Q: The US tariffs on Chinese goods are due to come into effect on Friday. Can you tell us what preparations the Chinese government has made to ensure there is not too much of an impact on the Chinese economy, specifically to prevent Chinese consumers from feeling an impact or the financial market from being impacted by any economic fallout from these tariffs?

 

答：中國政府當(dāng)然有義務(wù)維護(hù)我們自身的正當(dāng)權(quán)益，包括中國產(chǎn)業(yè)界和消費(fèi)者的正當(dāng)權(quán)益。

A: It goes without saying that the Chinese government has the duty to safeguard our legitimate rights and interests, including those of the Chinese industrial and business community and consumers.

 

關(guān)于你提到的具體問題，最近中國商務(wù)部新聞發(fā)言人已經(jīng)多次作出了明確表態(tài)，強(qiáng)調(diào)如果美方出臺所謂的征稅清單，中方已經(jīng)做好準(zhǔn)備，將綜合使用各種必要的舉措，堅(jiān)決捍衛(wèi)中國的國家利益和人民利益。

As to the specifics you mentioned, recently the Spokesperson of China’s Commerce Ministry has made clear China’s position many times and stressed that if the US releases the so-called tariff list, the Chinese side is well prepared and will take all necessary comprehensive measures to resolutely safeguard the interests of our country and people.

 

問：7月2日至3日，“一帶一路”法治合作國際論壇在北京舉行。你能否介紹一下論壇有關(guān)情況和主要成果？

Q: The Forum on Belt and Road Legal Cooperation is held in Beijing from July 2 to 3. Could you give us more details and talk more about the outcomes of the forum?

 

答：由中國外交部和中國法學(xué)會聯(lián)合舉辦的“一帶一路”法治合作國際論壇今天上午剛剛閉幕。論壇發(fā)表了共同主席聲明，提出要在共商、共建、共享原則基礎(chǔ)上開展法治合作，遵守和完善有關(guān)國際規(guī)則體系，積極預(yù)防和妥善解決爭端，深化“一帶一路”法治交流與合作，為“一帶一路”提供更加堅(jiān)實(shí)的法律支撐和制度保障。我們注意到，論壇受到高度關(guān)注。

A: The Forum on Belt and Road Legal Cooperation cosponsored by the Chinese Foreign Ministry and the China Law Society was just concluded this morning. The forum issued a joint presidential statement, calling for legal cooperation on the basis of extensive consultation, joint contribution and shared benefits, compliance with and improvement of relevant system of international rules, proactive prevention and proper settlement of disputes, and deepening of the Belt and Road legal exchange and cooperation with a view to provide more solid legal support and institutional safeguard for the Belt and Road Initiative. This forum has drawn high attention as we noted.

 

王毅國務(wù)委員兼外交部長在論壇開幕式上演講時指出，規(guī)則法治既是“一帶一路”走向世界的通行證，也是應(yīng)對風(fēng)險(xiǎn)挑戰(zhàn)的安全閥，既要推進(jìn)“一帶一路”基礎(chǔ)設(shè)施的“硬聯(lián)通”，也要加強(qiáng)“一帶一路”規(guī)則標(biāo)準(zhǔn)的“軟聯(lián)通”。中國鼓勵并支持“一帶一路”法治交流與合作，將出資實(shí)施“‘一帶一路’法治合作研修項(xiàng)目”。

When addressing the opening ceremony, State Councilor and Foreign Minister Wang Yi said that rules and the rule of law provide the green light for the Belt and Road to go global, as well as the safety valve to cope with risks and challenges. We need to promote infrastructure connectivity and step up synergy of rules and standards under the Belt and Road Initiative. China encourages and supports the Belt and Road legal exchange and cooperation, and will fund the “Research and Study Program for Belt and Road Legal Cooperation”.

