CCTV: What is China's expectation for the 28th APEC Economic Leaders' Meeting?

汪文斌:當前,全球疫情起伏反復,經濟復蘇面臨許多挑戰(zhàn),全球抗疫和經濟復蘇合作進入關鍵階段。中方是亞太重要成員,高度重視亞太經合組織作為亞太地區(qū)重要經濟合作平臺的作用。我們期待亞太各方秉持亞太命運共同體理念,推動落實《2040年亞太經合組織布特拉加亞愿景》,為亞太和全球抗擊疫情和經濟可持續(xù)復蘇進程注入強勁動力,為亞太共同發(fā)展繁榮作出積極貢獻。中方愿同各方一道努力,推動此次會議取得積極成果。

Wang Wenbin: As the world faces flare-ups of COVID-19 and multiple challenges in economic recovery, global cooperation against the pandemic and on economic recovery has entered a crucial stage. China is an important member of the Asia-Pacific and attaches great importance to the role of APEC as a key platform for economic cooperation in the Asia-Pacific region. We expect that all parties in the region will follow the vision of an Asia-Pacific community with a shared future and promote the implementation of the APEC Putrajaya Vision 2040 to inject strong impetus into the fight against COVID-19 and sustainable economic recovery in the Asia-Pacific and the wider world, and make active contribution to common development of the Asia-Pacific. China is ready to work with all parities for positive outcomes of this meeting.

法新社記者:第一個問題,中美兩國在《聯合國氣候變化框架公約》第二十六次締約大會上令人驚喜地宣布達成氣候協定。這是否意味著中美關系有所改善?第二個問題,美國國務卿布林肯接受采訪時稱,美國對確保臺灣有自衛(wèi)能力作出過承諾,如單方面使用武力破壞現狀,很多國家將采取行動。中方對此有何回應?

AFP: Firstly, China and the US announced a surprise climate agreement at COP26. Does this suggest some degree of improvement in China-US ties? Secondly, the US Secretary of State Antony Blinken said in an interview that "we have commitments... to make sure that Taiwan has the ability to defend itself". He added that there are many countries that would take action if they see any unilateral action to use force to disrupt the status quo. What's your response?

汪文斌:關于第一個問題,倫敦時間11月10日,中國和美國在聯合國氣候變化格拉斯哥大會期間達成并發(fā)布《中美關于在21世紀20年代強化氣候行動的格拉斯哥聯合宣言》。

Wang Wenbin: On your first question, on November 10, London time, China and the US reached and issued the Joint Glasgow Declaration on Enhancing Climate Action in the 2020s on the sidelines of the Glasgow Climate Change Conference.

本次聯合宣言在今年4月上海《中美應對氣候危機聯合聲明》以及9月天津會談的基礎上,進一步提出了中美雙方開展各自國內行動、促進雙邊合作、推動多邊進程的具體舉措。雙方贊賞迄今為止開展的工作,承諾繼續(xù)共同努力,并與各方一道,加強《巴黎協定》的實施。雙方將根據共同但有區(qū)別的責任和各自能力原則、考慮各自國情,采取強化的氣候行動,有效應對氣候危機。雙方同意建立“21世紀20年代強化氣候行動工作組”,推動兩國氣候變化合作和多邊進程。宣言的具體內容已經在網上發(fā)布,歡迎大家查閱。聯合國氣候變化格拉斯哥大會即將閉幕,相信聯合宣言的發(fā)布能提升各國合力應對氣候變化的信心,為大會的成功作出積極貢獻。

Building on the China-US Joint Statement Addressing the Climate Crisis released in Shanghai in April and the talks in Tianjin in September, this joint declaration further puts forward specific measures for China and the US to carry out their respective domestic actions, promote bilateral cooperation and advance multilateral processes. The two sides appreciate the work done so far and pledge to continue the combined efforts and work with all parties to strengthen the implementation of the Paris Agreement. The two sides will take enhanced climate actions to effectively address the climate crisis in accordance with common but differentiated responsibilities and respective capabilities, and in the light of different national circumstances. The two sides agreed to establish a "Working Group on Enhancing Climate Action in the 2020s" to advance bilateral climate cooperation and the multilateral processes. The joint declaration has been released online for your reference. The Glasgow Climate Change Conference is concluding soon. I believe that the joint declaration will enhance the confidence of all countries in jointly tackling climate change and contribute to the success of the conference.

