中國日報(bào)記者：昨天，中方發(fā)布了決定向圣多美和普林西比派遣抗疫醫(yī)療專家組的消息，上周末中方宣布向蘇丹派遣醫(yī)療專家組。請問目前共有多少個中方醫(yī)療專家組正在非洲開展抗疫援助？中方是否還計(jì)劃向更多非洲國家派遣醫(yī)療專家組？中方提出將幫助非洲加快推進(jìn)非洲疾控中心建設(shè)，你能否簡要介紹一下目前工作進(jìn)展或相關(guān)考慮？

China Daily: It was announced yesterday that the Chinese government has decided to send a team of medical experts to Sao Tome and Principe to support its efforts against COVID-19. Last week, China released information on sending a medical team to Sudan. So we would like to know how many Chinese medical teams are now working in Africa to help fight COVID-19 and if more will be sent. China proposed to help accelerate the building of the Africa CDC. How is work progressing on that front? What are China’s considerations?

 

趙立堅(jiān)：中國與非洲是患難與共的好兄弟、好伙伴。為支持非洲國家抗擊新冠肺炎疫情，應(yīng)有關(guān)國家邀請，中方已向非洲11個國家派出148人次的抗疫醫(yī)療專家組。中方醫(yī)療專家組與非洲國家有關(guān)部門和醫(yī)務(wù)人員深入交流，分享抗疫經(jīng)驗(yàn)，對話社區(qū)民眾，考察定點(diǎn)醫(yī)院和實(shí)驗(yàn)室，指導(dǎo)中國援地區(qū)國家醫(yī)療隊(duì)在當(dāng)?shù)亻_展抗疫工作，受到有關(guān)國家高度贊譽(yù)和廣泛好評。

Zhao Lijian: China and Africa are good brothers and good partners through good times and bad. In support of African countries’ efforts against COVID-19 and at the invitation of the relevant countries, the Chinese side has sent a total of 148 medical workers to 11 African countries. These medical experts have conducted in-depth exchanges with the health departments and medical staff on the African side, shared their experience, reached out to local communities, visited hospitals and labs, and provided guidance for resident Chinese medical teams in these countries. All these have received positive feedback and praise from the relevant countries.

 

非洲疾控中心項(xiàng)目是2018年中非合作論壇北京峰會的重要成果，也是中國助力非洲增強(qiáng)公共衛(wèi)生防控體系和能力建設(shè)的重大舉措。中方高度重視該項(xiàng)目，目前正同非方積極推進(jìn)前期準(zhǔn)備工作，爭取項(xiàng)目早日開工建設(shè)，為增進(jìn)非洲人民福祉發(fā)揮更大作用。

The Africa Center for Disease Prevention and Control (Africa CDC) is an important outcome of the Beijing Summit of the 2018 FOCAC. It is a significant measure to help Africa strengthen its public health system, disease prevention and control, and capacity building. China attaches great importance to this project and is now actively making early-stage preparations together with the African side. We hope that construction will start as soon as possible to further enhance African people’s well-being.

 

下階段，中方將根據(jù)非洲疫情形勢發(fā)展和有關(guān)國家意愿，繼續(xù)在力所能及范圍內(nèi)，與非洲兄弟加強(qiáng)醫(yī)療衛(wèi)生領(lǐng)域合作，攜手抗擊疫情。

Going forward, in light of the COVID-19 situation in Africa and the wishes of relevant countries, we will do whatever we can to support our African brothers, enhance cooperation in medical and health sectors, and jointly fight against COVID-19.

 

深圳衛(wèi)視記者：美國務(wù)卿蓬佩奧6月1日發(fā)表聲明稱，特朗普政府重視包括中國在內(nèi)國際學(xué)生和研究人員的重要貢獻(xiàn)，但不會容忍中國從美學(xué)術(shù)和研究機(jī)構(gòu)非法獲取美技術(shù)和知識產(chǎn)權(quán)，并用于本國軍事目的。中方對此有何評論？

Shenzhen TV: US Secretary of State Pompeo said in a statement on June 1 that the Trump administration values the important contributions of international students and researchers, including from China. However, the administration “will not tolerate PRC attempts to illicitly acquire American technology and intellectual property from American academic institution and research facilities for Chinese military ends”. I wonder if you have any comment?

 

趙立堅(jiān)：和其他問題一樣，蓬佩奧慣于編造謊言為自己的錯誤行為找借口。中國留學(xué)人員聰明勤奮，一向是中美科技教育交流和兩國人民友誼的重要橋梁。美方泛化國家安全概念，以莫須有的罪名出臺措施限制中國留學(xué)人員赴美簽證，嚴(yán)重侵犯中國留學(xué)人員正當(dāng)權(quán)益，完全違背中美兩國人民包括青年一代開展友好交流的共同愿望，這是開歷史倒車，只會損人害己。

Zhao Lijian: Mr. Pompeo is used to weaving lies as excuses for his wrongdoing, and his statement on this issue is no exception. Chinese students and researchers have been an important bond of friendship and bridge for scientific and educational exchange between Chinese and American people. The latest visa restriction on Chinese students and researchers was imposed by the US side under an abused concept of national security and flimsy excuses. It severely undermines their legitimate rights and interests and runs counter to the common aspiration for friendly people-to-people, especially youth-to-youth exchange. Taking a backward step like that will only bring harm to oneself and others.