 

中方愿與國際社會各方一道，加強(qiáng)包括國際法治合作在內(nèi)的各領(lǐng)域合作，推動“一帶一路”建設(shè)取得更大進(jìn)展。

China stands ready to work with other parties to strengthen international legal cooperation and across-the-board cooperation in other fields to promote greater progress of the Belt and Road.

 

問：中國駐美國大使館上周發(fā)布了針對中國公民的旅行提醒，注意防范在美國可能遇到的一些風(fēng)險(xiǎn)。中方發(fā)布旅行提醒是否與近期中美關(guān)系緊張有關(guān)？換句話說，此時發(fā)布旅行提醒是否有政治方面的考慮？

Q: The Chinese Embassy in the United States last week issued a travel alert for Chinese citizens, warning them of certain dangers in the US. Was this travel alert issued partly because of the tensions between the two countries? In other words, are there any political motives behind the issuing of this travel alert at this time of tension between the two countries?

 

答：中國外交部和中國駐外使領(lǐng)館有義務(wù)、有職責(zé)就中國公民往訪國家或地區(qū)可能出現(xiàn)的一些風(fēng)險(xiǎn)及時給予提醒。

A: The Chinese Foreign Ministry and its diplomatic missions have the duty and responsibility to timely issue alerts against potential risks Chinese citizens may face in the relevant countries.

 

暑期是中國公民進(jìn)出美國的高峰，中國駐美使領(lǐng)館發(fā)布這樣的提醒，完全是職責(zé)范圍內(nèi)的事情。

The summer holiday is the peak season for Chinese citizens to travel to and come from the United States. The Chinese Embassy and consulates are simply fulfilling their duties by issuing such travel alerts.

 

問：第一，美國國務(wù)院昨天稱希望將伊朗的石油出口額降為零。中國在這方面會與美國進(jìn)行何種程度的合作？如果美國制裁中國與伊朗進(jìn)行貿(mào)易往來的企業(yè)，中方如何回應(yīng)？第二，特朗普的律師朱利安尼和美國總統(tǒng)國家安全事務(wù)助理博爾頓公開謀求伊朗政權(quán)更迭。中方對此有何評論？

Q: Firstly, the US State Department yesterday said it wishes to reduce Iran’s oil exports to zero. To what extent will China cooperate with America here? How will China respond when America sanctions Chinese companies that do not end trade with Iran? Secondly, Trump’s lawyer Rudolph Guiliani and National Security Adviser Bolton have been openly calling for regime change in Iran. How does China view such a policy?

 

答：關(guān)于第一個問題，中方一貫反對單邊制裁和“長臂管轄”。中國和伊朗是友好國家。我們在符合各自國際法義務(wù)的框架內(nèi)保持著正常交往與合作，這無可非議。

A: With regard to your first question, China is always opposed to unilateral sanctions and long-arm jurisdiction. China and Iran are friendly countries. We maintain normal exchanges and cooperation within the framework conforming to our respective obligations under the international law. This is beyond reproach.

 

關(guān)于第二個問題，中方一貫主張國家之間在和平共處五項(xiàng)原則基礎(chǔ)上發(fā)展彼此關(guān)系，其中一項(xiàng)重要的原則是互不干涉內(nèi)政，一國的獨(dú)立、主權(quán)和領(lǐng)土完整應(yīng)得到充分尊重。一國選擇什么樣的政治制度和發(fā)展道路應(yīng)由本國人民自己決定。

Regarding your second question, China always maintains that countries should develop their relations on the basis of the Five Principles of Peaceful Coexistence, one of which is non-interference in each other’s internal affairs. The independence, sovereignty and territorial integrity of one country should be fully respected. A country’s political system and development path should only be chosen by its own people.

問：近日，有美國媒體報(bào)道稱，中方用“債務(wù)陷阱”讓斯里蘭卡將漢班托塔港拱手相讓，并稱中方在斯建設(shè)漢班托塔港有軍事意圖。中方對此有何評論？

Q: Recently, some US media said that China made Sri Lanka hand over the Hambantota Port to it with “debt trap” and that China harbors military intentions by constructing this port in Sri Lanka. What is your comment?

