國(guó)務(wù)院辦公廳印發(fā)通知 防控義務(wù)教育學(xué)生失學(xué)輟學(xué)

國(guó)務(wù)院辦公廳日前印發(fā)《關(guān)于進(jìn)一步加強(qiáng)控輟保學(xué)提高義務(wù)教育鞏固水平的通知》(以下簡(jiǎn)稱(chēng)《通知》)，要求進(jìn)一步防控義務(wù)教育學(xué)生失學(xué)輟學(xué)，確保實(shí)現(xiàn)到2020年全國(guó)九年義務(wù)教育鞏固率達(dá)到95%的目標(biāo)，切實(shí)保障適齡兒童少年依法接受義務(wù)教育。

The General Office of the State Council has issued a circular requiring efforts to control the dropout rate of students to ensure the implementation of compulsory education.

國(guó)務(wù)院辦公廳發(fā)布通知，要求進(jìn)一步控制學(xué)生失學(xué)輟學(xué)率，確保義務(wù)教育的實(shí)施。

The circular said such work is needed to ensure proper education for school-age children and make sure that by 2020, the percentage of students who drop out of school during the nine-year compulsory education period is reduced to less than 5 percent.

通知指出，要確保適齡兒童接受義務(wù)教育，確保實(shí)現(xiàn)到2020年，全國(guó)九年義務(wù)教育階段失學(xué)輟學(xué)的學(xué)生比例低于5%。

“失學(xué)輟學(xué)率”即dropout rate，學(xué)生從學(xué)校輟學(xué)(退學(xué))可以用drop out of school或者quit school來(lái)表示。如果有學(xué)生在學(xué)校期間犯了很?chē)?yán)重的錯(cuò)誤“被學(xué)校開(kāi)除”則用be expelled from school表示。

《通知》針對(duì)學(xué)生輟學(xué)原因，明確了工作措施，要求加強(qiáng)分類(lèi)指導(dǎo)，因地因人施策，做到“三避免”：

一是提高質(zhì)量控輟，避免因?qū)W習(xí)困難或厭學(xué)而輟學(xué)。

The quality of rural education should be improved to make schools more attractive to students, so that they will not leave school because of difficulties or weariness in study

二是落實(shí)扶貧控輟，避免因貧失學(xué)輟學(xué)。

Poverty relief work should be enhanced to prevent students from dropping out of school for financial reasons.

三是強(qiáng)化保障控輟，避免因上學(xué)遠(yuǎn)上學(xué)難而輟學(xué)。

Educational investment, planning of school construction and development of boarding schools should be improved to solve the transportation problems of rural students.
