《北京日報》記者：我們注意到，最近一段時間，許多國家宣布已經(jīng)獲得中國生產(chǎn)的新冠疫苗，不少國家領(lǐng)導人還公開接種中國疫苗。中方對此有何評論？對推進疫苗國際合作有何展望？
Beijing Daily: Recently many countries have said they’ve acquired vaccines from China. Quite a few leaders have received the jabs openly. What’s your comment? How do you see the prospect of international vaccine cooperation?
華春瑩：我們一直主張，病毒沒有國界，人類命運與共，團結(jié)合作是戰(zhàn)勝疫情最有力的武器，這也是國際社會的普遍共識。
Hua Chunying: We always maintain that as the virus respects no borders and all mankind are connected with a shared future, solidarity and cooperation is our most powerful weapon against the pandemic. The international community already agrees on this.
疫苗是我們防控并戰(zhàn)勝疫情的重要手段，也是當前國際社會抗疫合作的重點。習近平主席在第73屆世衛(wèi)大會上宣布，中國新冠疫苗研發(fā)完成并投入使用后，將作為全球公共產(chǎn)品，為實現(xiàn)疫苗在發(fā)展中國家的可及性和可負擔性作出中國貢獻。這一重要宣示在國際上產(chǎn)生了熱烈反響。新冠疫苗作為全球公共產(chǎn)品的理念得到了廣泛認同和支持，并且寫入了多個重要國際組織的決議等成果文件。
Vaccine is our silver bullet for epidemic prevention and control and for our ultimate victory against the virus. The international community is now focusing on such cooperation. President Xi Jinping’s pledge at the 73rd WHA, that China’s vaccines, once developed and deployed, will be made a global public good and help to realize the accessibility and affordability of COVID vaccines in developing countries, has been well received worldwide. The idea of making COVID vaccines a global public good, recognized and supported by increasing number of countries, has been incorporated in the outcome documents of many important international organizations.
中國疫苗研發(fā)處于全球第一方陣，已經(jīng)有一支疫苗附條件上市，多支在進行不同階段的臨床試驗。這為中方抗擊疫情和參與疫苗國際合作提供了重要支撐。
China is among the front-runners in vaccine R&D, with one Chinese vaccine given conditional approval for general public use and several others currently undergoing clinical trials of various stages. They are important pillars buttressing China’s fight against the pandemic and participation in international vaccine cooperation.
當前，中國已啟動重點人群疫苗接種，國內(nèi)疫苗需求量巨大。我們在滿足國內(nèi)需求的同時，克服困難，想方設(shè)法，以實際行動落實習近平主席的重要宣示，與其他國家特別是發(fā)展中國家以不同方式開展疫苗國際合作，根據(jù)他們的需要，提供力所能及的支持和幫助。
Right now, public vaccination is underway in China with priority groups being the first to receive the shots. While striving to meet our huge domestic demand, we’ve been trying our best to advance vaccine cooperation with other countries through various means, especially with developing countries, to offer them much-needed support and help, in concrete steps to implement President Xi’s commitment.
一是中國企業(yè)正和十多個國家的合作伙伴開展疫苗聯(lián)合研發(fā)，包括臨床試驗、合作生產(chǎn)等。作為合作的一部分，中國企業(yè)向合作伙伴國提供了疫苗。這種合作是互利共贏的，既推動了中方疫苗的研發(fā)，也提高了疫苗在發(fā)展中國家的可及性和可負擔性。
First, Chinese companies are conducting joint vaccine R&D with partners in a dozen countries, including clinical trials and co-production. As a result of such cooperation, Chinese companies have offered vaccines to partner countries. Mutually beneficial cooperation of this kind has not only promoted vaccine R&D on the Chinese side, but also contributed to making the vaccines more affordable and accessible in developing countries.
二是對急需獲取疫苗、認可中國疫苗、已授權(quán)在本國緊急使用中國疫苗的國家，中國企業(yè)已開始向其出口或商談合作，其中絕大部分是發(fā)展中國家。阿聯(lián)酋、巴林、埃及、約旦、土耳其、印尼、巴西等國已經(jīng)批準使用中國新冠疫苗。
Second, for countries that are in urgent need of vaccines, have certified Chinese vaccines, or authorized their emergency use, Chinese companies have started to export vaccines or to discuss relevant cooperation with them, most of which being developing countries. The UAE, Bahrain, Egypt, Jordan, Turkey, Indonesia, Brazil, among others, have authorized the use of Chinese COVID-19 vaccines.
