王毅談習近平主席即將開啟歐洲之旅

3月18日，外交部發(fā)言人陸慷宣布：應(yīng)意大利共和國總統(tǒng)馬塔雷拉、摩納哥公國元首阿爾貝二世親王和法蘭西共和國總統(tǒng)馬克龍邀請，國家主席習近平將于3月21日至26日對上述三國進行國事訪問。

國務(wù)委員兼外長王毅表示，習近平主席今年首次出訪選擇了歐洲，充分展現(xiàn)了中國對歐洲的高度重視。

The upcoming European visit by President Xi Jinping will be a highlight of China's diplomacy with the European Union this year,Wang said on Monday.

王毅表示，習近平主席此次訪問歐洲是今年中國對歐盟外交的“高光時刻”。

王毅指出，元首外交對中歐關(guān)系發(fā)揮著重要戰(zhàn)略引領(lǐng)作用。習主席此次訪歐發(fā)出的信號清晰而明確：

No matter how the international situation changes, China always views the EU as an important strategic partner and always places China-EU relations in an important and high-priority position within its foreign policy.

不管國際形勢如何變化，中方始終視歐盟為重要戰(zhàn)略合作伙伴，將中歐關(guān)系置于對外關(guān)系的重要和優(yōu)先方向。

王毅與歐盟外交與安全政策高級代表莫蓋里尼共見記者時表示，中歐是全面戰(zhàn)略伙伴，如何看待中歐之間的合作與競爭，是目前各方關(guān)注的焦點。在本次高級別戰(zhàn)略對話中，雙方的看法是一致的，那就是中歐之間的合作遠大于競爭，共識也遠多于分歧。歸納起來，中歐有十個方面的重要共識(consensus in 10 major areas)：

一是都支持多邊主義(support multilateralism)，反對單邊行徑;

二是都支持聯(lián)合國在國際事務(wù)中發(fā)揮主導(dǎo)作用(support role of the United Nations)，維護以憲章宗旨為基礎(chǔ)的國際關(guān)系基本準則;

三是都支持構(gòu)建開放型世界經(jīng)濟(promote an open global economy)，反對保護主義;

四是都支持以規(guī)則為基礎(chǔ)的多邊貿(mào)易體制(push for a rules-based multilateral trade system)，改革和加強世界貿(mào)易組織(reform and strengthen the World Trade Organization);

五是都支持以和平手段，通過對話協(xié)商解決各類熱點問題和地區(qū)糾紛(resolve hot issues and regional disputes through dialogue and consultation);

六是都支持加強國際合作，應(yīng)對氣候變化等全球性挑戰(zhàn)(support cooperation in tackling global challenges);

七是都支持堅守國際防擴散體制(support international nonproliferation)，維護全球戰(zhàn)略穩(wěn)定;

八是都支持落實2030年可持續(xù)發(fā)展議程(promote the 2030 Agenda for Sustainable Development)，致力于減少貧富差別和南北差距;

九是都支持打擊一切形式恐怖主義(fight all forms of terrorism)，標本兼治，遏制極端思潮的蔓延;

十是都支持維護二戰(zhàn)以來建立的國際體系和秩序(safeguard the international system and order built after the World War Two)，不另起爐灶。

王毅表示，習主席的這次訪問立足三國，面向歐洲，首先將為中歐全面戰(zhàn)略伙伴關(guān)系(China-EU Comprehensive Strategic Partnership)提供新動力。二是將為當今國際變局注入穩(wěn)定性(serve as an anchor of stability in a fast-changing world)，為維護多邊主義帶來正能量。三是通過“一帶一路”建設(shè)與歐盟歐亞互聯(lián)互通戰(zhàn)略的對接，促進亞歐大陸的互聯(lián)互通(promote connectivity between Asia and Europe)，助力全球經(jīng)濟的可持續(xù)增長。