今年以來,中美雙方按照兩國元首通話精神和指示,就氣候變化問題舉行了密集的對話磋商。宣言是雙方坦誠交流、相互理解、相互尊重、積極擴大共識的產物。這再次表明,中美可以在國際重大問題上進行合作,中美合作可以辦成很多有利于兩國和世界人民的大事,為多邊進程注入正能量。

Since the beginning of this year, China and the US have held intensive dialogues and consultations on climate change in accordance with the spirit and instructions of the telephone conversation between the two heads of state. The joint declaration is the product of candid exchanges, mutual understanding, mutual respect and active efforts to expand consensus between the two sides. This shows once again that China and the US can work together on major international issues, and accomplish many great things that benefit the people of both countries and the world through cooperation, and inject positive energy into the multilateral processes.

關于第二個問題,我要強調的是,美方有關言論罔顧事實,也違背國際法理。一個中國原則和中美三個聯合公報是中美實現建交和兩國關系健康發(fā)展的基礎。美國單方面制定的“與臺灣關系法”違背美方在中美三個聯合公報中所作承諾,將美國內法凌駕于國際義務之上,是非法的、無效的。中方絕不允許美方以任何理由借口侵犯中國主權、干涉中國內政。美方應以實際行動恪守一個中國原則和中美三個聯合公報規(guī)定,謹言慎行,停止向“臺獨”勢力發(fā)出任何錯誤信號。

On your second question, I want to stress that relevant remarks by the US side disregard facts and violate international law. The one-China principle and the three China-US joint communiques are the foundation for the establishment of diplomatic ties and the sound development of China-US relations. The Taiwan Relations Act unilaterally formulated by the US is illegal, null and void, as it goes against the commitment the US made in the three joint communiques and puts its domestic laws above international obligations. China never allows the US to wantonly violate China's sovereignty and interfere in China's internal affairs citing any reasons or with any excuses. The US should take real actions to abide by the one-China principle and the stipulations of the three China-US joint communiques, speak and act prudently and stop sending any wrong signal to the "Taiwan independence" forces.

世界上只有一個中國,臺灣是中國的一部分。這既是不容改變的歷史和法理事實,也是不容挑戰(zhàn)的現狀。一個中國原則是公認的國際關系準則和國際社會普遍共識。聯大第2758號決議,不僅承認中華人民共和國政府代表是“中國在聯合國組織的唯一合法代表”,還將“蔣介石的代表”從“聯合國席位上驅逐出去”。在決議磋商過程中,美國等少數國家企圖搞“雙重承認”、制造“兩個中國”的提案沒有獲得通過,臺灣在聯合國的代表權遭到徹底否定。聯合國有關文件明確指出,“聯合國認為,臺灣作為中國的一個省沒有獨立地位”,“臺灣當局不享有任何形式的政府地位”。

There is only one China in the world and Taiwan is part of China. This is not only a historical and legal fact that cannot be changed, but also a status quo that cannot be challenged. The one-China principle is a universally recognized norm governing international relations and the consensus of the international community. Resolution 2758 of the United Nations General Assembly recognized "the representatives of the Government of the People's Republic of China as the only legitimate representatives of China to the United Nations", and decided to "expel the representatives of Chiang Kai-shek from the place which they unlawfully occupy at the United Nations". When Resolution 2758 was under consultation, the "dual representation" draft resolution proposed by the US and a few other countries to create "two Chinas" failed to pass, which fundamentally denied the representation of Taiwan in the UN. Relevant UN documents pointed out explicitly that "the United Nations considers 'Taiwan' as a province of China with no separate status", and the "authorities in Taipei are not considered to ... enjoy any form of governmental status".

