應(yīng)法蘭西共和國(guó)總統(tǒng)外事顧問(wèn)埃蒂安、意大利共和國(guó)外交部長(zhǎng)莫阿韋羅邀請(qǐng)，國(guó)務(wù)委員兼外交部長(zhǎng)王毅將于2019年1月23日至26日赴法國(guó)舉行第十八次中法戰(zhàn)略對(duì)話(huà)牽頭人磋商、訪問(wèn)意大利并主持召開(kāi)中意政府委員會(huì)第九次聯(lián)席會(huì)議。

At the invitation of Philippe étienne, Diplomatic Adviser to the President of the French Republic and Enzo MoaveroMilanesi, Minister of Foreign Affairs of the Italian Republic, State Councilor and Foreign Minister Wang Yi will travel to France to attend the 18th session of the consultation of the coordinators for the China-France Strategic Dialogue, visit Italy and host the 9th Joint Meeting of China-Italy Government Committee from January 23 to 26.

 

問(wèn)：上周，第二次中德高級(jí)別財(cái)金對(duì)話(huà)在北京舉行。你能否介紹對(duì)話(huà)取得了哪些成果？

Q: Last week, the 2nd China-Germany High Level Financial Dialogue was held in Beijing. Could you brief us on the outcomes of this Dialogue?

 

答：1月18日，中央政治局委員、國(guó)務(wù)院副總理劉鶴與德國(guó)副總理兼財(cái)長(zhǎng)肖爾茨在北京共同主持了第二次中德高級(jí)別財(cái)金對(duì)話(huà)。此次對(duì)話(huà)是中德兩國(guó)新一屆政府成立以來(lái)，在財(cái)金領(lǐng)域舉行的首次高層對(duì)話(huà)。中德雙方圍繞“擴(kuò)大雙向開(kāi)放，深化務(wù)實(shí)合作，推動(dòng)中德財(cái)金關(guān)系邁上新臺(tái)階”這一主題，討論了當(dāng)前宏觀經(jīng)濟(jì)形勢(shì)及政策與全球經(jīng)濟(jì)治理、中德戰(zhàn)略性合作、金融合作與金融監(jiān)管等議題，達(dá)成了一系列豐碩、務(wù)實(shí)成果，也取得很多共識(shí)。

A: On January 18, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Liu He and German Vice Chancellor and Federal Minister of Finance Olaf Scholz co-chaired the 2nd China-Germany High Level Financial Dialogue in Beijing. This was the first high-level dialogue in the financial field between the two sides since China and Germany formed new governments. Under the theme of “expanding two-way opening-up, deepening practical cooperation and elevating China-Germany economic and financial relations to a new height”, the two sides held discussions on macro-economic situation and policies and global economic governance, China-Germany strategic cooperation, financial cooperation and regulation. A series of fruitful and practical outcomes and many consensuses have been achieved.

 

本輪對(duì)話(huà)中，雙方重申加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào)，共同支持以規(guī)則為基礎(chǔ)、以世貿(mào)組織為核心的多邊貿(mào)易體制，推動(dòng)完善國(guó)際經(jīng)濟(jì)治理，促進(jìn)開(kāi)放型世界經(jīng)濟(jì)和全球經(jīng)濟(jì)增長(zhǎng)。雙方同意拓展戰(zhàn)略性合作，支持“一帶一路”倡議與歐亞互聯(lián)互通戰(zhàn)略以及歐洲基礎(chǔ)設(shè)施規(guī)劃等對(duì)接，拓展第三方市場(chǎng)務(wù)實(shí)合作。對(duì)話(huà)期間，雙方簽署了《中德央行合作諒解備忘錄》、《中德銀行業(yè)監(jiān)管合作意向信》和《中德證券期貨監(jiān)管合作諒解備忘錄》。

During this Dialogue, the two countries reaffirmed their commitment to strengthening macro-economic policy coordination, jointly upholding the rules-based and WTO-centered multilateral trading system, improving global economic governance, building an open world economy and promoting global economic growth. The two sides agreed to expand strategic cooperation, support the alignment of the Belt and Road Initiative with the Eurasian connectivity strategy and the European infrastructure planning and seek more practical cooperation in the third-party market. The two sides also inked the Memorandum of Understanding on Cooperation between the Central Banks of China and Germany, Letter of Intent on Banking Supervision Cooperation and the Memorandum of Understanding on Securities and Futures Supervision Cooperation.

 

此次對(duì)話(huà)發(fā)出了中德共同維護(hù)多邊主義和經(jīng)濟(jì)全球化的積極信號(hào)，增進(jìn)了雙方之間的理解和互信，擴(kuò)大了利益共識(shí)，推動(dòng)了財(cái)金領(lǐng)域務(wù)實(shí)合作，相信這次對(duì)話(huà)將對(duì)中德全方位戰(zhàn)略伙伴關(guān)系發(fā)展發(fā)揮重要推動(dòng)作用。

China and Germany, through this Dialogue, sent out the positive signal of jointly upholding multilateralism and economic globalization, enhanced mutual understanding and trust, expanded consensus on seeking common interests and promoted practical cooperation in the financial field. We believe that this Dialogue will play an important role in moving forward the China-Germany comprehensive strategic partnership.

