問：美國總統(tǒng)特朗普昨天暗示，受中方影響，朝鮮領(lǐng)導(dǎo)人金正恩在下個(gè)月美朝領(lǐng)導(dǎo)人會(huì)晤前對(duì)美韓采取了更強(qiáng)硬的態(tài)度，中方對(duì)此有何評(píng)論？中方是否對(duì)朝領(lǐng)導(dǎo)人施加了這方面的影響？

Q: US President Donald Trump yesterday suggested that due to China’s influence, the DPRK leader Kim Jong-un has taken a harder position against the United States and the ROK ahead of the US-DPRK summit which is supposed to happen next month. How do you respond to this? Has China been influencing the DPRK leader in this regard?

 

答：我注意到有關(guān)報(bào)道。我們已多次指出，中方在半島問題上一直致力于勸和促談，只會(huì)發(fā)揮積極作用。當(dāng)前，半島問題政治解決進(jìn)程面臨難得的歷史機(jī)遇，我們希望有關(guān)各方特別是朝美雙方能夠抓住機(jī)遇，相向而行，平衡解決各自關(guān)切。我們還是期待朝美領(lǐng)導(dǎo)人會(huì)晤順利進(jìn)行并取得積極成果。

A: I have noted relevant reports. We have said many times that China is committed to promoting peace talks and will always play a positive role on the Korean Peninsula issue. At present, the political settlement of the Korean Peninsula issue has come across hard-won historic opportunities. We hope that relevant parties, especially the DPRK and the US, could seize the opportunity, meet each other halfway, and address each other’s concerns in a balanced way. We also hope that the DPRK-US meeting will proceed smoothly and achieve positive outcomes.

 

問：由于此前中澳關(guān)系存在一些問題，澳大利亞企業(yè)遇到了一些困難，澳大利亞紅酒在中國海關(guān)通關(guān)受阻。今天中國媒體發(fā)文呼吁禁止進(jìn)口澳紅酒和牛肉，中國政府是否下令海關(guān)針對(duì)澳紅酒采取限制措施？你如何評(píng)價(jià)王毅國務(wù)委員兼外長(zhǎng)和澳外長(zhǎng)畢曉普在阿根廷會(huì)晤的意義？

Q: Australian businesses have encountered difficulties amid problems in the China-Australia relations, and the Australian wine exported has been held up at Chinese customs. The Chinese media today urged a ban on Australian wine and beef imports. Is there any directive from the Chinese government for Australian wine exports to be restricted by the customs? How would you characterize the meeting between State Councilor and Foreign Minister Wang Yi and his Australian counterpart Bishop in Argentina recently?

 

答：對(duì)媒體的觀點(diǎn)我們一般不作評(píng)論。關(guān)于澳大利亞紅酒在中國海關(guān)接受檢查和入關(guān)手續(xù)的具體情況，你可以向中國海關(guān)總署了解。據(jù)我們掌握，中國海關(guān)和進(jìn)口檢驗(yàn)檢疫部門是按照正常的程序處理有關(guān)申請(qǐng)。中澳雙方有關(guān)部門一直就相關(guān)問題保持著溝通。

A: We usually don’t comment on media’s opinions. As to the specifics concerning the inspection and clearance of Australian wine at Chinese customs, I would like to refer you to the General Administration of Customs. According to our information at hand, the Chinese customs and the inspection and quarantine department are handling the relevant applications with normal procedures. The relevant departments of the two sides have all along stayed in communication on the relevant issue with each other.

 

關(guān)于王毅國務(wù)委員兼外長(zhǎng)在阿根廷出席20國集團(tuán)外長(zhǎng)會(huì)議期間會(huì)見畢曉普外長(zhǎng)的情況，中方已發(fā)布詳細(xì)的消息，昨天我也介紹了有關(guān)情況。王毅國務(wù)委員兼外長(zhǎng)發(fā)出了非常明確的信息，我愿再次重申如下：

Regarding State Councilor and Foreign Minister Wang Yi’s meeting with Australian Foreign Minister Julie Bishop on the sidelines of the G20 Foreign Ministers’ meeting in Argentina, the Chinese side has released detailed information, and I also talked about that yesterday. State Councilor and Foreign Minister Wang Yi sent out a very clear message, and I would like to reiterate it:

 

過去一段時(shí)間，中澳關(guān)系出現(xiàn)了困難，并引發(fā)中澳在一些領(lǐng)域的合作遇到問題，這種情況是中方不愿意看到的。一段時(shí)間以來，澳政府高層包括畢曉普女士本人，都表達(dá)了希望改善中澳關(guān)系的愿望，并就中國的發(fā)展表明了一些正確的認(rèn)識(shí)。中方希望澳方把相關(guān)表態(tài)切實(shí)落實(shí)到具體行動(dòng)中，為兩國關(guān)系真正轉(zhuǎn)圜和健康穩(wěn)定發(fā)展創(chuàng)造必要條件。我昨天也說過，王毅國務(wù)委員兼外長(zhǎng)是從更加根本和宏觀的層面明確提出，澳方首先需改變認(rèn)識(shí)上的問題，積極地看待中國的發(fā)展，真正認(rèn)識(shí)到中國的發(fā)展是積極因素，而不是總戴著有色眼鏡看待中國。解決了認(rèn)識(shí)的問題，就能為中澳關(guān)系持續(xù)轉(zhuǎn)圜和長(zhǎng)期健康穩(wěn)定發(fā)展創(chuàng)造必要的條件。

The China-Australia relations have recently encountered difficulties, which leads to problems in our cooperation in some areas, and that is something China does not wish to see. Lately, senior Australian officials, including Ms. Bishop herself, have expressed their readiness to improve our bilateral relations and issued some correct statements on China’s development. We hope the Australian side will translate the relevant remarks into concrete actions and create necessary conditions for the true improvement and sound and steady development of our ties. As I said yesterday, State Councilor and Foreign Minister Wang Yi clarified on a fundamental and macro level that the Australian side must first of all address its problem of perception, put China’s development in a positive perspective and truly take China’s development as a positive factor, instead of looking at China through tinted glasses. Once the problem of perception addressed, the necessary conditions for the true improvement and sound and steady development of China-Australia relations will be created.