世界上有180個國家承認和支持一個中國原則,國際社會堅持一中原則的格局堅如磐石,中國統一是不可阻擋的歷史潮流。臺灣當局和少數“臺獨”分裂勢力試圖否定、挑戰(zhàn)一個中國原則,擴大“臺獨”活動空間,這是當前臺海局勢緊張的根源,遭到中國政府和國際社會堅決反對。任何挑戰(zhàn)一個中國原則、抗拒中國統一大勢的行徑都將被堅決挫敗。任何支持“臺獨”分裂、違背歷史潮流的企圖都將以失敗告終。

The one-China principle is recognized and supported by 180 countries in the world. The landscape of the international community upholding the one-China principle is becoming ever more solid and China's reunification has become an unstoppable trend of history. The root cause of the current tensions across the Taiwan Strait is that the Taiwan authorities and a handful of "Taiwan independence" separatist forces try to negate and challenge the one-China principle and expand the space of "Taiwan independence" activities, which has been firmly rejected by the Chinese government and the international community. All acts to challenge the one-China principle and resist the trend of reunification will be resolutely foiled. All attempts to support the "Taiwan independence" separatist acts and go against the trend of history will end in failure.

《北京青年報》記者:據日本共同社報道,日本筑波大學研究人員日前發(fā)布研究成果稱,2011年福島核電站事故中流入海洋的放射性物質銫137抵達美國西海岸后部分北上,經太平洋最北部的白令海,約7至8年后回流至日本東北沿岸。同時,在北冰洋也檢測到源自福島核事故的銫137。中方對此有何評論?

Beijing Youth Daily: According to Kyodo news agency of Japan, researchers of Tsukuba University recently released research results, saying that cesium 137, a radioactive substance that flowed into the sea in the accident of Tokyo Electric Power Company's Fukushima Daiichi nuclear power plant in 2011, has travelled northward after reaching the West Coast of the US to the Bering Strait at the northernmost of the Pacific Ocean, and returned to the northeastern coast of Japan after about 7 to 8 years. At the same time, cesium 137 from the Fukushima nuclear accident was found in the Arctic Ocean. What is China's comment?

汪文斌:我注意到有關報道。日本專家的最新研究成果表明,日本福島核電站事故產生的放射性物質已擴散到整個北太平洋,甚至影響到了北冰洋。此前也有國際權威研究報告表明,福島沿岸擁有世界上最強的洋流,如果將福島核污染水排海,其中的放射性物質歷經數年后將蔓延至全球海域。

Wang Wenbin: I have noticed relevant reports. The latest research by Japanese experts has shown that the radioactive substance from the accident of the Fukushima nuclear power plant has diffused across the whole North Pacific Ocean and even reached the Arctic Ocean. Previous authoritative international research also pointed out that the current along the coast of Fukushima is the strongest in the world, and if Fukushima nuclear-contaminated water is discharged into the ocean, then radioactive substance it contains will be spread to all waters of the globe in a few years.

這再次說明日本福島核污染水處置關乎全球海洋生態(tài)環(huán)境和公眾健康,絕不是日本一家的私事。日前,王毅國務委員在第二屆海洋合作與治理論壇開幕式上的致辭中指出,要嚴格依法處理核污染水排放等破壞海洋環(huán)境的行徑,讓藍色星球永葆清澄底色,為子孫后代留下碧海藍天。我們敦促日方認真傾聽周邊鄰國和國際社會關切,本著對海洋環(huán)境和人類健康負責的態(tài)度,撤銷向海洋排放核污染水的錯誤決定。除非同利益攸關方和有關國際機構充分協商并達成一致,否則日方不得擅自啟動核污染水排海。

This once again proves that the treatment of Fukushima nuclear-contaminated water is never Japan's private matter. Instead, it bears on the marine environment and public health of the whole world. State Councilor and Foreign Minister Wang Yi pointed out in his remarks at the Symposium on Global Maritime Cooperation and Ocean Governance 2021 that we should deal with conducts that damage the marine environment such as the discharge of nuclear-contaminated water in strict accordance with law, so as to ensure that our blue planet retains its primary color forever, and that our future generations continue to enjoy clean ocean and blue skies. We urge the Japanese side to heed the concerns of neighboring countries and the international community, act with a responsible attitude toward the marine environment and human health, and revoke its wrong decision to discharge nuclear-contaminated water into the sea. It should not start the discharge before reaching consensus with all stakeholders and the relevant international organizations through full consultation.

