Remarks by State Councilor Dai Bingguo at the Opening Session of the Third Round of the China-US Strategic and Economic Dialogue

尊敬的克林頓國(guó)務(wù)卿和蓋特納財(cái)長(zhǎng),
尊敬的王岐山副總理,
女士們、先生們、朋友們:

很高興來(lái)華盛頓出席第三輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話。我們這次對(duì)話正值中美關(guān)系史上一個(gè)不同尋常的時(shí)間節(jié)點(diǎn):今年是中美開展“乒乓外交”和基辛格博士秘密訪華40周年。40年前,中美兩國(guó)人民的友好意愿和政治家的決斷勇氣,匯成一股不可阻擋的歷史潮流,轟然推開了塵封20多年的中美兩國(guó)交往的大門,自那以后,世界上再也沒有任何力量能夠把這扇大門重新關(guān)上了。今天,我們相聚在這里,回首過去幾十個(gè)歲月,展望中美關(guān)系更好的未來(lái),我們情不自禁地要向中美關(guān)系的破冰者、開拓者和建設(shè)者們致以崇高的敬意。我們更要以他們當(dāng)年那樣的遠(yuǎn)見卓識(shí)和開拓精神,推動(dòng)中美關(guān)系的車輪繼續(xù)滾滾向前。
It is a great pleasure for me to join you at the third round of the China-US Strategic and Economic Dialogues (S&ED) here in Washington. We meet at a unique point in the history of China-US relations, as this year marks the 40th anniversary of the ping-pong diplomacy and of Dr. Kissinger's secret visit to China. Forty years ago, the desire of the Chinese and American people for friendly interactions, together with the decisiveness and courage of our political leaders, produced an unstoppable force of history. It pushed open the door of engagement between our two countries that had remained shut for over 20 years. Since then, no force in the world has ever had the power to close that door again. Today, as we review the past and look ahead to a better future of China-US relations, we cannot but pay high tribute to those ice-breakers, pioneers and builders of China-US relations. More importantly, we shall learn from their foresight and pioneering spirit, because we have to bring China-US relations forward.
當(dāng)前,中美關(guān)系同樣處在一個(gè)重要的歷史節(jié)點(diǎn)上。我們剛剛跨入本世紀(jì)第二個(gè)十年,正是在這個(gè)時(shí)候,胡錦濤主席同奧巴馬總統(tǒng)今年1月在華盛頓會(huì)晤,共同決定了建立和發(fā)展相互尊重、互利共贏的合作伙伴關(guān)系,為中美關(guān)系未來(lái)發(fā)展指明了方向。歷史正在并將繼續(xù)證明,兩國(guó)元首作出的這一決定是一個(gè)順應(yīng)和平與發(fā)展歷史潮流、造福于中美兩國(guó)人民、造福于全人類的歷史性重大決定。
The China-US relationship, too, is at an extremely important point in history. President Hu Jintao and President Obama met in Washington this past January, a time when we have just entered the second decade of the 21st century. Together, the two Presidents decided to build a cooperative partnership based on mutual respect and mutual benefit, charting a clear course for the future of China-US relations. History will show that the decision they made is a historic one that accords with the tide of history and serves the benefit of the people of China, the United States and the world.
誠(chéng)然,要把這個(gè)重大的決定不折不扣地變成活生生的現(xiàn)實(shí),把誓言變成實(shí)實(shí)在在的行動(dòng),不是一件容易的事情,必然會(huì)遇到種種困難、阻力和干擾。但我相信,只要中美雙方都看清21世紀(jì)和平、發(fā)展、合作的世界大勢(shì),毫不動(dòng)搖地堅(jiān)持兩國(guó)元首確定的大方向,下定決心,排除萬(wàn)難,就一定能走出一條嶄新的相互尊重、和諧相處、合作共贏的大國(guó)關(guān)系路子來(lái),中美兩國(guó)人民和我們的子孫后代就一定能夠持久地生活在和平、友誼、合作的陽(yáng)光之中。
Admittedly, it is no easy task to make this major decision a living reality and turn commitment into real actions, as we face all sorts of difficulties, obstacles and interference on the way ahead. I am confident, however, that so long as both sides grasp the right trend of the world and of China-US relations in the 21st century, stick to the direction set by our Presidents with resolution, and never waver in our determination to overcome whatever difficulties coming our way, we will blaze a new path of major-country relations featuring mutual respect, harmonious coexistence and win-win cooperation, so that our people and our future generations will live in the sunshine of lasting peace, friendship and cooperation.
此刻,站在你們各位面前致辭的已是古稀之年的老人了,按理應(yīng)該回家同兒孫相聚、共享天倫之樂了,為什么還在不停地奔忙于太平洋兩岸,一次又一次地同我的美國(guó)伙伴們坦誠(chéng)對(duì)話,傾心交流呢?就是要落實(shí)兩國(guó)元首達(dá)成的共識(shí),為了一個(gè)崇高目標(biāo):使中美兩國(guó)和兩國(guó)人民成為永久的好朋友、好伙伴,使我們各自子孫后代幸福安寧。難道我們應(yīng)當(dāng)讓他們失望嗎?不,絕對(duì)不能!他們的失望,就意味著我們的失職。而失職是不能原諒的。
I am standing here addressing you as a 70-year old man, an age when I should have gone home and enjoy the company of my children and grandchildren. Why then am I still flying across the Pacific and sitting in round after round of candid and heart-to-heart dialogues with my American partners? I am doing this to implement the consensus of our Presidents for the achievement of one lofty goal: to make our two countries and peoples forever good friends and good partners, and to enable our children and children's children to live in peace and happiness. Could we ever let them down? The answer is no, a definite no. If we do, we would be failing our duty, and that would be unforgivable.
朋友們,中美兩國(guó)人民同住一個(gè)“地球村”,你們?cè)谖黝^,我們?cè)跂|頭。歡迎更多的美國(guó)朋友到我們那里去走一走,看一看,聊一聊,親身感受中國(guó)人民對(duì)美國(guó)人民的友好感情,親身體驗(yàn)中美關(guān)系是何等的重要,親身了解中國(guó)在包括人權(quán)事業(yè)在內(nèi)的各個(gè)方面取得的巨大進(jìn)步,親身了解什么是真實(shí)的中國(guó)。
Dear friends, the people of China and the United States live in the same "global village", you on the west side and we the east. I welcome more American friends to visit China to see and feel for yourselves the friendship of the Chinese people and the importance of China-US relations. You may also learn first-hand the enormous progress China has made in various fronts, including in human rights.