三是中方加入了世衛(wèi)組織“新冠肺炎疫苗實施計劃”，支持二十國集團推進疫苗國際合作，支持以多邊方式合作促進疫苗的全球公平分配。
Third, China has formally joined WHO-backed vaccine programme COVAX, supports G20 in promoting international vaccine cooperation, and upholds the role of multilateral cooperation in advancing the global equitable distribution of vaccines.
據(jù)不完全統(tǒng)計，迄今已有40多個國家提出了進口中國疫苗的需求。相信隨著企業(yè)產(chǎn)能不斷擴大，中方將逐步增加向有需要的國家提供疫苗。
So far, over 40 countries have asked to import Chinese vaccines. As the production capacity expands, China will be able to gradually offer more to countries in need.
中方推進疫苗國際合作的舉措得到了國際社會高度肯定。很多國家認為，中方以切實努力踐行疫苗作為公共產(chǎn)品的宣示。目前，中國企業(yè)正積極與“新冠肺炎疫苗實施計劃”洽談合作事宜，我們愿通過“新冠肺炎疫苗實施計劃”為實現(xiàn)發(fā)展中國家疫苗可及性和可負擔性作出貢獻。同中國開展疫苗合作國家的民眾感謝中方在自身需求較大情況下向他們提供支持，這是雪中送炭，解了燃眉之急。一些國家的領(lǐng)導人還率先接種了中國疫苗。我想大家從近期的報道中看到土耳其總統(tǒng)埃爾多安、副總統(tǒng)奧克塔伊，塞舌爾總統(tǒng)拉姆卡拉旺，約旦首相哈薩瓦納，印尼總統(tǒng)佐科，巴林王儲兼首相薩勒曼等多國領(lǐng)導人都已公開接種中國新冠疫苗。塞爾維亞總統(tǒng)武契奇親自赴機場迎接中國疫苗并表示愿接種中國疫苗。柬埔寨首相洪森在臉書上發(fā)文表示將接種中國疫苗，成為柬首位疫苗接種者。秘魯總統(tǒng)薩加斯蒂也表示愿意接種中國疫苗。
The international community speaks highly of China’s efforts to promote international vaccine cooperation. Many countries believe that China is acting on its pledge of making vaccines a public good. Currently Chinese companies are actively discussing cooperation with COVAX. We are ready to contribute to accessibility and affordability of COVID vaccines in developing countries through this initiative. The general public in those partner countries have also expressed thanks for offering them support and easing their immediate difficulties despite the high demand at home. Many state leaders have set an example for their people by receiving Chinese vaccines, including, as you may have noted from media reports, Turkish President Erdogan and Vice President Oktay, Seychelles President Ramkalawan, Jordanian Prime Minister Khasawneh, Indonesian President Joko Widodo and Bahrain Crown Prince and Prime Minister Salman. Serbian President Vucic went to the airport for the arrival of Chinese vaccines and expressed his readiness to get vaccinated. Cambodian Prime Minister Hun Sen said on Facebook that he would be the first in the country to receive a shot of the China-made vaccine. Peruvian President Sagasti also said he would like to be inoculated with the Chinese vaccine.
當前，病毒仍在全球肆虐，疫情防控任重道遠，滿足各國特別是發(fā)展中國家疫苗需求需要國際社會共同努力。我們期待各方拿出實際行動，向發(fā)展中國家提供更多疫苗，促進疫苗在全球的公平分配和使用，助力早日戰(zhàn)勝疫情。
The virus is still wreaking havoc around the world, and it is no time to slacken our prevention and control efforts. All need to pitch in if we are to meet the demands of all countries, especially developing ones. We look forward to seeing concrete actions from all sides to distribute more vaccines to developing countries and promote vaccines’ equitable distribution and use worldwide, so that the day that sees our final victory over the virus will come sooner.
