中央電視臺記者：昨天，中國歐盟商會主席伍德克在新聞發(fā)布會上表示，“雖然疫情的暴發(fā)對在華歐盟企業(yè)造成了影響，但中國及時采取的各項應(yīng)對措施十分有效，歐盟企業(yè)仍對在華發(fā)展充滿信心，希望成為中國發(fā)展故事的一部分?！敝袊鴼W盟商會6月發(fā)布的調(diào)查報告顯示，超過六成的歐盟企業(yè)表示中國仍然是其前三大投資目的地之一。中方對此有何評論？

CCTV: Joerg Wuttke, President of European Union Chamber of Commerce in China, told a press conference yesterday that despite the fallout of coronavirus, there have been effective measures taken by the Chinese side. European companies remain fully confident in doing business in China and hope to be part of the story of China’s development. According to a survey by the European Chamber in June, China remains in the top three investment destinations for over 60 percent of respondents. Do you have any comment?

Wang Wenbin: We noted the remarks by the head of the European Union Chamber of Commerce in China.

 

中國是建設(shè)開放型世界經(jīng)濟的積極倡導(dǎo)者和推動者，始終堅持打開大門搞建設(shè)，致力于為包括歐洲在內(nèi)的各國企業(yè)營造市場化、法治化、國際化的營商環(huán)境。截至2019年，歐盟已經(jīng)連續(xù)16年成為中國的第一大貿(mào)易伙伴，去年中歐貿(mào)易額首次突破7000億美元。

As a champion and promoter for an open world economy, China has always kept its door wide open and committed to provide a market-based, legal and international business environment for companies from Europe and other parts of the world. By 2019, the European Union has been China’s top trade partner for 16 consecutive years, with a total trade volume hitting a record high of $700 billion.

 

我想強調(diào)的是，無論是歐洲企業(yè)還是其他國家的企業(yè)，都普遍看好中國經(jīng)濟增長前景和持續(xù)優(yōu)化的營商環(huán)境。作為一個擁有14億人口、9億勞動力資源、1.2億市場主體的發(fā)展中大國，中國將一如既往地歡迎包括歐洲在內(nèi)的各國企業(yè)來華投資興業(yè)，并將堅定不移地深化改革，擴大開放，為各國企業(yè)在華發(fā)展提供更多合作機遇，創(chuàng)造更多發(fā)展紅利。包括歐洲在內(nèi)的世界各國企業(yè)，都是中國發(fā)展故事的一部分，相信未來還會繼續(xù)共同書寫更多在華發(fā)展和互利共贏的成功故事。

I want to stress that be it companies from Europe or other parts of the world, they are optimistic about China’s economic prospect and improving business environment. As a major developing country with a 1.4 billion population, 900 million-strong workforce and 120 million market players, China will as always welcome European investors and companies and those from other countries, continue to firmly deepen reform and expand opening-up, and provide more cooperation opportunities and development dividends for their operations in China. Foreign companies, including those European ones, were part of the story of China’s development, and we believe they will continue to be part of the successful story of China’s development and win-win cooperation.

 

半島電視臺記者：4日，黎巴嫩首都貝魯特發(fā)生大規(guī)模爆炸，目前已造成至少100人死亡，4000多人受傷。中方對此有何評論？是否有計劃向黎巴嫩提供幫助？

Al Jazeera: A massive explosion shook Lebanon’s capital Beirut on August 4. At least 100 people were killed and over 4,000 wounded. What is China’s comment? Is China planning to offer assistance to Lebanon?

 

汪文斌：中方對黎巴嫩發(fā)生重大爆炸造成大量人員傷亡這一不幸事件深感震驚和悲痛。我們對遇難者表示深切的哀悼，向傷者和遇難者家屬表示誠摯的慰問，祝愿傷者早日康復(fù)。

Wang Wenbin: China is deeply shocked and saddened by the massive explosion in Lebanon which has caused great casualties. We deeply mourn the victims and express sincere condolences to the injured and the bereaved families and wish a speedy recovery to those injured.

 

中方愿為黎方妥處有關(guān)事件、實現(xiàn)國家發(fā)展積極提供力所能及的幫助。

China stands ready to provide assistance to help Lebanon properly handle the incident and achieve national development to the best of its capacity.

 

法新社記者：據(jù)《華爾街日報》報道，中美同意于8月15日舉行高級別經(jīng)貿(mào)磋商。中方能否證實？

AFP: According to the Wall Street Journal, the US and China have agreed to high-level trade talks on August 15. Can you confirm that?

 

汪文斌：關(guān)于中美經(jīng)貿(mào)協(xié)議的具體情況，建議你向主管部門詢問。

Wang Wenbin: I’d like to refer you to the competent authority for the specifics concerning the trade deal.

 

鳳凰衛(wèi)視記者：美國在臺協(xié)會5日表示，美衛(wèi)生與公眾服務(wù)部部長阿扎將在未來幾天內(nèi)率團訪問臺灣。請問中方有何回應(yīng)？

Phoenix TV: The American Institute in Taiwan said on August 5 that Health and Human Services Secretary Alex Azar is going to lead a delegation to visit Taiwan in the coming days. Do you have any comment?