問：北京時(shí)間5月21日晚，美國務(wù)卿蓬佩奧宣布美退出伊朗核問題全面協(xié)議之后的對(duì)伊新戰(zhàn)略，要求談判全面解決伊朗問題的新“國際條約”。伊朗對(duì)美國新戰(zhàn)略作出強(qiáng)烈反應(yīng)，國際社會(huì)也發(fā)出不同聲音。請(qǐng)問中方對(duì)此持何立場(chǎng)？

Q: On the night of May 21 Beijing time, US Secretary of State Mike Pompeo announced the administration’s new Iran strategy after its pullout from the Joint Comprehensive Plan of Action (JCPOA), requiring negotiations for a new “international treaty” to fully resolve the Iranian issue. Iran responded strongly to the US’ new strategy and the international community also voiced different opinions. What is China’s position?

 

答：中方注意到美方最新的政策宣示，也注意到國際社會(huì)有關(guān)方面所作反應(yīng)。近三年來的實(shí)踐充分證明伊核問題全面協(xié)議是有效的。中方始終認(rèn)為，維護(hù)全面協(xié)議的完整性和嚴(yán)肅性，有利于維護(hù)國際核不擴(kuò)散體系，也有利于維護(hù)中東和平穩(wěn)定。我們認(rèn)為，堅(jiān)持這一協(xié)議得到有效落實(shí)和執(zhí)行，對(duì)解決其他國際熱點(diǎn)問題本來也能起到很好的示范作用。

A: China has noted the US’ policy announcement as well as the reactions of other relevant parties of the international community. The practice over the past three years or so has fully proved that the JCPOA is effective. China always believes that ensuring the integrity and sanctity of the JCPOA is conducive to upholding the international non-proliferation regime and promoting peace and stability in the Middle East. We also maintain that ensuring the effective implementation of the agreement will in itself serve as an exemplar for the settlement of other international hot-spot issues.

 

在當(dāng)前形勢(shì)下，中方呼吁所有有關(guān)各方本著負(fù)責(zé)任態(tài)度，著眼長(zhǎng)遠(yuǎn)和大局，基于現(xiàn)實(shí)和理性，繼續(xù)堅(jiān)持通過外交對(duì)話解決問題的正確方向，妥善管控分歧，使全面協(xié)議得以繼續(xù)執(zhí)行，并在此基礎(chǔ)上致力于建立互信，解決各自關(guān)切的其他問題。中方將繼續(xù)本著客觀、公正和負(fù)責(zé)任態(tài)度，同所有有關(guān)各方保持對(duì)話協(xié)商，致力于維護(hù)和落實(shí)伊朗核問題全面協(xié)議。

Under the current circumstances, China calls upon all parties to bear the long-term, larger interests in mind, act in a realistic, rational and responsible manner, stick to the correct direction of settlement through diplomatic dialogue and properly manage differences to ensure the ongoing implementation of the JCPOA. On such basis, all parties should stay committed to establishing mutual trust and resolving other issues of their respective concern. China will remain in dialogue and negotiation with all relevant parties and stay committed to upholding and implementing the JCPOA with an objective, impartial and responsible attitude.

 

問：朝美領(lǐng)導(dǎo)人會(huì)晤將于下月12號(hào)在新加坡舉行。中方認(rèn)為朝美雙方應(yīng)在會(huì)前準(zhǔn)備及會(huì)晤期間采取什么立場(chǎng)？中方在促成朝美直接對(duì)話方面將發(fā)揮什么作用？

Q: The summit between the DPRK and the US is set to happen on June 12 in Singapore. Does China have any suggestions on the stance that each side should take in the run-up to and at the time of the summit? What role would China like to play in direct talks between the US and the DPRK?

 

答：中方一直鼓勵(lì)和支持美朝雙方通過直接對(duì)話積累互信，推動(dòng)半島無核化的政治解決進(jìn)程。大家也都注意到，美朝雙方仍然繼續(xù)在為領(lǐng)導(dǎo)人會(huì)晤做準(zhǔn)備。我們希望雙方都抓住機(jī)遇，堅(jiān)持對(duì)話，相向而行，排除干擾，順利舉行領(lǐng)導(dǎo)人會(huì)晤。中方愿繼續(xù)發(fā)揮應(yīng)有的作用。

A: China has been encouraging and supporting the US and the DPRK’s efforts to accumulate mutual trust through direct dialogues and move forward the political settlement of the Korean Peninsula issue. You may all have noticed that the US and the DPRK are continuing with their preparations for the meeting. We hope that the two sides could seize the opportunity, stick to dialogues, meet each other halfway, remain undisturbed and endeavor to realize their meeting. China stands ready to continue playing a part in it.