彭博社記者：請問國藥集團和科興公司是否已尋求世衛(wèi)組織對其新冠疫苗預認證？中國疫苗企業(yè)或中國政府是否正就“新冠肺炎疫苗實施計劃”購買中方疫苗并向發(fā)展中國家分配疫苗進行協(xié)商？
Bloomberg: I’d like to ask if Sinopharm and Sinovac has sought WHO pre-qualification for their coronavirus vaccine? Are these companies or is the Chinese government negotiating for these shots to be procured by COVAX and distributed to developing countries through the COVAX facility?

Hua Chunying: I’d like to thank you for your interest in the progress of China’s vaccine R&D. As we said earlier, China encourages vaccines companies to work together with multilateral institutions such as WHO to contribute to accessibility and affordability of vaccines in developing countries. To my knowledge, relevant vaccine companies are holding close communication with WHO and conducting substantive cooperation on applying for pre-qualification for WHO’s Emergency Use List (EUL). You will need to ask the competent authorities for detailed information on the progress.
中國政府積極支持中國疫苗企業(yè)參與“實施計劃”，并為此提供積極協(xié)助。據(jù)我所知，國藥、科興、康希諾等中國企業(yè)已向“實施計劃”發(fā)起方正式提交加入申請。中國政府也同世衛(wèi)組織等發(fā)起方保持密切溝通。中方愿繼續(xù)同各方一道，推動全球疫苗公平分配，攜手助力全球團結(jié)抗擊疫情，保護世界各國人民生命安全和身體健康。
The Chinese government supports vaccine companies in joining COVAX and actively facilitates this. I understand Chinese companies including Sinopharm, Sinovac and CanSino have all submitted formal application to join the initiative. The Chinese government has also been in close communication with the sponsors including WHO. In a word, China stands ready to work together with all sides to promote the equitable distribution of vaccines across the world, contribute to the joint global response, and protect the safety and health of people in all countries.
《澳門月刊》記者：蓬佩奧在美國國務(wù)院網(wǎng)站和個人推特上，多次就中國新疆維吾爾族的人權(quán)、生育等問題發(fā)表言論。有媒體稱蓬佩奧被許多外國盟友唾棄和嘲笑，并稱他為“美國歷史上最糟糕的國務(wù)卿”。中方對此有何評論？
Macao Monthly: Pompeo spoke time and again on the so-called human rights and birth control issues of Uighurs in China’s Xinjiang on the website of the US State Department and on his Twitter account. Some media outlets say Pompeo has been spurned and ridiculed by U.S. allies, calling him the worst Secretary of State in U.S. history. What is your comment on that?
華春瑩：對于蓬佩奧，我真的不想再用更多的詞去描繪他的人品、他所撒的謊、造的謠、放的毒，我想大家都是清楚的。他的所作所為對于他個人信譽喪失以及作為美國首席外交官所代表的美國國家形象和信譽所造成的損害，歷史會做出公正評價。
Hua Chunying: I really don’t want to waste any time describing Pompeo, his character, all the lies he told, rumors he spread, and the poisonous remarks he made, of which I think you all have had enough. I think for Pompeo and his likes, history will pass a fair verdict on the damage he has inflicted on his own credibility as well as the image and reputation of the United States during his tenure as the country’s top diplomat.
《北京青年報》記者：據(jù)報道，歐洲智庫歐洲對外關(guān)系委員會19日發(fā)布的針對歐洲11個國家、1.5萬民眾的民調(diào)結(jié)果顯示，很多歐洲人認為，美國的政治體制已經(jīng)破裂，經(jīng)過特朗普4年執(zhí)政后的美國已不可信任。中方對此有何評論？
Beijing Youth Daily: It has been reported that many respondents to a survey of 15,000 people in 11 European countries, commissioned by the European Council on Foreign Relations, a think tank, and released on January 19, believe that the American political system is “broken” and that “after electing Donald Trump president in 2016, Americans can no longer be trusted”. I wonder if you have a comment?
華春瑩：你提到的智庫歐洲對外關(guān)系委員會的民調(diào)結(jié)果充分說明，是非自有曲直，公道自在人心。無論蓬佩奧之流如何撒謊、欺騙、散布仇恨和對抗，無論他如何大搞“謊言外交”“恫嚇外交”“脅迫外交”，大家心中都有一面鏡子，都會作出正確的判斷。
Hua Chunying: This serves to show that people can tell right from wrong and justice will prevail. No matter how the likes of Pompeo lie, cheat, spread hatred and confrontation, pursue diplomacy of lies, intimidation and coercion, they cannot escape people’s fair judgement.