 

汪文斌：中方堅決反對美臺官方往來，這一立場是一貫、明確的。中方已就此分別在北京和華盛頓向美方提出嚴正交涉。

Wang Wenbin: China firmly opposes any official interactions between the US and Taiwan. This position is consistent and clear. China has made stern representations with the US side both in Beijing and in Washington.

 

臺灣問題是中美關(guān)系中最重要最敏感的問題，一個中國原則是中美關(guān)系的政治基礎(chǔ)。我們敦促美方恪守一個中國原則和中美三個聯(lián)合公報規(guī)定，停止一切形式的美臺官方往來，慎重妥善處理涉臺問題，不向“臺獨”勢力發(fā)出任何錯誤信號，以免嚴重損害中美關(guān)系和臺海和平穩(wěn)定。我要強調(diào)的是，一個中國原則為國際社會所公認。任何無視、否定或者挑戰(zhàn)一個中國原則的企圖都將以失敗而告終。

For the China-US relationship, the Taiwan question is one of the utmost importance with the highest level of sensitivity, and the one-China principle is the political foundation. We urge the US to adhere to the one-China principle and the three joint communiques, stop making official interactions of any kind with Taiwan, handle Taiwan-related issues prudently and properly, and not to send any wrong signals to “Taiwan independence” elements to avoid severe damage to China-US relations and peace and stability across the Taiwan Strait. I want to stress that the one-China principle is universally recognized by the international community. Any attempt to ignore, deny or challenge that principle is doomed to fail.

 

巴通社記者：今天是印度單方面改變被占克什米爾地區(qū)人口結(jié)構(gòu)一周年。自此以來，印方對無辜克什米爾人實施暴行。此外，印方在這一地區(qū)不斷違反停火協(xié)議，發(fā)表針對巴基斯坦的負面言論。印方上述舉動對地區(qū)和國際和平安全構(gòu)成威脅。中方一貫主張根據(jù)《聯(lián)合國憲章》，通過和平方式解決克什米爾問題。中方現(xiàn)在的立場是什么？

Associated Press of Pakistan: Today marks one year completion of India’s unilateral measures to change demography of occupied Kashmir and its continuing massive atrocities on the innocent Kashmiris. This Indian attempt and its escalating ceasefire violations and rhetoric against Pakistan pose a threat to regional and international peace and security. Since then, China in its principled stance, has been calling for resolving the Kashmir issue under the UN Charter and through peaceful means. What is China’s position now?

 

汪文斌：中方高度關(guān)注克什米爾地區(qū)局勢。我們在克什米爾問題上的立場是一貫、明確的：第一，克區(qū)問題是巴印兩國之間的歷史遺留爭議，這是由《聯(lián)合國憲章》、相關(guān)安理會決議以及巴印間的雙邊協(xié)議所確定的客觀事實。第二，任何單方面改變克區(qū)現(xiàn)狀的行為都是非法的、無效的。第三，克區(qū)問題應(yīng)由當事方通過對話協(xié)商，以和平方式加以妥善解決。

Wang Wenbin: China follows closely the situation in the Kashmir region. Our position on the Kashmir issue is consistent and clear. First, the Kashmir issue is a dispute left over from history between Pakistan and India, which is an objective fact established by the UN Charter, relevant Security Council resolutions and bilateral agreements between Pakistan and India. Second, any unilateral change to the status quo in the Kashmir region is illegal and invalid. Third, the Kashmir region issue should be properly and peacefully resolved through dialogue and consultation between the parties concerned.

 

巴印兩國是搬不走的鄰居，兩國和睦相處符合雙方根本利益，也是國際社會的共同期盼。中方真誠希望雙方通過對話妥處分歧，改善關(guān)系，共同維護兩國和地區(qū)的和平、穩(wěn)定與發(fā)展。

Pakistan and India are neighbors that cannot be moved away. Harmony between the two countries serves the fundamental interests of both sides and the common aspiration of the international community. China sincerely hopes that the two sides can properly handle differences through dialogue, improve relations and jointly safeguard peace, stability and development of the two countries and the region.

 

深圳衛(wèi)視記者：據(jù)日本媒體報道，截至8月3日，僅在沖繩地區(qū)的駐日美軍累計確診新冠肺炎病例就多達270例。有評論稱，由于駐日美軍未嚴格落實入境防疫規(guī)定，已成為日本防疫體系的一大漏洞。中方對此有何評論？

Shenzhen TV: According to Japanese media reports, by August 3, a total of 270 US troops stationed in Okinawa alone have tested positive for coronavirus. Some commented that US troops in Japan have failed to follow quarantine regulations on entry and become a big loophole in Japan’s anti-epidemic system. Do you have any comment?

 

汪文斌：我們注意到有關(guān)報道。美軍濫用治外法權(quán)，給有關(guān)國家?guī)ゲ《?，這已成為世界范圍內(nèi)疫情防控的重大現(xiàn)實風險。大國還是應(yīng)該有大國應(yīng)有的樣子。美方應(yīng)承擔大國應(yīng)盡的特殊責任，切實加強對海外駐軍的紀律約束，積極配合當?shù)刈龊靡咔榉揽毓ぷ鳌?

