問：美國白宮23日就中國同薩爾瓦多建交事發(fā)表聲明，稱薩爾瓦多此舉將影響整個美洲地區(qū)的經(jīng)濟(jì)和安全，美國對薩爾瓦多政府接受中國對西半球國家內(nèi)政的干涉感到嚴(yán)重關(guān)切，將重新評估美薩關(guān)系。美國將繼續(xù)反對中國對西半球的政治干預(yù)。中方對此有何評論？

Q: On August 23, the White House released a statement on El Salvador’s decision to establish diplomatic relations with Beijing, saying that this decision affects the economy and security of the entire Americas region. The El Salvadoran government’s receptiveness to China’s interference in the domestic politics of a western hemisphere country is of grave concern to the US, and will result in a reevaluation of the US relationship with El Salvador. The US will continue to oppose China’s political interference in the Western Hemisphere. What is your comment?

答：昨天我在這已表明過反對美方干涉其他國家間發(fā)展正常關(guān)系的嚴(yán)正立場。我愿重申，薩爾瓦多在一個中國原則基礎(chǔ)上同中國建交，天經(jīng)地義，光明正大。我們敦促美方正確看待中薩建交。

A: Yesterday I have made clear our stern position on opposing the US interference in the normal development of relations between other countries. I would like to reiterate that El Salvador established diplomatic ties with China on the basis of the one-China principle. It is a justified and aboveboard decision made without holding anything back. We urge the US to view this in an objective way.

8月21日前，中國在美洲擁有25個建交國，包括美國，沒有影響而是積極促進(jìn)了地區(qū)發(fā)展與安全。21日后，中國在美洲有了第26個建交國，我就不懂了，為什么這就會影響地區(qū)發(fā)展與安全？

Before August 21, China had diplomatic relations with 25 countries in the Americas, including the US, and China has been working for, not against, regional development and security. After August 21, that number reached 26. In what way does that affect regional development and security?

薩爾瓦多同聯(lián)合國及其他177個國家站到一起，承認(rèn)一個中國原則，同中國建交，順應(yīng)歷史潮流，順應(yīng)國際大勢，符合國際法和國際關(guān)系基本準(zhǔn)則，也符合中薩兩國和兩國人民的根本利益。某些國家對此說三道四，是不是在干涉薩爾瓦多內(nèi)政？到底是誰在對地區(qū)進(jìn)行政治干預(yù)？這不言而喻。

El Salvador chose to side with the UN and other 177 countries by recognizing the one-China principle and establishing diplomatic ties with China, which conforms with the trend of the times and the international situation, accords with international law and basic norms governing international relations, and serves the fundamental interests of China and El Salvador and the two peoples. Does not this finger-pointing by some country constitute interference in El Salvador’s internal affairs? Who on earth is carrying out political interference in the region? The answer is obvious.

拉美和加勒比地區(qū)是世界多極化和經(jīng)濟(jì)全球化中一支獨(dú)立自主、日益發(fā)展的力量。我們奉勸某些人，應(yīng)尊重別國自主決定內(nèi)外事務(wù)的權(quán)利，停止霸權(quán)主義行徑。

Latin America and the Caribbean region is an independent and ever-growing force for economic globalization in a multi-polar world. Our advice for the relevant people is to show respect for other countries’ independent right to determine their domestic and foreign affairs and stop hegemonistic behaviors.

問：你可能已經(jīng)注意到了，今天斯科特·莫里森成為澳大利亞新任總理。中方如何評價莫里森先生？莫里森就任總理對中澳關(guān)系有何影響？

Q: You might have noticed that Australia has a new Prime Minister today, Mr. Scott Morrison. What is your view on Mr. Morrison? What would be the impact of his election on the China-Australia relations?

答：我們對莫里森先生將出任澳大利亞總理表示祝賀。

A: We congratulate Mr. Morrison on becoming the Prime Minister of Australia.

中方對發(fā)展中澳關(guān)系的立場是一貫的、明確的。一個健康、穩(wěn)定發(fā)展的中澳關(guān)系符合兩國人民根本利益，也有利于地區(qū)乃至世界的和平、穩(wěn)定、繁榮。中方愿與澳大利亞新一屆政府共同努力，推動中澳關(guān)系沿著正確軌道進(jìn)一步向前發(fā)展。

China’s position on developing China-Australia relations is consistent and clear. A China-Australia relationship that grows in a sound and steady way serves the fundamental interests of the two peoples as well as regional and world peace, stability and prosperity. China stands ready to work with the new Australian government to move forward bilateral ties along the right track.