對于本屆美國政府執(zhí)政期間的表現(xiàn)，我想大家心中自有一桿秤，歷史也會作出公正的評價。
Looking back on this U.S. administration, people can judge it squarely and history will make a just evaluation.
美國有線電視新聞網(wǎng)記者：蓬佩奧剛發(fā)表聲明，代表美國國務(wù)院正式宣布美國認定中國在新疆針對維吾爾族穆斯林和其他少數(shù)民族犯有“種族滅絕”和“反人類罪行”，中方對此有何回應？有人說這一認定可能會造成國際上的反應，包括一些國家可能會抵制2022年北京冬奧會。
CNN: Pompeo just released a statement declaring on behalf of the State Department a determination that China has committed crimes against humanity and genocide against Muslim Uyghurs and other members of ethnic minority groups in Xinjiang. What’s your comment on this? Some say this may trigger international responses. For example, some countries may boycott the 2022 Beijing Winter Olympics.
華春瑩：蓬佩奧在過去幾年里撒了太多的謊，放了太多的毒。你提到蓬佩奧的所謂“認定”，只是其中一個荒唐的彌天大謊。蓬佩奧所謂的“認定”在我們看來就是廢紙一張。這位以撒謊、欺騙而臭名昭著的美國政客正以其末日瘋狂和世紀謊言把自己變成末日小丑和世紀笑話。
Hua Chunying: Pompeo’s venomous lies in the past several years are too numerous to be counted, and the matter you mentioned is only one of those ludicrous fabrications. To us, Pompeo’s so-called “determination” is nothing more than a piece of waste paper. This notorious liar and cheater is making himself a doomed clown and a joke of the century with his show of lies and madness just before the curtain falls.
“反人類罪”和“種族滅絕”在國際法中有明確的定義。所謂中國在新疆實施“種族滅絕”和犯“反人類罪”徹頭徹尾就是以蓬佩奧為代表的個別反華反共勢力蓄意炮制的聳人聽聞的偽命題和惡意荒唐鬧劇，只存在于蓬佩奧之流的丑惡政治陰謀中，過去不曾、現(xiàn)在沒有、將來也不會發(fā)生在中國大地上！
Crimes against humanity and genocide are clearly-defined in international law. “China committing genocide and crimes against humanity in Xinjiang” is a completely false allegation and a malicious farce fabricated and hyped up by certain anti-China, anti-communist forces, with Pompeo being a fanatical pioneer. Such a thing only exists in the ugly political conspiracies of Pompeo and his like. It has never happened, is not happening and will never happen in China!
關(guān)于中國新疆地區(qū)的事實真相，中方已經(jīng)反復耐心地進行了介紹和說明，中方迄今已經(jīng)先后發(fā)布8份涉疆白皮書，新疆自治區(qū)政府已舉辦了23場新聞發(fā)布會，以大量詳實數(shù)字、事例，展現(xiàn)新疆各族人民群眾安居樂業(yè)、團結(jié)和諧的生活。2019年，新疆接待國內(nèi)外游客超過2億人次。有100多個國家的1200多名外交官、記者和宗教團體代表都去新疆參訪過。他們在領(lǐng)略新疆美麗風光的同時，親眼見證了新疆各族人民群眾的團結(jié)和睦和歡樂祥和。
With great patience, China has time and again elaborated on the facts and truth regarding China’s Xinjiang region. China published eight white papers and the Xinjiang Uyghur Autonomous Region held 23 press briefings to present with solid figures and facts a life of stability, solidarity and harmony enjoyed by all ethnic groups in Xinjiang. In 2019, domestic and foreign travelers made over 200 million trips to Xinjiang. The region has received 1,200-plus diplomats, journalists and representatives of religious groups from more than 100 countries, who witnessed unity, amity and happiness among various ethnic groups as well as the scenic views of Xinjiang.
