四川試點(diǎn)住房“地震險(xiǎn)”

　　四川省龍門的居民付明全得知將在地震易發(fā)區(qū)試行住房“地震險(xiǎn)”很高興。

　　“地震險(xiǎn)”可以用earthquake insurance表示，住房地震險(xiǎn)(earthquake insurance covering houses)屬于巨災(zāi)保險(xiǎn)(catastrophe insurance)的重要品種，該險(xiǎn)種優(yōu)先選擇中國地震局確定的地震易發(fā)區(qū)(earthquake-prone zones)為試點(diǎn)地區(qū)。

　　根據(jù)方案，將建立地震保險(xiǎn)基金(earthquake insurance fund)，資金來源涉及政府撥款、保險(xiǎn)費(fèi)計(jì)提、社會捐贈等多方面。這項(xiàng)政策將緩解用于災(zāi)后住房重建(post-quake housing reconstruction)的資金短缺。盡管方案未透露具體保險(xiǎn)費(fèi)(insurance premiums)，但指出各級財(cái)政提供60%的保險(xiǎn)費(fèi)補(bǔ)貼。

　　保險(xiǎn)責(zé)任范圍(insurance coverage)包括震級在M5級及以上的地震及由此在72小時內(nèi)引起的泥石流(debris flow)、滑坡、地陷(ground subsidence )、地裂(ground fissure)、埋沒、火災(zāi)、火山爆發(fā)及爆炸造成的房屋直接損失。