英國廣播公司記者:盡管疫情尚未被百分之百控制,最近包括美國在內的很多國家放寬了外國人入境限制,并已給外國人簽發(fā)了旅游簽證。中方對此有何評論,何時放寬外國人入境限制?

BBC: Although the COVID-19 pandemic is not brought under control 100 percent, many countries, including the US, have eased border restrictions and issued tourist visas to foreign travelers. Do you have any comment on that and when will China ease its border restrictions on foreigners?

汪文斌:新冠肺炎疫情暴發(fā)以來,中國借鑒多國做法和國際慣例,始終根據疫情形勢變化,科學動態(tài)調整有關人員來華的管理措施。當前全球疫情仍在蔓延,病毒也在不斷變異。中方將繼續(xù)根據疫情形勢發(fā)展,在科學分析的基礎上,統籌確定各項防控措施。同時,中方愿在確保防疫安全的前提下,積極構建健康、安全、有序的中外人員往來秩序。

Wang Wenbin: Since the onset of COVID-19, by drawing on the practice of other countries and international customary practice, China has been adjusting its management measures on in-bound travelers in light of the changing epidemic situation in a science-based manner. The coronavirus is still spreading in many parts of the world with the emergence of many variants. China will continue taking prevention and control measures through scientific analysis in light of the evolving situation. On the basis of ensuring safety amid CO, China stands ready to work actively to foster healthy, safe and orderly personnel exchanges with other countries.

彭博社記者:美國媒體報道了習近平主席與拜登總統的線上會晤時間。外交部可否證實并介紹更多細節(jié)?

Bloomberg: US media are reporting on the time for the Xi-Biden virtual summit. Can the foreign ministry confirm any more details of the Xi-Biden virtual summit?

汪文斌:我昨天已經回答了相關問題。如果有新的信息,中方將及時發(fā)布。

Wang Wenbin: I responded to a related question yesterday. We will release information in a timely manner if there is any.

俄新社記者:一艘名為Rise Shine的貨船在俄羅斯遠東地區(qū)的納霍德卡市附近擱淺。船上14名船員均為中國公民,他們已被成功營救上岸。請問他們是否曾向中國駐俄羅斯使領館求助?

RIA Novosti: A cargo ship with the name Rise Shine ran aground off the coast of the city of Nakhodka in Russia's Far East. All 14 crew members are Chinese citizens and they have been successfully evacuated and taken ashore. Could you please provide any information on if they contacted the consulate-general and embassy of China in Russia seeking help or support?

汪文斌:當地時間11月9日,受惡劣天氣影響,一艘巴拿馬籍集裝箱船在俄羅斯遠東濱海邊疆區(qū)納霍德卡市附近海域擱淺并處于危險中。船上當時有14名中國籍船員。中國駐當地外交機構及時予以關注并采取相應措施。在收到援助請求后,當地緊急情況部門迅速派出直升機前往事發(fā)地點進行救援,14名中國籍船員已經全部被營救上岸。該船擱淺時船體受損,但沒有傾覆,也沒有造成人員傷亡。我們對俄方相關部門的救援行動表示感謝。

Wang Wenbin: On November 9, local time, affected by bad weather, a cargo ship flying the flag of Panama ran aground and was in danger in waters near the city of Nakhodka in Russia's Primorye Territory in the Far East, with 14 Chinese crew members on board. The local Chinese diplomatic mission paid timely attention and took corresponding measures. After receiving requests for help, the local emergencies service immediately sent helicopters to the site for rescue, and all of the 14 Chinese crew members were evacuated to safety. The hull of the vessel was damaged when stranded but it didn't capsize. There were no casualties. We appreciate the rescue efforts of relevant Russian authorities.