過去60多年來，中國新疆地區(qū)人均預期壽命由30歲提升到72歲。維吾爾族人口持續(xù)增長，2010年至2018年間增長25.04%，高于全疆人口13.99%的增幅，更遠遠高于漢族人口2%的增幅。新疆各少數(shù)民族的語言文字、傳統(tǒng)文化、風俗習慣得到很好保護和傳承，各族人民充分享有生存權(quán)、發(fā)展權(quán)等各項權(quán)利。
The life expectancy of Xinjiang residents grew from 30 to 72 years over the past six decades or so. The Uyghur population increased by 25.04 percent from 2010 to 2018, higher than the increase of the whole Xinjiang population, which stood at 13.99 percent, and much higher than the growth rate of the Han population, which was 2 percent. Languages, traditional cultures and customs of all ethnic minorities in Xinjiang have been well protected and inherited. All residents fully enjoy their rights, including the right to subsistence and development.

China’s Xinjiang has been faithfully implementing the Plan of Action to Prevent Violent Extremism and lawfully taking preventive counter-terrorism and de-radicalization measures, which effectively protected Xinjiang’s security and stability and residents’ safety. There hasn’t been any violent or terrorist case over the past four years or so. China protects workers’ rights and has made a lot of efforts to provide training opportunities and jobs for people of all ethnic groups in Xinjiang, so as to encourage, assist and support them in shaking off poverty and living a better life through diligence and hard work. During the fight against the COVID-19 pandemic, the Chinese government also puts people and life front and center and takes resolute, scientific and decisive measures to protect the safety and health of all people including Uyghurs to the greatest extent possible.
蓬佩奧編造包括涉疆在內(nèi)的各種謊言，不僅是對包括2500萬新疆人民在內(nèi)的14億中國人民的極大侮辱，也是對美國人民和國際社會判斷力的極大侮辱，更是對人類道義和基本良知的背叛和挑戰(zhàn)。蓬佩奧對事實視而不見，卻將謊言奉為圭臬，反映出的不僅是他本人的品質(zhì)低劣，而且反映出美國個別勢力企圖通過抹黑攻擊中國和中國共產(chǎn)黨，制造所謂新疆問題，以人權(quán)為幌子干涉中國內(nèi)政，破壞中國安全穩(wěn)定、阻遏中國發(fā)展的險惡用心。但是，當前新疆穩(wěn)定繁榮的大好局面豈是蓬佩奧之流污蔑抹黑就可以改變的？！中國56個民族、14億人民像石榴籽一樣緊緊抱在一起，意氣奮發(fā)、攜手行進在實現(xiàn)中華民族偉大復興的新征程上，又豈是蓬佩奧之流以螳螂之臂就能夠阻擋的？！正義也許會遲到，但不會缺席。這些年蓬佩奧散布的各種謊言和流毒必將隨著他本人一起被掃進歷史的垃圾堆，蓬佩奧之流也必將受到歷史公正的審判和清算。
Pompeo’s lies on Xinjiang and other matters are not only major insults on the 1.4 billion Chinese people including 25 million Xinjiang residents, but also major insults on the judgment of American people and the international community. What’s worse, he has betrayed and challenged humanity’s morality and conscience. Pompeo’s neglect of truth and pursuit of lies reflects not only his own despicable character, but also some American forces’ ill intention to interfere in China’s internal affairs, undermine China’s stability and security, and contain China’s development under the pretext of human rights in Xinjiang, which is an entirely fabricated issue serving to smear China and the CPC. But Pompeo and his like should know this: our peaceful and prosperous Xinjiang will not be dragged through mud by their smearing and slander; the 1.4 billion Chinese people of 56 ethnic groups, united closely as seeds of a pomegranate, will not be slowed for a second by their petty distractions in our journey towards the great national rejuvenation. Justice may be late, but it will always catch up. There is no better place than the dustbin of history for Pompeo and all his vicious lies and influence. History will deliver a fair verdict on them and the day of reckoning will come.