 

澳門月刊記者：據(jù)報(bào)道，美國總統(tǒng)特朗普上周六表示，原定于6月底舉行的七國集團(tuán)領(lǐng)導(dǎo)人峰會將推遲至9月或更晚舉行，并希望邀請俄羅斯、澳大利亞、韓國、印度四國領(lǐng)導(dǎo)人參會。美方稱，會議將討論中國問題。中方對此有何評論？

Macau Monthly: According to reports, last Saturday, US President Trump said he will postpone the G7 summit, which was scheduled to be held at the end of June, to September or even later. He also hoped to invite Russian President Putin and leaders of Australia, the ROK and India to the summit. Sources from the US side say the topic of China will be discussed. Can you comment on that?

 

趙立堅(jiān)：我們注意到有關(guān)情況。中方一貫認(rèn)為，無論是什么國際組織或國際會議，都應(yīng)該有利于增進(jìn)各國互信，有利于維護(hù)多邊主義，有利于促進(jìn)世界和平與發(fā)展。我們相信，這也是世界絕大多數(shù)國家的愿望。針對中國搞“小圈子”不得人心，也不符合有關(guān)國家利益。

Zhao Lijian: We noticed that. China believes that all international organizations and conferences should be conducive to mutual trust between countries, multilateralism and world peace and development. This is also the aspiration of the vast majority of countries in the world. Seeking a clique targeting China is not a popular move, and it doesn’t serve the interests of countries concerned.

 

拉通社記者：昨天，古巴再次反對美國將其列入“反恐行動不合作國家”名單。古巴認(rèn)為這份由美單方面制定的名單任意武斷，其目的是向拒絕屈服于美政府意志的國家施壓。你對此有何評論？

Prensa Latina: Yesterday Cuba rejected once again its inclusion by the US in the list of countries that do not cooperate in the fight against terrorism. Cuba considers it a unilateral and arbitrary list that responds only to the intentions to put pressure on countries that refuse to yield to the will of the US government. Do you have any comment about it?

 

趙立堅(jiān)：我們注意到，6月1日，古巴外交部發(fā)表聲明，譴責(zé)美國政府5月13日宣布將古巴列入“反恐行動不合作國家”名單。恐怖主義是人類的公敵，中方一貫主張國際社會應(yīng)攜手打擊恐怖主義，但反對美國以反恐為名對古巴進(jìn)行政治打壓和經(jīng)濟(jì)制裁。

Zhao Lijian: In a statement released on June 1, the Ministry of Foreign Affairs of Cuba states its strong rejection of being included on May 13 in a US State Department list of countries that are allegedly not cooperating fully with US efforts against terrorism. Terrorism is mankind’s common enemy. China maintains that the international community should work together to fight terrorism. That said, we oppose the US side using counter-terrorism as a pretext to impose political oppression and economic sanctions on Cuba.

 

美國和古巴作為隔海相望的鄰邦，應(yīng)與鄰為善，在平等和相互尊重的基礎(chǔ)上繼續(xù)發(fā)展正常的國家關(guān)系，這符合兩國和兩國人民的利益，也有利于維護(hù)拉美地區(qū)的和平與穩(wěn)定。

The US and Cuba, as close neighbors, should treat each other with amity and continue developing normal state-to-state relations based on equality and mutual respect. This serves the interests of the two countries and will help promote peace and stability of Latin America.

 

路透社記者：針對香港國家安全立法一事，美國國務(wù)卿蓬佩奧稱美正考慮歡迎港人來美。你對此有何評論？

Reuters: US Secretary of State Mike Pompeo said in response to proposed new national security legislation, the US is considering welcoming people from Hong Kong to come to America. Do you have any comment on this?

 

趙立堅(jiān)：中方近來已多次表明在香港問題上的原則立場。香港事務(wù)純屬中國內(nèi)政，不容任何外國干涉。我們希望美國多做有利于香港穩(wěn)定繁榮和中美關(guān)系發(fā)展的事。

Zhao Lijian: China has made clear its principled position on issues relating to Hong Kong. Hong Kong affairs are purely China’s internal affairs that allow no foreign interference. We hope the US will do more that is conducive to stability and prosperity in Hong Kong and development of China-US relations.

 

日本NHK電視臺記者：中美已達(dá)成第一階段經(jīng)貿(mào)協(xié)議。但據(jù)報(bào)道，中國政府已下令國有企業(yè)暫停從美購買豬肉、大豆。中方對此有何評論？

NHK: China and the US have reached a phase one trade deal. But according to some reports, the Chinese government has ordered SOEs to stop purchasing pork and soybean from the US. I wonder if you have a comment?

 

趙立堅(jiān)：我不了解你所說的情況。中方在中美經(jīng)貿(mào)問題上的立場是一貫的、明確的。

Zhao Lijian: I’m not aware of what you mentioned. China’s position on China-US trade issues is consistent and clear.

 

澳門月刊記者：據(jù)報(bào)道，美國政府正計(jì)劃以“暗盤”形式秘密出售駐港總領(lǐng)館館員公寓，條件是出售后維持現(xiàn)狀或由美方租回。中方能否介紹相關(guān)情況？

Macau Monthly: According to reports, the US government plans to secretly call for bids for its consulate general staff quarters in Hong Kong on the condition that the properties, after being sold, will remain as they are or be leased to the US. Do you have more on that?

 

趙立堅(jiān)：我不了解你提到的情況。這個問題你最好去問美方。

Zhao Lijian: I’m not aware of that. You’d better ask the US side.