問：我們注意到，美國政府高層近日在談到中美經(jīng)貿(mào)磋商時常常要強(qiáng)調(diào)，美國的經(jīng)濟(jì)狀況很好，中國的情況不好。請問發(fā)言人如何看美方高層這種言論？

Q: We have noticed that when referring to the current trade talks between China and the US, many senior US politicians have been talking about how good the US economic situation is and how badly China is faring. Do you have any response to this kind of viewpoint?

答：我們說過，中方不喜歡在舉行磋商、談判、對話之前發(fā)出各種各樣的聲音。中美此輪經(jīng)貿(mào)磋商也是一樣，如果想談出好的結(jié)果，就應(yīng)該安安靜靜地去磋商，用不著時不時地大聲喊兩嗓子，替自己壯膽。

A: We have said that China prefers no comment of this kind or other while talks are underway. The same is true when it comes to the trade talks between China and the US this time. If we sincerely want to get a good outcome, then we should talk without a cacophony of voices. We don’t think it is necessary to resort to the loudspeaker every now and then just to boost one’s morale.

我也注意到美方高層一些人士近來時不時地說，中國的經(jīng)濟(jì)基本面不好，美國經(jīng)濟(jì)基本面好。我不知道他們這些話是說給誰聽的。如果是想說給中國人民聽，他們應(yīng)該很清楚，事實(shí)已經(jīng)證明，這是徒勞的，沒有任何意義；如果是想說給美國國內(nèi)聽，可能他們確實(shí)感到有這個需求吧。

As for those senior US politicians who play down China’s economic fundamentals and play up their own, we have noticed their remarks as well and we wonder who is their target audience. If they meant these words for the Chinese people, they should know that such efforts are futile and there is no point in doing this, as facts have proven. If they meant these words for their domestic audience, maybe they do feel the need to do so.

問：王毅國務(wù)委員兼外長目前正在蒙古進(jìn)行訪問。我們注意到，蒙方領(lǐng)導(dǎo)人在同王毅會見中都提到蒙方將致力于同中方加強(qiáng)在“一帶一路”框架下的合作。你能否介紹有關(guān)情況？

Q: State Councilor and Foreign Minister Wang Yi is now on a visit to Mongolia. We have noted that the Mongolian leaders, when meeting with Wang Yi, all mentioned that the Mongolian side is committed to enhancing cooperation with China under the Belt and Road framework. Can you give us more details on this?

答：王毅國務(wù)委員兼外長正在對蒙古國進(jìn)行正式訪問，已經(jīng)分別會見了蒙古國總統(tǒng)巴特圖勒嘎、國家大呼拉爾主席恩赫包勒德，同朝格特巴特爾外長舉行了會談并共同會見了記者。據(jù)我了解，王毅國務(wù)委員兼外長還將會見蒙古國總理呼日勒蘇赫，并同蒙古西部五省相關(guān)負(fù)責(zé)人見面交流。相關(guān)訪問活動中方還將發(fā)布消息，你可以關(guān)注。

A: State Councilor and Foreign Minister Wang Yi is now on an official visit to Mongolia. He has already met respectively with Mongolian President Khaltmaa Battulga and Chairman of the State Great Khural Miyeegombo Enkhbold and held talks with Foreign Minister Tsogtbaatar Damdin. According to my information, State Councilor and Foreign Minister Wang Yi will also meet with Prime Minister Ukhnaa Khurelsukh and senior officials from the five provinces in western Mongolia. The Chinese side will issue more information on the relevant events. You may continue to follow on that.

確實(shí)，在上述會見會談中，蒙方領(lǐng)導(dǎo)人均再次表示蒙方致力于推動“發(fā)展之路”倡議同“一帶一路”倡議深度對接，加強(qiáng)同中方在基礎(chǔ)設(shè)施建設(shè)、能源、電力等領(lǐng)域合作，加快實(shí)施中蒙俄經(jīng)濟(jì)走廊規(guī)劃綱要。

State Councilor and Foreign Minister Wang Yi proposed China’s propositions on jointly advancing the Belt and Road Initiative with Mongolia. Firstly, China supports Mongolia in speeding up the infrastructure building and breaking the development bottlenecks. Secondly, China supports Mongolia’s greater efforts to improve people’s livelihood so that the Mongolian people could reap tangible benefits through participating in the Belt and Road Initiative. Thirdly, greater importance should be attached to environmental protection and ecological conservation. We will join hands with Mongolia to build the green Silk Road. Fourthly, China will help Mongolia translate resources endowment into development advantages, achieve diversified development and enhance its capacity for independent and sustainable development.