至于你提到蓬佩奧的所謂“認定”是不是會引發(fā)一些國家反應，包括有可能抵制冬奧會。答案是清楚的。這些年蓬佩奧撒的謊、造的謠、散的毒，不僅僅中國是受害者，你們美國有線電視新聞網(wǎng)也是受害者，對不對？美國國內(nèi)很多人，包括即將上任的新政府也深受其害，對他們的謠言謊言深惡痛絕。對于蓬佩奧之流的品質(zhì)、信譽和誠信，相信你們都有自己的判斷。對于他們散布的謠言，我想正常、理性的人都會有清醒的判斷。
As for the ripple effects you asked about, including the possibility of some people boycotting the Winter Olympics, my answer is very clear. China is not the only victim to Pompeo’s poisonous lies and rumors. CNN is also a victim, right? Many American people and the upcoming U.S. administration also loathe their lies and rumors. I believe you have your fair judgment on the credibility of people like him. All normal, rational people with a sober mind can draw conclusions based on facts.

They should realize that Pompeo’s lies and rumors are based on the fabrications made by anti-China scholar Adrian Zenz and Australian Strategic Policy Institute. I believe the U.S. media have a clear understanding of what they have done. For instance, as revealed by an American website, rumors on Xinjiang are part of their publicity blitz against China, including spreading rumors to slander and even demonize China. In particular, they hyped up biased and baseless fallacies to coordinate with anti-China forces in the United States to smear Xinjiang’s counter-terrorism and de-radicalization efforts, testifying to the fact that they have no credibility at all. Their fellow countrymen in the United States and Australia have pointed out their lack of integrity, which brings shame to their home country.

CNN: Your answer just now put only Pompeo in the cross-hairs who only has a few hours left in office, but the Xinjiang issue seems to be a bipartisan consensus in Washington. President-elect Joe Biden also answered a similar question in 2019, saying that what happened in Xinjiang is the world’s greatest violation against human rights, and said the United States cannot remain silent on this issue. So it is not just about Pompeo. The new U.S. administration may not choose to change course or reverse relevant policy on this issue. Do you have any comment?
華春瑩：我剛才說過，這幾年蓬佩奧等少數(shù)政客撒了很多的謊、造了很多的謠、放了很多的毒，我們都是受害者，都一樣感同身受、深惡痛絕。蓬佩奧對中國新疆的種種指責根本就是偽命題，根本就不存在。一些人正是由于受到這屆政府散布的謠言影響而缺乏對事實的基本正確了解。對于這種情況，只要不是惡意污蔑、抹黑、攻擊中國，我們愿意跟他們進行平等和相互尊重的交流，歡迎他們多來中國看看新疆各族人民歡樂、祥和、團結(jié)、和睦的真實情況。
Hua Chunying: As I just said, we are all victims of the lies, rumors and poison that have been unleashed by Pompeo and a few other politicians in Washington over the years. So I think we are on the same page here. What Pompeo accused about Xinjiang is simply non-existent. Then there are those who are simply buying the rumors spread by this U.S. administration and lack a basic understanding of the facts. But as long as they mean no malicious slander or attack against China, they are welcome to have exchanges with us based on equality and mutual respect and to visit China and see for themselves the joy, unity and harmony people of all ethnic groups are enjoying there.
過去4年，正是由于這屆政府在對中國戰(zhàn)略性認知問題上犯了根本性錯誤，把中國作為最大戰(zhàn)略競爭對手，對中國采取種種干涉內(nèi)政手段，竭盡打壓、污蔑、抹黑之能事，給中美關(guān)系造成嚴重損害。這種局面不符合中美兩國人民的利益，也不是美國國內(nèi)那些希望看到中美關(guān)系健康穩(wěn)定發(fā)展的有識之士和美國人民的愿望。我想，新政府應該順應人民愿望，理性客觀看待中國，同中方相向而行，本著相互尊重、平等互利的精神推動中美關(guān)系盡快重回健康穩(wěn)定發(fā)展的正軌。
The severe damage to China-US relations over the past four years is caused precisely because this administration has made fundamental mistakes in its strategic perception of China and has viewed China as its biggest strategic competitor, leading to various means to interfere in China’s internal affairs and every effort to suppress, slander and smear China. I don’t think this serves the interests of the people in China or the United States. It’s not the wish of those in the United States who want to see a healthy and stable development of China-U.S. relations. I think the new administration should serve the wishes of the people, view China in a rational and objective light, and work with China on the basis of mutual respect, equality and mutual benefit to put China-US relations back on the track of healthy and stable development as soon as possible.
