新加坡首次發(fā)布行人守則

Pedestrians are urged to stay away, if possible, from paths they have to share with cyclists. But if they must use these shared paths, they are advised to keep left unless they are overtaking another pedestrian.

行人被敦促盡可能遠(yuǎn)離與騎自行車者共用的道路。但如果他們必須使用這些共用的道路,建議他們靠道路左邊走,除非他們正在超過另一位行人。

Another good practice the authorities want pedestrians to adopt is to refrain from using their mobile phones while walking on shared paths.

當(dāng)局希望行人采取的另一個好的做法是,在共用道路上行走時不要使用手機(jī)。

These are some of the suggested habits set out by the Land Transport Authority (LTA) in Singapore's first code of conduct for pedestrians. It came into effect this month, on Aug 1.

這些是陸路交通管理局(LTA)在新加坡首個行人行為守則中提出的一些建議習(xí)慣。該守則于8月1日生效。

The new code is an addition to the existing code of conduct for other users of public paths, such as cyclists and e-scooter riders.

新守則是對現(xiàn)有的公共道路其他使用者(如騎自行車者和騎電動踏板車者)行為準(zhǔn)則的補(bǔ)充。

It is also part of measures proposed late last year by the Active Mobility Advisory Panel (AMAP).

這也是活躍通勤方式咨詢小組(AMAP)去年年底提出的措施的一部分。

Yesterday, LTA said it will roll out a campaign to encourage gracious behaviour on shared paths and footpaths by the end of this year.

昨天(8月4日),LTA表示,他們將在今年年底之前開展一項(xiàng)活動,鼓勵人們在共享的道路和人行道上做到行為有禮貌。

National University of Singapore transport infrastructure expert Raymond Ong welcomed the new code, saying a pedestrian who is not distracted will be better able to avoid accidents.

新加坡國立大學(xué)交通基礎(chǔ)設(shè)施專家雷蒙德·翁對新守則表示歡迎,他說不分心的行人將能更好地避免事故。

"Pedestrians need to understand that they have a role to play in ensuring their own safety," he added.

他補(bǔ)充說:“行人需要明白,他們在確保自身安全方面有自己要扮演的角色。”

"Also, in Singapore, we don't have a lot of physical space to create separations between paths, so it is more about shaping behaviour and trying to make the environment more conducive for walking and cycling."

“此外,在新加坡,我們沒有太多的物理空間來分隔道路,所以需要更多地規(guī)范行為,努力使環(huán)境更有利于步行和騎車。”

He did not think penalties are the answer to developing good behaviour. "What is important is to educate the public such that the behaviour becomes intuitive," he said.

他不認(rèn)為懲罰是培養(yǎng)良好行為的辦法。他說:“重要的是教育公眾,讓這種行為成為一種本能。”

 

 

Other LTA-recommended behaviour for pedestrians includes using pedestrian crossings on roads instead of bicycle crossings as well as refraining from listening to music in a way that will prevent them from detecting danger or oncoming obstacles.

ITA還建議行人在道路上使用人行橫道,而不是自行車道口,以及不要聽音樂,以免他們察覺不到危險或迎面而來的障礙物。

But Mr Francis Chu, co-founder of cycling group Love Cycling SG, said the pedestrian code of conduct was unnecessary.

不過,新加坡自行車運(yùn)動組織“愛騎單車”的聯(lián)合創(chuàng)始人弗朗西斯·楚表示,行人行為守則沒有必要。

"Formalising keeping to the left while walking can cause some aggressive riders to shift the blame to the victim in the case of an accident," he said.

他說:“規(guī)定走路靠左會導(dǎo)致一些好斗的騎車人在發(fā)生事故時把責(zé)任推給受害者。”

He further pointed out that some pedestrians, such as the elderly and young children, may not be able to keep left and be alert at all times.

他又指出,老年人和幼童等行人可能無法時刻保持左行及保持警覺。

"If the main objective is safety for all path users, aren't the two simple rules of riders giving way and keeping a safe distance from pedestrians sufficient?" he added.

他補(bǔ)充說:“如果主要目的是為了所有道路使用者的安全,那兩條簡單的騎行者讓道規(guī)則和與行人保持安全距離難道還不夠嗎?”

Besides the pedestrian code of conduct, two other rules for mobility safety also took effect this month.

除了行人行為守則,另外兩條關(guān)于出行安全的規(guī)則也在本月生效。

One is the ban on those aged below 16 from riding electric scooters without supervision, and the other is making it an offence for cyclists and PMD users to use their mobile phones while riding.

一項(xiàng)是禁止16歲以下的人在無人監(jiān)護(hù)的情況下騎電動踏板車,另一項(xiàng)是規(guī)定騎自行車者和騎電動滑板車者在騎車時使用手機(jī)是違法的。

For adults supervising underage e-scooter riders, LTA wants them to keep their eyes on one rider at a time and not to let them out of their sight.

對于監(jiān)督未成年電動踏板車騎手的成年人,LTA希望他們一次只盯著一個騎手,不讓他們離開自己的視線。

They need to also educate the young rider about safe riding and the relevant regulations, like not exceeding 25kmh on a cycling path.

他們還需要教育年輕騎手有關(guān)安全騎乘和相關(guān)規(guī)定,比如在自行車道上車速不要超過每小時25公里。