 

問(wèn)：據(jù)加拿大媒體報(bào)道，因受加魁北克省政府駐上海辦事處提醒，魁北克市市長(zhǎng)拉博姆已取消原定于3月訪華的計(jì)劃。報(bào)道援引消息人士稱(chēng)，拉如訪華將難以會(huì)見(jiàn)中方對(duì)口官員。中方能否證實(shí)？另?yè)?jù)報(bào)道，加拿大總理府發(fā)聲明稱(chēng)，特魯多總理同德國(guó)總理默克爾通話(huà)，感謝德方公開(kāi)支持加方。特還在同新加坡總理李顯龍通話(huà)中談及加中爭(zhēng)議事件。中方對(duì)此有何評(píng)論？

Q: According to Canadian media, mayor of Quebec City Régis Labeaume has cancelled a planned trip to China in March on the advice of authorities from the Quebec government office in Shanghai. Sources also said that it would be difficult for the mayoral delegation to secure meetings with Chinese counterparts. Can you confirm that? Also, the Canadian Prime Minister’s Office issued a statement, saying that Prime Minister Justin Trudeau had a phone call with German Chancellor Merkel and thanked the German side for publicly supporting the Canadian side. Prime Minister Trudeau also held a phone call with Singaporean Prime Minister Lee Hsien Loong in which the dispute between Canada and China was raised. Do you have any comment?

 

答：關(guān)于第一個(gè)問(wèn)題，中方并不了解加拿大有關(guān)方面訪華計(jì)劃。我們一直支持中加兩國(guó)之間開(kāi)展正常的地方政府和各界人員往來(lái)。

A: On your first question, the Chinese side is not aware of the traveling plan by the relevant Canadian side. We consistently support the two sides in carrying out normal exchanges at the sub-national level and between people of all sectors.

 

關(guān)于第二個(gè)問(wèn)題，我們注意到有關(guān)報(bào)道。加方有關(guān)做法讓人想到一個(gè)中國(guó)成語(yǔ)——“虛張聲勢(shì)”。

On your second question, we have noted relevant reports. What the Canadian side has done only reminds us of one word – “bluff”.

 

首先，加方搞“麥克風(fēng)外交”，試圖拉攏一些國(guó)家給自己幫腔，這無(wú)法改變事件的本質(zhì)，而且也無(wú)助于問(wèn)題的解決。其次，加方稱(chēng)感謝一些所謂“盟國(guó)”對(duì)它的公開(kāi)支持，但我們注意到，加方提到的德方并未發(fā)布相關(guān)消息，所以我不知道加方所說(shuō)“德方公開(kāi)支持”是從何而來(lái)？另外，加方還提到了新加坡。我們注意到媒體報(bào)道新方表示，所有國(guó)家在處理涉及外籍公民的案件時(shí)應(yīng)依循正當(dāng)法律程序。這話(huà)說(shuō)得很對(duì)，因?yàn)橹蟹秸潜址ㄖ尉瘛?yán)格按照法律程序來(lái)處理有關(guān)案件。我們希望加方也能如此。我想再次敦促加方立即糾正錯(cuò)誤做法，尊重法治精神，尊重中國(guó)司法主權(quán)，停止發(fā)表不負(fù)責(zé)任的言論。

First, the Canadian side has been using “Megaphone Diplomacy” and going all out to garner support, but these efforts will not change the nature of the case, nor help settle the relevant problem. Second, the Canadian side said that it thanked its “allies” who have publicly supported its stance. However, we haven’t seen any information released by the German side. How come the Canadian side claimed that “Germany publicly supported it”? Besides Germany, the Canadian side also mentioned Singapore. But, according to media reports, the Singaporean side said that all countries need to follow due legal procedures when handling cases involving foreign citizens. This is correct. China is dealing with the relevant case in the spirit of the rule of law and strictly in accordance with legal procedures. We hope that the Canadian side could do the same. Once again, we urge the Canadian side to immediately correct its wrongdoings, respect the spirit of the rule of law, respect China’s judicial sovereignty, and stop making irresponsible remarks.

 

問(wèn)：據(jù)報(bào)道，美官員日前以網(wǎng)絡(luò)安全和情報(bào)擔(dān)憂(yōu)為由，警告以色列取消中國(guó)投資項(xiàng)目，特別是海法港項(xiàng)目。對(duì)此，一位不愿透露姓名的以色列官員稱(chēng)，關(guān)于中國(guó)的安全警告就是個(gè)笑話(huà)。如果中國(guó)想要收集情報(bào)，他們可以在海法租一套公寓，而不是投資一個(gè)港口的所有權(quán)。中方對(duì)此有何評(píng)論？

Q: It is reported that a US official days ago warned Israel to cancel its investment projects with China, especially the Haifa port project on the grounds of cyber security and intelligence concerns. An Israeli official who wants to remain anonymous responded that such security warnings against the Chinese are a joke. If China wants to gather intelligence, they can simply rent an apartment in Haifa instead of investing in ownership of a port. What is your comment?

 

答：我注意到有關(guān)報(bào)道。一段時(shí)間以來(lái)，美方濫用“國(guó)家安全”名義，對(duì)中國(guó)企業(yè)正常商業(yè)行為進(jìn)行各種污蔑打壓。美方在這一問(wèn)題上一再無(wú)視事實(shí)、草木皆兵、杯弓蛇影，連他自己的盟友都覺(jué)得可笑，你認(rèn)為還需要中方評(píng)論嗎？

A: I have noted relevant reports. The US side has been abusing “national security” to smear and strike down normal business activities of Chinese enterprises. The US side has been consistently ignoring facts and seeing enemies wherever it looks. Even its allies find it ridiculous. Do you think we need to further comment on it?

 

問(wèn)：中國(guó)駐加拿大大使盧沙野上周接受采訪時(shí)表示，如果加拿大禁止華為參與5G項(xiàng)目，將承擔(dān)相應(yīng)后果。你對(duì)此有何評(píng)論？中方為何對(duì)他國(guó)政府決策的后果發(fā)出警告？

Q: China’s Ambassador to Canada Lu Shaye said last week in an interview that if Canada blocks Huawei’s 5G technology, there will be consequences for Canada. What is your comment? Why would China warn about consequences for a decision made by another government in this respect?
