Pakistan participated as special partner country for the second time this year. What is your comment? 趙立堅：9月13日，第18屆中國—東盟博覽會正式閉幕。巴基斯坦總統(tǒng)阿爾維在開幕式發(fā)表視頻致辭，巴方再次作為特邀合作伙伴參展參會，中方對此表示贊賞。 Zhao Lijian: The 18th China-ASEAN Expo (CAEXPO) was concluded on September 13. President of Pakistan Arif Alvi delivered video remarks at the opening ceremony and Pakistan attended the meeting and exhibition as a special partner country for the second time. They said "the China Initiative has deviated significantly from its aimed mission; it is harming the United States' research and technology competitiveness and it is fueling biases that, in turn, raise concerns about racial profiling." Do you have any comment? 趙立堅：媒體已經(jīng)曝光，所謂的“中國行動計劃”先設(shè)辦案指標、再查案，如此罔顧司法正義的做法只會造成冤假錯案。截至今年3月底，美司法部“中國行動計劃”的網(wǎng)站公布的所謂“典型案件”匯編中沒有一起涉及知識產(chǎn)權(quán)和商業(yè)竊密，指控的罪名都是欺詐、不實陳述、瞞報稅款等等。美國高校教職員工聯(lián)名函再次證明，越來越多美國國內(nèi)人士都認識到，這個所謂的“中國行動計劃”實質(zhì)上就是美反華勢力濫用國家安全概念、對華進行遏制打壓的工具。這一計劃不僅對中美關(guān)系造成嚴重傷害，也加劇了美國內(nèi)的種族歧視現(xiàn)象，對美國亞裔群體造成嚴重損害。  Zhao Lijian: The media has exposed that the so-called "China Initiative" sets targets before investigating cases. Such disregard of judicial justice will only lead to cases involving unjust, false or wrong charges. As of the end of March, none of the so-called China-Related Cases Examples posted on the DOJ website involved intellectual property or commercial theft, with charges ranging from fraud to misrepresentation to tax evasion. This joint letter signed by the faculty members once again proves that more and more people in the US have realized that the so-called "China Initiative" is essentially a tool for anti-China forces in the US to abuse the concept of national security to contain and suppress China. The initiative has not only seriously impacted China-US relations, but also aggravated racial discrimination in the US and caused grave damage to the Asian American community.  我們敦促美方傾聽美各界的正義呼聲，切實糾正錯誤，停止干擾中美在科技、人文等領(lǐng)域的正常交流與合作。 We urge the US side to heed the just call from all walks of life in the US, earnestly correct its mistakes and stop interfering with normal exchanges and cooperation between China and the US in science, technology, culture and other fields.

Former Japanese Foreign Minister Fumio Kishida, one of the candidates, said yesterday that he will create the post of special adviser on human rights issues to deal with China's alleged human rights abuses in Xinjiang if elected. Earlier, Sanae Takaichi said that she would continue to visit the Yasukuni Shrine if elected. What is your response to this? 趙立堅：中國對于靖國神社等問題的立場是一貫和明確的。中國的內(nèi)政不容外部勢力干涉。日本政客應(yīng)該停止拿中國說事。這類政治炒作毫無意義，可以休矣。  Zhao Lijian: China's position on the Yasukuni Shrine is consistent and clear. China's internal affairs brook no foreign interference. Japanese politicians should stop making an issue out of China. Enough with such senseless political hype-up.

彭博社記者：拜登總統(tǒng)將于下周在白宮召開美日澳印領(lǐng)導(dǎo)人會議，討論包括應(yīng)對中國在亞太地區(qū)日益增長的影響力等議題。外交部對此有何評論？ Bloomberg: President Joe Biden will host the leaders of Australia, India and Japan at the White House next week for discussions that will include countering China's expanding influence in the Asia-Pacific region. Does the ministry have a comment on this meeting of the Quad? 趙立堅：中方一貫認為，任何地區(qū)合作機制都應(yīng)順應(yīng)和平與發(fā)展的時代潮流，有助于增進地區(qū)國家間互信與合作，不應(yīng)針對第三方或損害第三方利益。搞封閉、排他、針對他國的“小圈子”違背時代潮流，與地區(qū)國家的愿望背道而馳，不得人心，也沒有出路。  Zhao Lijian: It is China's consistent belief that any regional cooperation mechanism should follow the trend of peace and development, and help promote mutual trust and cooperation among regional countries rather than target a third party or undermine its interests. Forming closed and exclusive "cliques" targeting other countries runs counter to the trend of the times and deviates from the expectation of regional countries. It thus wins no support and is doomed to fail. 我想強調(diào)的是，中國不僅是亞太地區(qū)經(jīng)濟增長的主要發(fā)動機，也是地區(qū)和平穩(wěn)定的堅定維護者，中國的發(fā)展是世界和平力量的增長，是地區(qū)繁榮發(fā)展的福音。有關(guān)國家應(yīng)摒棄過時的零和博弈思維和狹隘的地緣政治觀念，正確看待中國發(fā)展，尊重地區(qū)國家民心，多做有利于促進地區(qū)國家團結(jié)與合作的事情。 I want to stress that China is not only a major engine of economic growth in the Asia-Pacific, but also a staunch defender of regional peace and stability. China's development strengthens the force for world peace and is a boon for regional prosperity and development. Relevant countries should discard the outdated zero-sum mentality and narrow-minded geopolitical perception, view China's development correctly and respect people's aspiration in the region and do more that is conducive to solidarity and cooperation of regional countries.