 

答：這樣嚴(yán)重歪曲事實(shí)的報(bào)道要么就是不負(fù)責(zé)任，要么就是受命于別有用心之人。我們希望有關(guān)媒體不要真地?zé)嶂杂诩傩侣劇?span>

A: The relevant reports, which are a gross distortion of facts, are either irresponsible or engineered by people with ulterior motives. We hope that the relevant media will not be so obsessed with fake news.

 

建設(shè)漢班托塔港是斯里蘭卡歷屆政府和人民的愿望。中方鼓勵有關(guān)中國企業(yè)在平等、互利基礎(chǔ)上，按照商業(yè)原則同斯方開展?jié)h港項(xiàng)目合作。中國金融機(jī)構(gòu)根據(jù)斯方需求，對斯方解決融資缺口提供了支持。其后，隨著項(xiàng)目進(jìn)展，中方又根據(jù)斯方愿望，努力就相關(guān)資產(chǎn)配置進(jìn)行了調(diào)整。這些都是有利于雙方的商業(yè)合作。所謂“債務(wù)陷阱”謊言的編造者，如果自己不能給予發(fā)展中國家實(shí)實(shí)在在的幫助，至少可以對其他國家的真誠合作保持一個健康的心態(tài)。

The construction of the Hambantota Port represents the aspiration of the successive Sri Lankan governments and its people. China encourages the relevant Chinese enterprises to conduct cooperation on this project with Sri Lanka in accordance with the business principles and on the basis of equality and mutual benefit. The Chinese financial institutions, in light of the needs of the Sri Lankan side, provided support for it to bridge the financing gap. With the advancement of the project, China adjusted the assets allocation despite some difficulties according to the wish of the Sri Lankan side. These moves are all conducive to our commercial cooperation. As to the people who fabricated the lie of the so-called “debt trap”, if they are unable to offer tangible assistance to the developing countries, they can at least try to put the sincere cooperation between other countries in perspective.

 

我可以告訴這些人，中斯雙方致力于繼續(xù)推進(jìn)漢港項(xiàng)目合作，實(shí)現(xiàn)斯方成為印度洋物流中心的目標(biāo)。這不僅有利于斯里蘭卡經(jīng)濟(jì)發(fā)展，也有利于區(qū)域互聯(lián)互通和地區(qū)國家共同繁榮。

I can tell these people that China and Sri Lanka will stay committed to advancing the cooperation on the project of the Hambantota Port in a bid to make Sri Lanka the logistics hub of the Indian Ocean. This will not only fuel the economic growth of Sri Lanka but also contribute to regional connectivity as well as the common prosperity of the regional countries.

 

問：美國政府有關(guān)部門昨天建議，拒絕中國移動在美提供電信服務(wù)的申請，認(rèn)為該公司對美國國家安全構(gòu)成潛在威脅。中方對此有何評論？

Q: The US government yesterday said that it was recommending that the China Mobile not be allowed to offer telecommunications services in the US, because they judged the company to be a potential national security risk. Do you have any comment on the decision by the US government?

 

答：中國政府一貫鼓勵中國企業(yè)按照市場原則和國際規(guī)則在遵守投資目的地國家法律基礎(chǔ)上開展投資合作。

A: The Chinese government always encourages the Chinese enterprises to conduct investment and cooperation while observing market and international rules and laws of the countries they invest in.

 

我們敦促美國有關(guān)方面摒棄冷戰(zhàn)思維和零和博弈過時理念，正確看待有關(guān)問題，停止對中資企業(yè)的無端猜測和無理打壓，為中資企業(yè)赴美投資經(jīng)營提供公平良好環(huán)境，多做有利于中美互信與合作的事。這符合兩國共同利益。

We urge the relevant US party to discard the outdated cold-war and zero-sum mentality to put the issue in perspective and stop groundless speculations and unreasonable suppression of Chinese companies. They should provide fair and enabling environment for Chinese enterprises’ investment and operation in the US and do more to help with the mutual trust and cooperation between China and the US. This serves the common interests of the two countries.

