬佩奧在演講中稱(chēng)，美國(guó)正尋求建立一個(gè)新的民主世界秩序。在這個(gè)新秩序中，美國(guó)將會(huì)通過(guò)強(qiáng)化或摒棄有關(guān)國(guó)際條約阻遏中國(guó)等“壞人”（Bad Actor）。中方對(duì)此有何回應(yīng)？

Q: According to reports, on December 4, US Secretary of State Mike Pompeo said in his speech that there will be a new democratic world order in which the US will strengthen or jettison relevant international agreements so as to stop bad actors like China. What is your response?

 

答：美方的這一最新表態(tài)與不久前中美元首會(huì)晤的精神不符。幾天前，中美兩國(guó)元首剛剛在G20峰會(huì)期間成功舉行會(huì)晤，達(dá)成重要共識(shí)。除了大家關(guān)心的經(jīng)貿(mào)問(wèn)題，雙方還一致同意，在互惠互利基礎(chǔ)上拓展合作，在相互尊重基礎(chǔ)上管控分歧，共同推進(jìn)以協(xié)調(diào)、合作、穩(wěn)定為基調(diào)的中美關(guān)系。很多媒體都報(bào)道了，當(dāng)會(huì)晤結(jié)束時(shí)，房間里響起了掌聲。不知當(dāng)時(shí)鼓掌的人現(xiàn)在說(shuō)出這番話是何用意？

A: The latest remarks made by the US side do not accord with the spirit of the China-US summit which was held not long ago. Several days ago, the two heads of state have just held a successful meeting on the sidelines of the G20 summit and reached important consensus. Besides reaching consensus on the trade issues that you are all interested in, the two sides also agreed to expand cooperation on the basis of mutual benefit, manage differences on the basis of mutual respect and jointly promote the China-US ties which are underpinned by coordination, cooperation and stability. Many media agencies reported that at the end of the meeting, applause broke out in the room. I don’t know for what purpose someone would applaud then and now say something like this?

 

關(guān)于中國(guó)在國(guó)際社會(huì)上的地位和作用，中方一直強(qiáng)調(diào)，中國(guó)是世界和平的建設(shè)者，全球發(fā)展的貢獻(xiàn)者和國(guó)際秩序的維護(hù)者。中方始終堅(jiān)定捍衛(wèi)多邊主義，維護(hù)以規(guī)則為基礎(chǔ)的國(guó)際秩序、以聯(lián)合國(guó)為核心的多邊體系，致力于推動(dòng)構(gòu)建新型國(guó)際關(guān)系，構(gòu)建人類(lèi)命運(yùn)共同體。

With regard to China’s status and role in the international community, we have kept stressing that China will always be an architect for world peace, a contributor to global development and a guardian of international order. China is committed to championing multilateralism, upholding the rules-based international order and the multilateral system with the UN at its core, building a new type of international relations and forging a community with a shared future for mankind.

 

至于美方在國(guó)際舞臺(tái)上的表現(xiàn)，我想國(guó)際社會(huì)自有明鑒。一段時(shí)間以來(lái)，美方打著“美國(guó)優(yōu)先”的旗號(hào)，揮舞單邊主義和保護(hù)主義大棒，擾亂國(guó)際秩序，先后退出一系列國(guó)際組織和國(guó)際條約，挑戰(zhàn)多邊機(jī)制。美方的利己主義言行和對(duì)多邊規(guī)則“合則用、不合則棄”的做法，國(guó)際社會(huì)看得非常清楚。

As to how the US behaves on the world stage, I believe that the international community has a fair judgment. Over a period of time, the US wields the baton of unilateralism and protectionism to disturb the international order under the pretext of “America First” and has withdrawn from a series of international organizations and treaties to challenge the multilateral system. The international community knows fully well that what the US said or did is motivated by self-interest and the US applies multilateral rules in a selective manner.

 

最后我想強(qiáng)調(diào)，也是我們經(jīng)常說(shuō)的，中國(guó)和美國(guó)分別是世界上最大的發(fā)展中國(guó)家和發(fā)達(dá)國(guó)家，都是有重要影響的大國(guó)。兩國(guó)誰(shuí)也脫離不開(kāi)誰(shuí)，誰(shuí)也改變不了誰(shuí)。還是那句老話，和則兩利，斗則兩傷。我們希望美方能與中方相向而行，按照兩國(guó)元首達(dá)成的共識(shí)，共同促進(jìn)中美關(guān)系健康穩(wěn)定發(fā)展，給兩國(guó)人民和世界人民帶來(lái)更多好消息，帶來(lái)更多實(shí)實(shí)在在的好處和利益。

At last, I want to stress that, as we always say, China and the US are respectively the world's largest developing country and developed country. As two major countries with important influence, China and the US are interdependent and they cannot change each other. As an old saying goes, “a harmonious bilateral relationship will make both winners, while a confrontational one will make both losers”. We hope that the US could meet China halfway and follow the consensus reached by the two heads of state to jointly promote the sound and steady development of bilateral ties and bring more good news and more tangible benefits to the two peoples and people around the world.