Wang Wenbin: We noted relevant reports. The US abuse of extraterritorial jurisdiction has added to the risk of the spreading of epidemic worldwide. A major country should behave in a way commensurate to its status. The US should fulfill its special responsibility as a major country, earnestly strengthen the discipline of its troops overseas and cooperate with local authorities in epidemic control.

 

《中國日報》記者：據(jù)報道，菲律賓國防部長洛倫扎納近日表示，根據(jù)杜特爾特總統(tǒng)命令，菲將不再參加其他國家在南海舉行的軍事演習(xí)，避免加劇南海緊張局勢。菲堅持以和平與法治方式解決有關(guān)爭議，期待與中國發(fā)展友好關(guān)系。菲中在疫情防控、人文及軍事領(lǐng)域開展了很多交流，相信疫情過后，兩國各領(lǐng)域交流會逐步恢復(fù)。中方對此有何回應(yīng)？

China Daily: Philippine Defense Secretary Delfin Lorenzana on Monday said that President Rodrigo Duterte has a standing order to the military and the Philippines would not join navies of other countries in maritime drills in the South China Sea for fear of raising tension in the area. The Philippines stays committed to resolving relevant disputes through peaceful and legal means and hopes to develop friendly relations with China. China and the Philippines have conducted exchanges in epidemic control, people-to-people exchange and military. It is believed that the two countries will gradually resume exchanges in various fields after the pandemic is overcome. Do you have any comment?

 

汪文斌：菲方有關(guān)表態(tài)再次體現(xiàn)了菲律賓所奉行的獨立外交方針，也反映了地區(qū)國家求和平、促發(fā)展的共同心聲，充分說明一些域外國家企圖在南海興風作浪、制造緊張，違背地區(qū)國家意愿，不得人心。

Wang Wenbin: This statement once again reflects the independent foreign policy of the Philippines and the common aspiration of countries in the region to pursue peace and development. This fully demonstrates that certain non-regional countries’ attempt to stir up trouble and create tension in the South China Sea goes against the will of regional countries and is unpopular.

 

當前中國同包括菲律賓在內(nèi)的東盟各國正集中精力抗擊疫情、恢復(fù)經(jīng)濟，需要的是團結(jié)協(xié)作、和平穩(wěn)定。在中國和東盟國家共同努力下，今年上半年中國和東盟貿(mào)易投資逆勢增長，體現(xiàn)了強勁的發(fā)展勢頭。雙方積極開通人員往來的“快捷通道”和貨物流通的“綠色通道”，助力各國復(fù)工復(fù)產(chǎn)和產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定暢通。中方有信心同地區(qū)國家一道，克服疫情挑戰(zhàn)，保持本地區(qū)的良好發(fā)展勢頭，維護地區(qū)人民的共同福祉。

At present, China and ASEAN countries, including the Philippines, are focusing on fighting the epidemic and restoring economic growth. What we need is solidarity, coordination, peace and stability. I’m pleased to tell you that, thanks to the joint efforts of China and ASEAN countries, two-way trade and investment grew in the first half of this year, showing a strong momentum of development despite difficulties. The two sides have opened a fast-track for personnel exchanges and a green channel for flow of goods, which has boosted the resumption of work and production and smooth operation of industrial and supply chains. China is confident in working with countries in the region to overcome the challenge of the epidemic, maintain the sound momentum of development and safeguard the common well-being of the people in the region.

 

NHK記者：美國國務(wù)卿蓬佩奧發(fā)表聲明稱，中國官方對包括一名美國公民在內(nèi)的六名海外人士發(fā)出通緝令，這是“威權(quán)主義的長臂管轄”。中方對此有何評論？

NHK: US Secretary of State Pompeo said in a statement that Chinese authorities have reportedly issued arrest warrants for six residents outside of China, including a US citizen, which is the long arm of Beijing’s authoritarianism. Do you have any response to that?

 

汪文斌：近期，蓬佩奧一再就涉港問題發(fā)表錯誤言論，對中國依法維護自身國家安全的正當之舉說三道四、橫加指責。這些政治謊言毫無事實依據(jù)，中方已就此多次表明嚴正立場。

Wang Wenbin: Peompeo has made so many wrong remarks and groundless accusations on Hong Kong-related issues and on China’s rightful decision to uphold national security in accordance with law. His politically-motivated lies have no facts in them at all. Our solemn position has been made clear many times.

 

香港警方依法通緝犯罪嫌疑人是正當執(zhí)法行動，也是各國警方打擊犯罪的通常做法，任何外部勢力都無權(quán)說三道四。

Issuing arrest warrants for crime suspects is part of legitimate law enforcement and what police in every country do to bring offenders to justice. No external forces have any right to comment otherwise.

 

我們敦促蓬佩奧等美方政客切實遵守國際法和國際關(guān)系基本準則，立即停止發(fā)表不負責任的言論，停止以任何方式干涉包括香港事務(wù)在內(nèi)的中國內(nèi)政。