The Paper: On August 29, two days after the terrorist attack at the Kabul airport, the US conducted a drone strike in Kabul. It claimed two terrorists were killed. However, US media reported in recent days that their investigations on the ground found those killed in the airstrike were not terrorists, but 10 innocent civilians. It was an intelligence mistake. Some media commented that the incident once again smashed the myth that the US military and the US intelligence agency are omnipotent, calling on the international community to hold accountable those who committed the crimes. Do you have any response to this?

趙立堅：近日媒體廣泛報道美軍在阿富汗誤殺平民，也有國際輿論呼吁對美追責。面對國際社會廣泛質(zhì)疑和一致譴責，美方不能企圖蒙混過關(guān)、一走了之，必須徹查真相，給阿富汗人民和國際社會一個負責任的交代。 

Zhao Lijian: There have been a slew of media reports that the US mistakenly killed innocent civilians in Afghanistan and the international public opinion is demanding that the US should be held accountable. In the face of the widespread skepticism and condemnation from the international community, the US should not seek to gloss over its mistake and get away with it. Instead, it should investigate and ascertain the truth and give a responsible explanation to the Afghan people and the international community.

印度廣播公司記者：近期，中國已經(jīng)允許來自德國、法國和意大利商會的員工及家屬返回中國。過去10個月，中國停止向包括印度在內(nèi)的11國人員發(fā)簽證。請問，中國向特定國家人員發(fā)放簽證的標準是什么，中方何時向印度人員發(fā)放簽證？

Prasar Bharati: Recently China has allowed chambers of commerce from Germany, France and Italy to bring back their employees and family members to China. So, my question is, what's the criteria China is adopting to give visas to people from certain countries while blocking visas to 11 countries including India for the past 10 months? When will China issue visas to people from India?

趙立堅：當前，國際疫情形勢依然復(fù)雜嚴峻。中方借鑒多國做法，根據(jù)疫情形勢變化動態(tài)調(diào)整有關(guān)人員來華的管理措施。中方愿與各方保持密切溝通，在確保防疫安全的前提下，做好中外人員往來工作。

Zhao Lijian: The global COVID-19 situation remains grave and complicated. Referencing the practices of other countries, China adjusts its management measures on in-bound travelers accordingly as the epidemic situation evolves. China stands ready to maintain close communication with all parties and properly manage the work related to international travel on the premise of ensuring effective epidemic control. 

追問：你說的“有關(guān)人員來華的管理措施”指什么？目前不僅是印度等11國，許多國家都有疫情，那么這些國家的人員是否即便遵守防疫規(guī)定也無法入境中國？

Follow-up: What do you mean by the steps by relevant countries? COVID cases are in many countries, not just the 11 countries or India, for that matter. So do you think there is no way people can be allowed to enter China following proper COVID protocols?

趙立堅：中方此前同有關(guān)國家商定，建立復(fù)工復(fù)產(chǎn)人員雙向“快捷通道”。這是中國和有關(guān)國家根據(jù)疫情形勢和復(fù)工復(fù)產(chǎn)需要商定的互利安排。

Zhao Lijian: China and relevant countries agreed to launch fast track arrangement for two-way travels related to resumption of work and production. This is a mutually beneficial arrangement made between China and relevant countries in light of the COVID-19 situation and need for resumption of work and production.

追問：你認為中印之間也會有這種安排嗎？ 

Follow-up: Do you think such arrangement can be done between China and India also?

趙立堅：我想這應(yīng)該讓兩國的外交官進行商談。如果印方有這方面需要，可以向中方提出。

Zhao Lijian: I believe we should leave that to the diplomats of our two countries to discuss. India can also talk to China if it has such needs.

彭博社記者：韓國近期完成水下導(dǎo)彈潛射試驗，成為少數(shù)幾個掌握相關(guān)技術(shù)的國家之一。中方對于韓發(fā)展導(dǎo)彈技術(shù)有多關(guān)切？王毅國務(wù)委員兼外長在訪問首爾期間是否會提及該問題？ Bloomberg: South Korea recently joined a small list of countries that can launch a missile from a submarine. How much of a concern for China is South Korea's development of missile technology and will State Councilor and Foreign Minister Wang Yi raise the issue during his visit to Seoul? 趙立堅：中方注意到有關(guān)報道。我們希望有關(guān)國家共同致力于維護地區(qū)和平、穩(wěn)定與發(fā)展。中國和韓國互為重要近鄰。王毅國務(wù)委員兼外長即將訪問韓國。雙方將就雙邊關(guān)系和共同關(guān)心的國際地區(qū)問題深入交換意見。 Zhao Lijian: China has noted relevant reports. We hope countries concerned can jointly contribute to regional peace, stability and development. China and the ROK are important neighbors. State Councilor and Foreign Minister Wang Yi will soon visit the ROK. The two sides will have an in-depth exchange of views on bilateral relations and international and regional issues of common concern.