問：美國一參議員稱準(zhǔn)備提交法案，使臺灣“邦交國”繼續(xù)與臺保持“外交”關(guān)系，不與中國大陸建交，請問你對此有何回應(yīng)？

Q: A US senator has said that he is preparing a legislation to force Taiwan allies to stay with Taiwan and not change their so-called “diplomatic ties” to China. Do you have any comment on this?

答：當(dāng)美國個別政客就中國與薩爾瓦多建立外交關(guān)系發(fā)出一些雜音的時候，薩爾瓦多總統(tǒng)和政府都已公開聲明，與中國建交不僅符合國際大勢，也符合薩爾瓦多人民的根本利益。我相信，只有薩爾瓦多人民知道什么才是符合他們自身利益的。

A: While some US politicians are making these jarring noises on the establishment of diplomatic ties between China and El Salvador, the President and government of El Salvador have made public statements, declaring that their decision meets the trend of the times and the fundamental interests of the Salvadoran people. I am convinced that the Salvadoran people knows the best what is in their own interests.

我們希望有關(guān)國家尊重其他主權(quán)國家選擇和制定自己對外政策的權(quán)利，不要再做干涉其他國家內(nèi)政的事情。

We hope that the relevant country could respect other sovereign states’ right to choose and formulate their foreign policies and stop interfering in other countries’ domestic affairs.

問：據(jù)外媒報道，中美雙方對此輪貿(mào)易談判期望不高，也沒有進(jìn)一步談判的計劃。甚至有中方官員提出，在11月美國中期選舉前不會再舉行中美貿(mào)易談判。你能否介紹具體情況？

Q: Foreign media reported that neither China nor the US have high expectations for their trade talks, and they have no plan for further negotiations. Some Chinese officials even said that there will be no more trade talks between the two sides before the US mid-term election in November. Do you have more information on that?

答：關(guān)于剛剛在華盛頓結(jié)束的中美經(jīng)貿(mào)問題副部級磋商，中美雙方都已發(fā)布了消息稿。

A: China and the US have all issued press readouts on the vice-ministerial trade talks in Washington.

中方的消息稿講得很明確，雙方將就下一步安排保持接觸。除此之外，我目前沒有更多的消息可以向你提供。

It is written clearly in the readout of the Chinese side that both sides will remain in touch with each other on the next-step arrangements. I have no more information to offer other than that.

問：據(jù)報道，8月23日，美國空軍B-52轟炸機(jī)進(jìn)入中國東海防空識別區(qū)。你能否證實(shí)？中方對此有何評論？

Q: It is reported that on August 23, the US Air Force flew B-52 bombers over the East China Sea Air Defense Identification Zone. Can you confirm it? What is your comment?

答：我不掌握你提到的具體情況，建議你向軍方了解。

A: I am not aware of the details. I would refer you to the Defense Ministry.

作為原則，我們希望任何國家在這一地區(qū)的行動能夠有助于促進(jìn)國家間的相互信任、尊重本地區(qū)國家合理正當(dāng)?shù)陌踩?，避免采取不利于增進(jìn)國家間互信、不利于維護(hù)本地區(qū)安全和穩(wěn)定的事情。

In principle, we hope that actions taken in this region by any country could help enhance mutual trust and show respect for the legitimate security interests of regional countries. Nothing that undermines mutual trust and regional security and stability shall happen.

問：據(jù)報道，中方拒絕為BuzzFeed駐京分社社長延期簽證后，美國駐華使館24日對中國政府對外國和中國記者采取限制措施表示嚴(yán)重關(guān)切。外交部對此有何回應(yīng)？

Q: After the Chinese Foreign Ministry declined to renew the visa for the Buzzfeed Beijing Bureau chief, the US Embassy in Beijing said on August 24 that it was deeply concerned about the treatment of foreign and domestic journalists in China. Does the Foreign Ministry have any comment?

答：我注意到了有關(guān)報道。美國駐華使館應(yīng)該知道要切實(shí)遵守《維也納外交關(guān)系公約》，不要從事與使館身份不符的活動，不要干涉其他國家的內(nèi)政。

A: I have noted relevant reports. The US Embassy in China should observe the Vienna Convention on Diplomatic Relations and refrain from doing anything that disagrees with its status or interferes in other countries’ internal affairs.

至于美駐華使館提到的有關(guān)外國記者，我昨天已經(jīng)說過，她不是外國常駐中國的記者。

As for this journalist mentioned by the US Embassy, I said yesterday that she is not a resident correspondent in China.

至于中美兩國之間給對方公民發(fā)放簽證的相關(guān)問題，美國駐華使館應(yīng)當(dāng)非常清楚國際慣例。

As for the issuance of visas for ordinary citizens, the US Embassy must know all too well the international practices.
