問：據(jù)報(bào)道，有臺(tái)灣民進(jìn)黨籍“立法議員”日前在社交媒體上表示，薩爾瓦多同中國(guó)大陸建交，是因?yàn)榇箨懡邮芰怂_方超過270億美元的金援要求。請(qǐng)問中方對(duì)此有何評(píng)論？

Q: According to reports, a “l(fā)awmaker” from Taiwan’s Democratic Progressive Party said on social media that it was because the mainland accepted El Salvador’s request to provide over 27 billion dollars that El Salvador established diplomatic relations with the mainland. What is your comment?

答：中國(guó)和薩爾瓦多在一個(gè)中國(guó)原則基礎(chǔ)上建交，符合國(guó)際法和國(guó)際關(guān)系基本準(zhǔn)則，堂堂正正，光明磊落。薩爾瓦多只不過是做了聯(lián)合國(guó)以及世界上其他177個(gè)國(guó)家早就已經(jīng)做過的正確事情。一個(gè)中國(guó)原則絕不是，也絕不可能成為什么交易籌碼。

A: China and El Salvador established diplomatic relations on the basis of the one-China principle, which accords with the international law and basic norms governing international relations. It is justified and aboveboard. The Salvadorian government just made the same right choice as the UN and other 177 countries already did. The one-China principle is by no means a bargaining chip, and will never become one.

在中薩建交過程中，薩方?jīng)]有提出任何經(jīng)濟(jì)前提條件，所以根本不存在所謂“交易”問題。你提到的個(gè)別人所謂“金援換外交”的說法，完全是無中生有，自欺欺人，也只不過是在以己之心，度人之腹。

When establishing diplomatic relations with China, the Salvadorian side never proposed any economic preconditions. There is no such thing as the so-called “bargaining”. The relevant person who claimed the so-called “checkbook diplomacy” is fabricating something out of thin air, deceiving himself and judging others by himself.

Q: According to Japanese media reports, the DPRK has released a Japanese man who was originally detained there. This man has now arrived in China presumably on his way back to Japan. Can you confirm that and do you have any details?

A: I’m not aware of the situation you mentioned.

問：據(jù)報(bào)道，24日，印度和巴基斯坦首次共同參加在俄羅斯舉行的2018上合組織“和平使命”反恐演習(xí)。印、巴國(guó)防部官員稱，相信雙方可以相互學(xué)習(xí)，這是交流經(jīng)驗(yàn)的獨(dú)特機(jī)會(huì)。中方對(duì)印巴開展交流合作有何評(píng)論？

Q: Reports say that on August 24, for the first time, both Pakistan and India took part in the anti-terror exercise called “Peace Mission-2018” of the Shanghai Cooperation Organization (SCO) in Russia. Officials from the defense ministries of Pakistan and India said that they believe the two sides can learn from each other and it provides a unique opportunity for them to exchange experience. What is your comment on the exchanges and cooperation between Pakistan and India?

答：我們對(duì)印巴兩國(guó)共同參加上合組織框架下反恐演習(xí)表示歡迎。

A: We welcome the joint participation of Pakistan and India in the anti-terror exercise under the SCO framework.

印度和巴基斯坦都是南亞地區(qū)重要國(guó)家，印巴關(guān)系保持穩(wěn)定對(duì)地區(qū)的和平穩(wěn)定乃至世界的和平與發(fā)展都具有重要意義。我們真誠(chéng)希望印巴兩國(guó)加強(qiáng)雙邊以及在上合組織等多邊機(jī)制內(nèi)的對(duì)話與合作，改善關(guān)系，共同維護(hù)地區(qū)和平與穩(wěn)定。

Both Pakistan and India are important countries in South Asia. A stable Pakistan-India relationship is of great significance to the peace and stability of the region and the peace and development of the world. We sincerely hope that the two countries can strengthen dialogue and cooperation bilaterally and within such multilateral mechanisms as the SCO, improve their relations and jointly uphold regional peace and stability.

問：據(jù)報(bào)道，在美國(guó)和澳大利亞都禁止使用華為和中興的通訊設(shè)備后，日本方面也決定禁止華為設(shè)備進(jìn)入日本市場(chǎng)。中方對(duì)此有何評(píng)論？

Q: After the US and Australia banned Huawei and ZTE from supplying telecommunications equipment, the Japanese side also decided to ban Huawei from entering its market. What’s your comment?

答：我注意到有關(guān)報(bào)道。據(jù)我了解，日本政府官方并未作出這樣的表態(tài)。如果我沒記錯(cuò)，這只是《產(chǎn)經(jīng)新聞》的報(bào)道而已。中國(guó)政府一貫鼓勵(lì)中國(guó)企業(yè)在遵守國(guó)際規(guī)則和當(dāng)?shù)胤苫A(chǔ)上開展對(duì)外經(jīng)濟(jì)合作。中國(guó)企業(yè)同包括日本在內(nèi)的外國(guó)企業(yè)開展合作的本質(zhì)是互利共贏的，也是遵守國(guó)際規(guī)則和當(dāng)?shù)胤煞ㄒ?guī)的。我們對(duì)有關(guān)報(bào)道表示關(guān)切，將了解核實(shí)有關(guān)情況。希望日方為中日兩國(guó)企業(yè)開展正常和互利共贏的合作提供公平、透明和公正的環(huán)境，而不是相反。

A: We have noted relevant reports. As far as I know, the Japanese government didn’t make such remarks. If I remember correctly, this is just what Sankei Shimbun reported. The Chinese government always encourages the Chinese enterprises to conduct economic cooperation overseas on the basis of abiding by international rules and local laws. The cooperation between Chinese and foreign enterprises, including Japanese ones, is mutually beneficial and win-win in nature, and in line with international rules as well as local laws and regulations. We are concerned about relevant reports and will try to check on and verify the situation. We hope that the Japanese side will provide a fair, transparent and just environment for Chinese and Japanese enterprises to carry out normal and mutually beneficial and win-win cooperation, instead of the opposite.