 

問：美國國務(wù)卿蓬佩奧近日將訪問朝鮮，中方對此訪有何期待？

Q: US Secretary of State Mike Pompeo is going to the DPRK very soon. What is China’s expectation for this visit?

 

答：我們注意到有關(guān)消息。上月美朝領(lǐng)導(dǎo)人在新加坡成功舉行會晤并取得了積極成果。我們希望美朝雙方繼續(xù)相向而行、互釋誠意，切實(shí)落實(shí)好兩國領(lǐng)導(dǎo)人達(dá)成的共識，推進(jìn)后續(xù)協(xié)商取得進(jìn)展。

A: We have noted the relevant information. The leaders of the US and the DPRK held a successful summit and achieved positive outcomes in Singapore last month. We hope the US and the DPRK will continue to meet each other halfway and express goodwill to each other, earnestly implement the consensus reached by the two leaders and move forward the follow-up negotiations.

 

問：據(jù)報(bào)道，6月23日失蹤的泰國12名少年足球運(yùn)動員和1名教練昨天被救援人員發(fā)現(xiàn)，所有人都還活著且生命體征尚好。我們注意到，有中國民間救援隊(duì)自發(fā)參與到有關(guān)搜救行動中。請問你對此有何評論？

Q: According to reports, 12 young Thai soccer players and one coach who had gone missing on June 23 were found by rescuers yesterday. They are all alive with normal vital signs. We noted that the Chinese non-governmental rescue teams voluntarily participated in the relevant search and rescue activities. What is your comment?

 

答：作為泰國的親密友好鄰邦，我們從一開始就十分牽掛泰方失蹤人員的安危。我們對搜救行動取得重大進(jìn)展、所有失蹤人員都被找到且生命體征尚好感到欣慰。你提到有中國民間救援人員自發(fā)積極參與到有關(guān)搜救行動中去，我想這正印證了中國有句話叫“一方有難、八方支援”，更說明了“中泰一家親”。

A: As a close and friendly neighbor of Thailand, the Chinese side has been worrying about the safety of the missing from the very first day. We are relieved by the news that the search and rescue efforts have made important headways and the missing ones have all been found with normal vital signs. You said that the Chinese non-governmental rescue teams voluntarily assisted in the relevant search and rescue efforts. I believe that it just testifies to one Chinese saying that “when trouble occurs at one spot, help comes from all quarters” and showcases the fact that China and Thailand are as close as family members.

 

我們希望這些孩子和他們的教練盡快完全獲救，祝愿他們早日康復(fù)。

We hope that the boys and their coach can be rescued as soon as possible and wish them a speedy recovery.

 

問：關(guān)于受聲波影響事件，在同中方溝通過程中，美方是否懷疑這可能是第三方政府所為？中方在協(xié)助美方開展調(diào)查方面都做了哪些工作？

Q: With regards to the sound waves incident, in its communications with the Chinese government, has the US government said whether it suspects a third-party government may be behind the phenomenon? What is the Chinese side doing to help the US side investigate?

 

答：我們已經(jīng)回答過相關(guān)問題。中方有關(guān)部門已經(jīng)進(jìn)行過一些調(diào)查，沒有發(fā)現(xiàn)導(dǎo)致美方所說情況的原因或者線索。我們也說過，如果美方有進(jìn)一步的詳細(xì)情況，可以向中方提供，中國有關(guān)方面愿意同美方保持密切溝通。

A: We have answered relevant questions before. The relevant Chinese departments have carried out investigations, yet found no cause or clue that may have led to what was reported by the US side. Like we said previously, the US could provide more details to the Chinese side if they have, and the relevant Chinese party is willing to stay in close communication with the US side.
