China is aiming to establish a performance management system for budgets at various levels of government in the next three to five years to enable better budget management and policy implementation, according to a guideline published on Tuesday.
25日發(fā)布的意見指出,我國力爭用3至5年時間基本建成覆蓋各級政府的預算績效管理體系,提升預算管理和政策執(zhí)行能力。
意見要求,完善全覆蓋預算績效管理體系,各級政府將一般公共預算(budgets for general public finance)、政府性基金預算(budgets for government managed funds)、國有資本經營預算(budgets for state capital operations)、社會保險基金預算(budgets for social insurance funds)全部納入績效管理。
意見提出要構建全方位預算績效管理格局(all-round budget performance management system):
實施政府預算績效管理(performance management of government budgets),將各級政府收支預算全面納入績效管理(covering revenue and expenditure of governments at all levels),提高保障和改善民生水平,確保財政資源高效配置,增強財政可持續(xù)性;
實施部門和單位預算績效管理(performance management of department and institution budgets),將部門和單位預算收支全面納入績效管理,推動提高部門和單位整體績效水平;
實施政策和項目預算績效管理(performance management of policy and project budgets),將政策和項目全面納入績效管理,綜合衡量政策和項目預算資金使用效果,并對實施期超過一年的重大政策和項目實行全周期跟蹤問效,建立動態(tài)評價調整機制。
意見還明確硬化預算績效管理約束(strengthen constraint on budget performance management),財政部要完善績效管理的責任約束機制,地方各級政府和各部門各單位是預算績效管理的責任主體。項目責任人對項目預算績效負責,對重大項目的責任人實行績效終身責任追究制(heads in charge of key projects will take lifelong responsibility for budget performance),切實做到花錢必問效、無效必問責。
